REGULAR MEETING
BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Tuesday, December 4, 2012
6:00 p.m.
The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board
of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday,
December 4, 2012.
Mayor Rose called the meeting to order at 6:00 p.m. Those in attendance were Mayor Kathy
Rose, Aldermen Ron Super, Mike Fuller, Brad Cope, Seth DeRose, Aaron Thatcher, and Art
Homer.
Also present were Interim City Administrator Greg Mills, City Attorney Nancy Thompson, City
Clerk Robin Littreil, Community Development Director Mike Duffy, Community Relations
Director Meredith Hauck.
MOTION TO ENTER INTO Alderman Cope moved that the meeting go into closed
CLOSED @ 6:07 P.M. session pursuant to RSMo 610.021 (1) Legal Action and
litigation, RSMo 610.021 (2) Leasing, Purchase or sale of real
estate, RSMo 610.021(3)Hiring, firing, disciplining or promoting
a particular employee, when personal information about the
employee is discussed, RSMo 610.021(12) Sealed bids and
related documents, until the bids are opened; and sealed
proposals and related documents or any documents related to a
negotiated contract until a contact is executed, or all proposals
are rejected, and RSMo 610.021(13) Individually identifiable
personnel records, performance ratings or records pertaining to
employees, second by Aiderman Thatcher.
Yes: Cope, Thatcher, Fuller, DeRose, Super, and Homer.
Motion carried 6-0.
MOTION TO CONTINUE Alderman Super moved at 6:58 p.m. to continue closed session
CLOSED @ 6:58 P.M. following open session, second by Alderman Thatcher.
Yes: Super, Thatcher, Cope, DeRose, Homer, and Fuller.
Motion carried 6-0.
REGULAR SESSION Mayor Rose called the Regular Session Meeting to order at 7:00
p. m.
Those in attendance were Mayor Kathy Rose, Aldermen Brad Cope, Mike Fuller, Seth DeRose,
Ron Super, Aaron Thatcher, and Art Homer.

Also present were Interim City Administrator Greg Milis, City Attorney Nancy Thompson, City
Clerk Robin Littrell, City Engineer Travis Hoover, Public Works Director Tom Wooddell,
Community Development Director Mike Duffy, Community Development Assistant Sarah
Wagner, Community Relations Director Meredith Hauck, and Captain Chris Skinrood. Also
present is Special Counsel Michael McKinley.
PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance.
PUBLIC COMMENT None.
PROCLAMATION Mayor Rose read the proclamation recognizing Shen Yun
Performing Arts in Kansas City on January 22 & 23, 2013.
Barbara Gay accepted the proclamation and thanked the Mayor
and Board for their support.
CONSENT AGENDA Alderman Cope moved to approve the consent agenda as
presented, second by Alderman DeRose.
Yes: Cope, DeRose, Fuller, Thatcher, Homer, and Super.
Motion carried 6-0.
MINUTES OF 11-20-72 Alderman Cope moved to approve the minutes of the November
20, 2012 meeting, second by Alderman DeRose.
Yes: Cope, DeRose, Fulier, Thatcher, Homer, and Super.
Motion carried 6-0.
RESOLUTION 2012-156 Alderman Cope moved to approve Resolution 2012-156,
Bill Pay authorizing the expenditure of funds for fiscal year 2012-2013, for
weeks ending November 23 and November 30 in the amount
of $335,294.77, second by Alderman DeRose.
Yes: Cope, DeRose, Fuller, Thatcher, Homer, and Super.
Motion carried 6-0.
RESOLUTION 2012-157 Alderman Cope moved to approve Resolution 2012-157,
Kissick 8 Shaw CO authorizing, approving and ratifying change orders 1-4 with Kissick
Construction Co. for a revised contract amount of $1,172,400.85
and George J. Shaw Construction Co. for a revised contract
amount of $8,961,715.39, second by Alderman DeRose.
Yes: Cope, DeRose, Fuller, Thatcher, Homer, and Super.
Motion carried 6-0.
RESOLUTION 2012-158 Alderman Cope moved to approve Resolution 2012-158,
Purchase 2013 Police Tahoe authorizing purchase of a 2013 Chevrolet Police Tahoe, second
by Alderman DeRose.
Yes: Cope, DeRose, Fuller, Thatcher, Homer, and Super.
Motion carried 6-0.

BILL NO. 2012-074 City Clerk Robin Littrell gave first reading of Bill No. 2012-074.
Gieseke Pasturage Lease Alderman Cope moved to accept first reading and place
Bill No. 2012-074 on second and final reading, second by
Alderman Thatcher.
Yes: Cope, Thatcher, Super, DeRose, Fuller, and Homer.
Motion carried 6-0.
Alderman Thatcher moved to approve Bill 2012-074 and enact
said bill as ordinance, second by Alderman Cope.

