REGULAR MEETING
BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Tuesday, October 16, 2012
6:00 p.m.
The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board
of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday,
October 16, 2012.
Mayor Rose called the meeting to order at 6:01 p.m. Those in attendance were Mayor Kathy
Rose, Aldermen Ron Super, Mike Fuller, Brad Cope, Seth DeRose, Aaron Thatcher, and Art
Homer.
Also present were Interim City Administrator Greg Mills, City Attorney Nancy Thompson, City
Clerk Robin Littrell, City Engineer Travis Hoover, Public Works Director Tom Wooddell,
Community Development Director Mike Duffy, Community Development Assistant Sarah
Wagner, Community Relations Director Meredith Hauck, and Police Captain Chris Skinrood.
WoRKSHOP @ 6:00 P.M. Performance Management and Compensation Study was
presented by Interim City Administrator Greg Milis and Community
Relations Director Meredith Hauck. Compensation philosophy will
be explained in detail. Mills explained that staff has two primary
responsibilities, one is Horizons and the second is keeping all
other duties current as well. Discussion of performance
management, compensation philosophy, pay per performance,
online evaluation system, facilitator for the Board, strategic
planning, and brain storming was all held. Hauck then gave a
review of the Compensation Philosophy and added that Liberty,
North Kansas City and Gladstone were used as comparable cities.
This information will be presented to the Board for a vote in a few
weeks. The board also decided to set a planning meeting for
them to brain storm and have general discussion of a vision for
the city.
MOTION FOR BREAK Alderman Super moved to take a break at 7:02 p.m., second by
Alderman DeRose.
Yes: Super, DeRose, Homer, Cope, Fuller, and Thatcher.
Motions carried 6-0.
REGULAR SESSION Mayor Rose called the Regular Session Meeting to order at 7:04
p. m.
Those in attendance were Mayor Kathy Rose, Aldermen Brad Cope, Mike Fuller, Seth DeRose,
Ron Super, Aaron Thatcher, and Art Homer.
Also present were Interim City Administrator and Public Safety Director Greg Milis, City Attorney
Nancy Thompson, City Clerk Robin Littrell, Community Development Director Mike Duffy, City

Engineer Travis Hoover, Public Works Director Tom Wooddell, Community Development
Assistant Sarah Wagner, Community Relations Director Meredith Hauck, Fire Chief Gordy
Fowlston, Police Captain Gary McMullin, and Police Captain Chris Skinrood.
PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance.
PUBLIC COMMENT None.
PROCLAMATION Mayor Rose read the proclamation recognizing Food Day -
October 24, 2012.
PRESENTATION Community Relations Director Meredith Hauck introduced Karen
ETC Survey Results Falk with the ETC Institute presented a PowerPoint of the results
of the city survey for 2012 from residents and businesses in
Riverside. The results were very positive for our city staff and
services.
CONSENT AGENDA Alderman Thatcher moved to approve the consent agenda,
second by Alderman Cope.
Yes: Thatcher, Cope, Homer, Fuller, DeRose, and Super.
Motion carried 6-0.
MINUTES OF 10-02-12 Alderman Thatcher moved to approve the minutes of the October
2, 2012 meeting, second by Alderman Cope.
Yes: Thatcher, Cope, Homer, Fuller, DeRose, and Super.
Motion carried 6-0.
MINUTES OF 10-08-72 Alderman Thatcher moved to approve the minutes of the October
8, 2012 meeting, second by Alderman Cope.
Yes: Thatcher, Cope, Homer, Fuller, DeRose, and Super.
Motion carried 6-0.
SEPT COURT REPORT Alderman Thatcher moved to approve the September 2012 Court
Report, second by Alderman Cope.
Yes: Thatcher, Cope, DeRose, Fuller, Homer, and Super.
Motion carried 6-0.
RESOLUTION 2012-143 Alderman Thatcher moved to approve Resolution 2012-143,
Bill Pay authorizing the expenditure of funds for fiscal year 2012-2013, for
weeks ending October 5�' and October 12` in the amount of
$1,580,799.72, second by Alderman Cope.
Yes: Thatcher, Cope, Homer, Fuller, DeRose, and Super.
Motion carried 6-0.
RESOLUTION 2012-144 Alderman Thatcher moved to approve Resolution 2012-144,
Amend Dump Truck Reso approving the amendment to Resolution R-2012-102 for purchase
of a 2013 Diamond International Dump Truck and equipment from
American Equipment Company, second by Alderman Cope.
Yes: Thatcher, Cope, Homer, Fuller, DeRose, and Super.
Motion carried 6-0.

