Adjournment Meredith Hauck Director of Administration Posted 0110412013 at 10:00 a.m. RIVERSIDE PARK BOARD MEETING MINUTES October 3, 2012 6:00 p.m. Attending: Terri Dwyer, Debbie Leader, Tom Woodell, Norman Buescher, Mike Duffy, Julie Rule, Kathy Rose Guests: David Leader, son of Debbie Leader Call to order: 6:05 pm by Julie Rule Meeting Notes: Meeting minutes from August 1, 2012 were reviewed. Debbie Leader made a motion to approve. Terri Dwyer seconded. Motion passed. 1. Park Maintenance Update — Tom provided an update on the maintenance of parks. General maintenance was done at all parks. Seeding was done at Renner Brenner and Homestead Parks. Tom discussed that the Interurban trail is closed for about a month to do some work for erosion control. The pool has been closed. The fountains will be shut down in about a month. The Army Corps of Engineers has been doing some work on Line Creek near E.H. Young Park and will be adding about 100 trees, mostly along the creek. 2. Trail Update — Mike Duffy provided a map of trails in Riverside. • Line Creek Trail — The City is currently working for easements from some of the land owners and expects to be able to come to resolution on the issues in the near future. We discussed where the trail might connect to the Linear Trail. Mike had some initial discussions with the Corps of Engineers and they seemed willing to consider the idea of the trail crossing the levee near Hog Jaw. • Renner Brenner to E.H. Young — The Corps of Engineers is evaluating the proposal with the key area of interest being the area of the trail where it comes up the levee. If the Corps approves, bid and construction could happen this year. • Missouri Riverfront Trail — This trail is open with the new barricades in place. The Corps of Engineers is doing some work on the levee west of Argosy. Parkville has been leading work with the railroad to achieve an agreement that would allow the trail to be connected between Parkville and Riverside. It appears at this time, that they may be able to come to an agreement that provides the railroad with the additional rail line while providing the trail to use railroad right of way to make the trail connection. Mike was hopeful that the connection could be made by next summer. • Additional trail idea — An engineering consultant for the City suggested the possibility of a trail connection into Parkville along the bluffs to the north of 9 highway. The idea would be for the trail to go through Montebello, along the bluffs and connect into Park University. Mike had talked with Parkville who liked the idea. It was suggested that a possible connection into Green Hills and into Platte Meadows might be something for the County to consider. 3. Platte Meadows — The City is in the process of considering a partnership with the County to look at Platte Meadows park which would possibly use County Park funds to develop it and Page 1 Riverside personnel to maintain it. The economics would have to be studied. Mike indicated that the City favors less formal uses (trails, etc) because it is lower maintenance. 4. E.H. Young Park — We discussed that we need to look at the overall plan for E. H. Young park. At the December meeting, we will look at an RFP for developing the plan. Then the group would meet, possibly on a Monday evening(s) to work through ideas. Meeting dates /times would be determined later. 5. Miscellaneous Items • Mayor Rose indicated that Norma Parrott had resigned from the Board and that an additional member from ward 1 and ward 2 would need to be appointed. • The Vivion Road Bridge is expected to be completed by October 15, 2012. A motion to adjourn was made by Terri Dwyer at 6:55 pm, seconded by Debbie Leader. Page 2
