I 59 AN ORDINANCE AUTHORIZING THE CITY OF RIVERSIDE, MISSOURI, TO EMPLOY ANDREW MARTIN AS A FULL-TIME DISPATCHER IN THE DEPARTMENT OF PUBLIC SAFETY AND ESTABLISHING A SALARY AND START DATE FOR SUCH EMPLOYEE WHEREAS, City Code Section 110.070 provides for the appointment of employees of the City by the City Administrator with approval of the Mayor and Board of Aldermen; and WHEREAS, City Code Section 110.140 provides for the establishment of the salary of non- elected employees of the City by ordinance; and WHEREAS, the Board of Aldermen find it is in the best interest of the City to approve the appointment of Andrew Martin as a Dispatcher in the Department of Public Safety as provided herein; NOW THEREFORE, BE IT ORDAINED BY THE BOARD OF ALDERMEN OF THE CITY OF RIVERSIDE, MISSOURI, AS FOLLOWS: SECTION 1— HIRING OF EMPLOYEE. Andrew Martin is hereby employed as a Full-Time Dispatcher in the Department of Public Safety. SECTION 2— STARTING SALARY. The starting salary for this position shall be set at $30,000.00 per year and the employee shall be placed on a one-year work test period. The salary shall thereafter be adjusted according to the annual budget and the personnel policies and procedures of the City as may be adopted from time to time. SECTION 3- REPEAL OF ORDINANCES IN CONFLICT. All ordinances or parts of ordinances in conflict with this ordinance are hereby repealed. SECTION 4— SEVERABILITY CLAUSE. The provisions of this ordinance are severable and if any provision hereof is declared invalid, unconstitutional or unenforceable, such determination shall not affect the validity of the remainder of this ordinance. SECTION 5— EFFECTIVE DATE. This ordinance shall be in full force and effect as of October 5, 2012. City of Riverside Ordinance Overview October 2, 2012 Overview The Department of Public Safety Operations Support Division is filling a vacancy for a full-time dispatcher. Public Safety dispatchers are "The True First Responder" between a citizens calling for police/fire/EMS services. They are also the City's Ambassadors setting the tone of the professional services the City provides. This person must have the ability to communicate effectively both orally and in writing. The ability to multi-task and work under stressful conditions is essential. A public safety dispatcher must have the ability to establish and maintain effective working relationships with subordinates, peers and supervisors; the ability to exercise sound judgment in evaluating situations and in making decisions and to demonstrate good work ethics. Great care is taken to ensure selected candidates meet Department standards and possess the ability for growth. We have found that in Andrew Martin. Mr. Martin is a graduate of Truman High School and has attended Maple Woods Community College. Mr. Martin worked at Ameristar Casino as a security officer and has been assigned in their communications center where he has gained knowledge in communications duties. Mr. Martin is anxious to be a part of our team and he understands the importance of the position he has applied for. His starting date will be Friday, October 5u. Budgetary Impact: This position is to fill the vacancy created when Police Officer Recruit Cari Terpening was selected to fill a vacant police officer's position. Starting salary for Mr. Martin will be that of an entry level dispatcher in "Range C, $30,000.0o annually Range C Acct Assist./Dispatcher/Admin. Coord. $30,000. to $42,000.