BILL NO. 2012-075 City Clerk Robin Littrell gave first reading of Biil No. 2012-075.
IDA & Gieseke Lease Alderman Thatcher moved to accept first reading and place Bill
No.2012- 075 on second and final reading, second by Alderman
Cope.
Yes: Thatcher, Cope, DeRose, Homer, Super, and Fuller.
Motion carried 6-0.
Alderman Cope moved to approve Bill 2012-075 and enact
said bill as ordinance, second by Alderman DeRose.

BILL NO. 2012-076 City Clerk Robin Littrell gave first reading of Bill No. 2012-076.
NorthPoint & Gunter Agmt Community Development Director Mike Duffy explained that the
amount in the ordinance includes the alternative that has the
landscaping down the center of Horizons Parkway and the west
side, if the Board wished to delete the alternate at a later date, it
could be done. It is simpler to delete than to add something at a
later date. The alternate amount is $55,000.
Alderman Thatcher moved to accept first reading and place Bill
No.2012- 076 on second and final reading, second by Alderman
Cope.
Yes: Thatcher, Cope, Super, Fuller, DeRose, and Homer.

BILL NO. 2072-077 City Clerk Robin Littrell gave first reading of Bill No. 2012-077.
TCE TW Telecom Community Development Director Mike Duffy explained that this
was brought to the Board a few meetings ago. TW Telecom is
putting fiber line from Briarcliff and will be serving Gallagher and
Marlin. They wiil have two tenants and will be the second provider
in the park. He explained where the easements were located.
Alderman Cope moved to accept first reading and place Bill
No.2012- 077 on second and final reading, second by Alderman
Thatcher.
Yes: Cope, Thatcher, Super, Fuller, DeRose, and Homer.
Motion carried 6-0.

said bill as ordinance, second by Alderman Cope.

CI7Y ADMINISTRATOR Interim City Administrator Mills gave a reminder that the filings for
the April 2" Election opens on December 11�
The holiday schedule for city hall and meetings was discussed.
Alderman Thatcher moved that City Hall will be closed at noon on
both Christmas Eve and New Year's Eve, second by Alderman
Cope.
Yes: Thatcher, Cope, Super, Fuller, DeRose, and Homer.
Motion carried 6-0.
On November 13� salary banding was discussed within the
workshop held for human resources which gives a more thorough
description of job classifications.
Alderman Cope moved to approve the Salary Banding guidelines
as presented to the Board for the job classifications of city
employees, second by Alderman Thatcher.
Yes: Cope, Thatcher, Homer, DeRose, Fuller, and Super.
Motion carried &0.
The final thing to discuss this evening is the Line Creek Bridge
has been completed and there is a paperwork timinq� concern that
will not allow a final payment until the December 18 meeting,
which is in two weeks. We are requesting that you approve
issuing a check this Friday for the final pay of $66,559.75, less a
$5,000 retainage amount until the final pay is officially passed by
resolution.
Alderman Thatcher moved to approve a payment of $66,559.75 to
L.G. Barcus and Sons less a$5,000 retainage fee on Friday,
December 7`", second by Alderman Cope.

ADMINISTRATION Community Relations Director Meredith Hauck stated that she
provided a copy of the Tourism Commission quarterly update for
you to review.
COMMUNITY DEVELOPMENT Community Development Director Duffy explained that Brent Miles
with NorthPoint and Mike along with a few other Northland
community development directors will be attending a dinner
sponsored by KCADC for prospective businesses in our area.
ENGINEERING Nothing to report.
FINANCE Nothing to report.
PUBLIC SAFETY Nothing to report.
PUBLIC WORKS Nothing to report.
PARKS & RECREATION Nothing to report.
LEVEE BOARD Alderman Super stated that there will be a meeting in the near
future.
MAYOR'S DISCUSSION Mayor Rose has seen the Galiagher building, it is phenomenal
and beautiful. The Montabella signage is fabulous, if you have not
seen it, you need to drive down and take a look. Kudos to staff
and everyone that participated in the tree lighting, the Christmas
party Sunday evening, and the Senior Event today. Thursday I
will be going to Jefferson City with Chief Mills and he will be
receiving the Police Chief of the Year Award, which is remarkable!
A round of applause was given for the Chiefs accomplishments.
BOARD OF ALDERMEN Alderman Thatcher — I want to echo the comments that the
lighting ceremony was great and the Christmas dinner was great
as well. Some good news to share that hopefully is a sign of
things to come, about six months ago a three bedroom house sold
for $170,000 and this week we had one sell for $250,000 that is
very similar.
Alderman Homer — I thought all the activities went very well.
Today's luncheon was very well attended.
Aiderman DeRose — The tree lighting ceremony was great. My
four year old got to help turn on the lights, so she now thinks that
is her Christmas tree. The event was enjoyed by the entire family.
Alderman Cope — I continue to echo the accolades. The tree
lighting and the holiday party were greatly enjoyed.
Alderman Fuller — I was not able to attend the lighting, but I could
see from my home and it was beautifui. The party for the

employees and the senior's event today were wonderful and it
was a great experience.
Alderman Super — Same echoes as everyone else. I did have a
question on the earth moving work that Briarcliff is doing behind
the Jones' house. Community Development Director Duffy
explained the project.

second by Alderman Cope.
