M INUTES TOURISM CO M MISSION RIVERSIDE, MISSOURI I Monday, ,duly 14, 2008 6:00 p.m. The Tourism Commission for the City of Riverside, Missouri, met in the Board of Aldermen Chambers at City Hall, 2950 lW Vi ion Road Riverside Missouri, on July 14, 2008. The newly appointed commission introduced themselves: Randy Rose — Hotel Motel Industry; Dirk Van Der Linde — Tourism Industry; Deanna Winter — Tourism Industry; Jerry Pietsch — Local General Industry; Jason rule — Local General Industry. Also present were Mayor Kathy Rose, David Blackburn, City Administrator, Jane Henry, Executive Administration Assistant, Meredith Hauck, Communications and External Affairs Coordinator, and Cheryl Thorp, Platte County Convention and Visitor Bureau Executive Director* Tourism Overview and The commission agreed that the 2 Monday of each month at 6:00 Guidelines p.m. is a good day and time for their meetings. Next month's meeting, therefore, was set for August 11�'. Meredith Hauck gave an over of the grant guidelines and talked about the timeline, i.e. July 3 1 is the deadline for certification and for determining the amount of funding available for the grant program; August 3 1 is the deadline for grant applicat on or before September 30 notice of approval or disapproval will be sent to applicants; October 3 its the deadline for recommendations to the Tourism Commission and the announcement of the grant recipient (s will be made no later than January 1, The grant committee needs to be appointed. Asking some of the C hamber of Commerce members was suggested. Motion to approve a funding Cheryl Thorp, Platte County Convention and Visitors Bureau request for Platte County Executive Director, requested $19,381.56 over a 23 month period for C VB Area Marketing the Plane County CVB Area Marketing Partnership. Thorp explained Partnership that the four partners, Iona Rosa, West Par kville, and Riverside, are the top tourism generators for the county. Platte County generates about 1 of the tourism tax that Kansas City collects. Thorp went on to say that she represents the whole county and her job is to get people to cone to the county and leave their money. Sixty percent 60 %), of the tourists are from in- -state and the CVB targets the people who can drive here on a tank of gas. 'inter asked about how the request would be funded. Hauck explained that Y could be funded by the tourism fund and Y2by the city's adver isin budget. Van Der Linde asked how much the city's portion of the total partnership would be and Thorp answered that each partner would pay the sane amount. Mayor Rose questioned what acts the city does no w and Hauck replied, "Only one now." Commissioner Winter made a motion to approve a funding request for Platte County CVB Arca Marketing Partnership for recommendation to the Board of Aldermen and Commissioner Rose seconded. The vote eras: Yes: Commissioners Rose, Van Der Linde, Winter, Pietsch and Rule. Motion carried. Motion to approve a funding The Northland Symphony Orchestra made a request for $2,000 for the request for Northland 2008 --2009 season. Most of the concerts are located at lark Hill South Symphony Orchestra High School in River ide. Hauck said that holding the concerts in Riverside raises awareness and Mayor Rose spoke of the value of the amts. Commissioner Rose made a motion to approve the funding request for Northland Symphony Orchestra for recommendation to the Board of Aldermen. Commissioner Pietsch seconded and the vote vas: Yes: Commissioners Rose, Van Der Linde, Winter, Pietsch and Rule. Motion carried. Motion to approve a funding Mayor Rose spoke about the history of Riverfest, which started in request for Riverside 1976. The event has been receiving significant funding support from Riverfest Argosy, Holliday Sand, Corner Caf6 and the City of Riverside. The budget has now grown to $95,000. Between 7,500 and 10,0 00 people attend and the event is entirely free to there. Pietsch said that Riverfest is one of the city's "shining moments" and Rule told the board that it is Riverside's premier event and he would like to see the Tourism Commission be active in Riverfest. ,Also, Rule challenged the commission to be actively involved in the process of going after attractions for the tourism Bind and determining target audiences. Commissioner Van Der Linde made a motion to approve the funding request for Riverside Riverfest in the amount of $35,000 for recommendation to the Board of Aldermen and Commissioner Winter seconded. The vote was: Yes: Commissioners Rose, Van Der Linde, Winter, Pietsch and Mule. Motion carried. Tourism. This Is not a comprehensive list, but Is intended to assist the Commission as it sets funding priorities. Fair Based P d ctfions' Fair Based productions puts on four c ommunity plays at the Riverside Commynity Center each year. Each shover runs for tWo we ed ern ds with the performances per wee ken d � The average attendance for the span , s ummer and fail performances is 200 people per show, the C hristmas shove brings I n approximately 400 people. Attendees have the option of coning to dinner before the show for an additional fee. In addition to drawing attendees from all over the Metro, r air Based Productions has also signed a contract with a tour bus company out of Omaha, Nebraska to stop atthe matinee performance o f eac show on its way from Omaha to Branson In addition to the regular plays, Fair Based productions also partners with the Platte County Art Council for the C hildren's Theater each summer. This summer, there were 35 children who participated, all from Riverside. It Is free to participate in Children's Theater and each of the performances, also held at thLi Community Center, are free as well.' - F air Based Productions currently has a long verbal agreement with the C ity where they provide audio - visual support for city events in return for free use of the center. The Board of Aldermen has d6cided not to waive rentals feesin t ofuture for t omm nity Center orthe Park. since Fair Based Productions is not a non -profit organization, they are not eligible to apply for a grant to cover the rental fees at the Center. The Tourism Commission could elect, however, to cover the fees out of the Fong -terrh or short -t rm portions o f the fund. After analyzing Fair Based Production's use of the Community Center over the past year, it would cost approximately $6,000 each year to covert the organization's rental fees for both performances and practices. Iverside BB In early 2008, members of staff suggested that the City should host a 138Q event each summer to kick off fireworks season in Riverside. A rnenno from Ma rch 7, 2008 is attach and outlines the basic proposal. The details for this ev nt provided in the memo are strictly suggestions. ifthe Tourism Commissloh i interested In hosting a BBB it is possible t o start from scra and take any direction with the event. Current estimates for hosting a B 8 Q with a fire works display r ange b etwe n $5 0,000 and $60,000 before sponsorships. Scottish Highland Canes The Scottish Highland Games event has been held in Riverside for a number of years. It takes place the second weekend ofJune at EH Young park and brings between 7,000 and 8,000 people into the community over the three days. Since 2 006, t the City has provided $15,000 per year to support t a evert (the current agreement is attached). The Scottish Highland Games contract is currently up for renewal. They have proposed that the City sign 5 year agreement (2 00 9-2013) f the games to continue to be held in Riverside. As part of this proposal, which is attached, the City would increase its support of the games to $ 25,000 in 2009, with a o increase for each of the following years, which would come to $40,000 in 2013. They have also provided a list of event components they would like to add for the Commission to consider funding. Funding all o the components would increase the City's support of the gclmes by at least $6 each year; Although the Highland Carnes would b a ed Igi b I for grant fu A ds, its current level of funding by the City exceeds the maximum given through the grant program. This event would be funded out of the long -term portion of the fund. Funding for this evert Is contingent upon the Board of ldermen' approval of the contract extension. The outlaw Cigar Company The Outlaw Cigar Company has expressed are interest in hosting additional events in Riverside, They host events similar t the one on this meeting's agenda each month and are interested in looking at EH Young Park as a new home for a number of these events. Staff would iike'to consider using a portion of fhe money designated for city events to host a sanctioned barbecue event in June 2009. Event Goals Attract local, regional and national visitors to Riverside . Market Riverside and 'Its amenities to potential businesses* Event Summa Business Compon The City would work the Riverside Chamber of Commerce and area de to create a targ list of businesses to promote Riverside to. Representatives from these businesses would be invited to attend a Riverside showcase on F riday, including tour of Riverside, p resentations from city staff and meetings wi th ffi is . Lunch would be rovided and the Ci would facilitate c onversations eletd � with businesses about m ` to Riverside. These representatives would be invited to the bar event Friday nigh as a way to experience another side . of Riverside. Other potential partners for this section of the event would be Northland Regional Chamber, Platte County Economic Development Council and Ar Barbeque Component: The City would host atwo -day sanctioned barbeque event at EH Young Park that would be open to barbeque teams across the country. Sanctioned events are more structured than so- called "backyard barbeque" events because they feature professionat judges and qualify teams for championships, including the American loyal. The event would be sanctioned through the Kansas City Barbeque Society, who would also help coordinate and market the event, as well as ensure its validity; Teams would ld set up Friday afternoon and then the public would be invited to cone Friday night to enjoy a band and fireworks over the river* Judging would take place Saturday mo ningt Additionally, the evert would be planned to coordinate with the beginning of the fireworks season to capitalize on the visitors that brings to town. Potential partners for this portion of the event include Argosy, Riverside Chamber of Commerce and the Platte County Convention and Visitors Bureau. Next Steps Form committee o res dents and area business owners t develop to plan for the event, including timeline and budget Present the plan to the Tourism commission in July for approval Receive approval from the Board of Aldermen Begin official planning of the event it August /September 9 2008 Proposal for increase in stipend to the Kansas City Scottish Highland Games The City of Riverside Missouri and the Kansas City Scottish Games have a contract for mutual agreement of support which has expired effective the past event. The Games would like to increase its commitment to the City by extending its contractual agreement to 5 years for the period firom 2009 to 2014 and in exchange for its efforts receive support from the City an increasing stipend as shown below. $25r0 'mss is an increase from $15,000 and will be to help cover the basic costs beginnm'g in 2009 and is an increase M the Dual stipend to $25,000, This will aid our expenses cur ed from the ioc ease of - police, fire and EIVff costs and allow for a small growth to corer years when weather prohibits revenue. We rd also like to request further support each year of the five year period in the amount of a 0% increase, t o keep up with anticipated inflationary costs which are out of our control. This 0 increase would be as follows; 2010 to $27,500, 2011 t o $32,x`50, 2012 to $36,025 and for 20 to $39,627, The Kansas City Scottish Games has increased s commitment to its yearly festival by adding Stinday to the mix and the Ganes wishes to extend its programs further by expanding its presentation to Include nationally known entertainment v enues, Sanctioned Pipes and Drum Bands competition, national Dance competitions, and additions to the US and Scottish Professional athletics. The estimated Budget for 208 was based on expectations Total Revenue expected $132,825 Total Expenses 109,449 Due to the unexpected loss of revenue caused by bad weather and flood water and the corresponding reduction of attendance, our revenue fail about $16,000 below expected costs. That amount was withdrawn from reserves in order to balance the budget. If we were to have the same 1QSS aga�.n for 2049 there would not be continuous reserves remaining. Glenn L.