PUBLIC HEARING @ Mayor Rose opened the Public Hearing to consider vacating right-
7:47 PM of-way generally located at 504 NW Pawnee in the City of
Riverside, Missouri, and consideration of an ordinance to approve
the vacating of a certain portion of a drainage easement at 504
NW Pawnee, Riverside, Missouri at 7:47 p.m.
Community Development Director Mike Duffy reported that this
was presented to the Planning Commission last week. He
showed a PowerPoint picture for the Board to view the need
for this vacation of 10 feet of Right-of-way. The Planning
Commission voted unanimously for this vacation.
Having no comments from the public, Mayor Rose closed the
public hearing at 7:49 p.m.
BILL No. 2012-oss City Clerk Robin Littrell gave first reading of Bill No. 2012-066.
Vacate Drainage Easement Alderman Cope moved to accept first reading and place
Bill No. 2012-066 on second and final reading, second by
Alderman Super.
Yes: Cope, Super, Thatcher, DeRose, Fuller, and Homer.
Motion carried 6-0.
Alderman Thatcher moved to approve Bill 2012-066 and enact
said bill as ordinance, second by Alderman Cope.
Yes: Thatcher, Cope, Super, DeRose, Homer, and Fuller.
Motion carried 6-0.
BILL NO. 2012-067 City Clerk Robin Littrell gave first reading of Bill No. 2012-067.
Condemnation Proceedings City Engineer Travis Hoover explained that this ordinance is part
of the process that was discussed earlier with the Board.details.
Alderman Cope moved to accept first reading and place Bill No.
2012- 067 on second and final reading, second by Alderman
Thatcher.
Yes: Cope, Thatcher, DeRose, Homer, Super, and Fuller.
Motion carried 6-0.

said bill as ordinance, second by Alderman Homer.

CITY ADMINISTRATOR Interim City Administrator Mills stated that November 6�" is the
next scheduled meeting and it is also Election day. General
consensus of the Board gave approval of moving the meeting to
Monday, November 5'�.
In October of 2010 we issued a contract with eNET, LLC for IT
services and we have exercised the renewal extension until
October of next year.
Cook, Flatt, and Strobel billing statements were addressed and
the projects they relate too were explained. Staff believes that

these items are due CF&S. The Board stated that they
understand these are more clean-up issues and wish for staff to
move forward.
Milis shared a letter with the Board directed to NorthPoint that
outline invoices submitted to the city that fall outside of the MDA.
This will be discussed with NorthPoint after they review the
information, if they so desire.
Discussion regarding dirt and the availability that is being offered
to NorthPoint was shared with the Board. This may be an
opportunity for cost savings in Horizons. This will be brought back
to the Board in November.
ADMINISTRATION Community Relations Director Meredith Hauck asked the Board to
help support the ICMA Conference when it is in Kansas City,
Missouri in 2016. She explained that many cities are donating
funds for this event and she would like for our city to do the same.
Alderman Thatcher moved to support the ICMA Conference in
2016 with a contribution of $2,500, second by Alderman Cope.
Yes: Thatcher, Cope, Super, DeRose, Fuller, and Homer.
Motion carried 6-0.
COMMUNITY DEVELOPMENT Community Development Director Mike Duffy informed the Board
that the Landscape and Signage Bid for Horizons did come in
today, but at about $100,000 over the estimated amount. Staff will
bring a recommendation back to the Board at the next meeting.
We received a request from TW Telecom, a fiber supplier in the
metro area. They would like to supply fiber to the Horizons
development. We are asking that staff be allowed to work with
them to get this project done. Alderman Thatcher moved to allow
staff to work with TW Telecom to provide the necessary
easements for the fiber project, second by Alderman Cope.

Motion carried 6-0.
Discussion of the Fairfax Bridge and the Argosy Parkway West
extension was held. MoDot will hold public meetings on this
bridge build project. We could have conversations with MoDot in
the future about this issue.

PARKS & RECREATION Trunk or Treat is on October 23`

LEVEE BOARD Alderman Super stated that the election was held. Kudos to
NorthPoint, everything worked out well. Coleman retained his
seat and is President of the Levee Board. We will have a class on
Oct. 24'� for the new board members to attend.
MAYOR'S DISCUSSION Mayor Rose welcomed Representative Ron Shieber to the
meeting and thanked him for coming to our meeting.
SIOR study results gave us great press from the article in the
Kansas City Star. I want to thank staff, the Board, all our Boards
for how much I appreciate everyone working together and moving
forward on all the things we need to do to achieve what was
described in the article. Then tonight to receive the results from
the ETC Survey that we did, speaks to everyone involved. We
need to celebrate these accomplishments and keep moving
forward.
BOARD OF ALDERMEN Alderman Homer — Nothing to report.
Alderman Thatcher — Invited Rep. Shieber to come and share
comments with those in attendance. Representative Shieber
thanked the Board and Mayor for allowing him to speak. Me is
honored to work with Riverside and is very proud of them and the
City for setting such high standards. Legislatively there is still a lot
of work to be done and I will remember Riverside as well when
decisions are being made. It is great to be in your community and
I look forward to a successful election in a couple weeks.
Alderman Thatcher also added, congratulations to Mayor Rose for
the award she received at the APA Conference that is state wide
award.
I also have been asked when the curbside clean-up is scheduled.
Public Works Director Tom Wooddell responded that this event is
usually in December, but we may schedule one sooner and put it
in the newsletter.

Alderman DeRose — Echoed Aaron's comments and I just wanted
to mention that I have a 4 year old that is very anxious for the
Trunk or Treat
Mayor Rose thanked everyone for a great meeting this evening.
MOTION TO ADJOURN Alderman Homer moved to adjourn the meeting at 8:27p.m.,
second by Alderman DeRose.
