Ordinance No. 2008-87
AN ORDINANCE AUTHORIZING AND APPROVING THE CITY OF RIVERSIDE,
MISSOURI, TO ENTER INTO AN AGREEMENT FOR SERVICES WITH AND PAY
CERTAIN FUNDS TO PLATTE COUNTY CONVENTION & VISITORS BUREAU
WHEREAS, the Platte County Convention & Visitors Bureau ("Service Provider'')
provides media campaign services ("Services"); and
WHEREAS, the City desires that the Service Provider provide such Services to the City
and finds that the provision of the Services is a public purpose and contributes to the welfare of
the City as well as the economic and social potential of the City and its Residents; and
WHEREAS, the City and the Service Provider have negotiated and agreed upon an
agreement for Service and payment for the same; and
WHEREAS, the City finds that the provision of Services is for a public purpose and is in
the City's best interests for the promotion of the health, safety and welfare of the residents of the
City and promotes tourism; and
NOW, THEREFORE, BE TT ORDAINED BY THE BOARD OF ALDERMEN OF THE CITY
OF RIVERSIDE, MISSOURI, AS FOLLOWS:
Section 1. This Ordinance is intended and is hereby determined and declared to be necessary
to accomplish and serve the public purpose of contributing to the general welfare of the City and
its residents and the promotion of tourism.
Section 2. The City of Riverside shall pay to the Service Provider the s~zm of Nineteen
Thousand Three Hundred and Eighty One and 56/100 Dollars ($19,381.56), of which Nixie
Thousand Six Hundred and Ninety and 78/100 ($9,698.78) of such funds shall be provided from
the City's Tourism Tax Fund, to provide Services to the City pursuant to a Service Agreement, in
substantially the form attached as Exhibit A, which is hereby approved. The Mayor and Ci~:y
Clerk are authorized and directed to execute the Service Agreement, execution of such docume~it
being conclusive proof of such approval.
Section 3. The Mayor, the City Administrator, the City Attorney and other appropriate Ciry
officials are hereby authorized to take any and all actions as may be deemed necessary or
convenient to carry out and comply with the intent of this Ordinance and to execute and deliver
for and on behalf of the City all certificates, instruments, agreements and other documents, ~~s
may be necessary or convenient to perform all matters herein authorized.
Section 4. This Ordinance shall be in full force and effect from and after its passage and
approval.

PLATTE COUNTY AREA MARKETING PARTNERSHIP
SERVICES AGREEMENT
THIS SERVICES AGREEMENT (AGREEMENT) is entered into on the 7th day of August
2008, by and between the CITY OF RIVERSIDE (PARTNER) and the PLATTE COUNTY
CONVENTION & VISITORS BUREAU (PCCVB).
IN CONSIDERATION of the mutual covenants and agreements set forth herein, the parties
agree to the following:
1. The PCCVB shall provide media campaign services (the Services") for the PARTNER for the
23-month term beginning August 1, 2008 and ending June 30, 2010 pursuant to the terms of this
Agreement.
2. The PARTNER shall pay the PCCVB the sum of $19, 381.56 for the SERVICES detailed in
this agreement, with payments to be made according to the following schedule.
a. September O1, 2008: $10,072.20
b. August 1, 2009: $ 9,309.36
TOTAL PAYMENTS: $19,381.56
The PCCVB shall issue invoices to the City of Riverside and City of Riverside checks shall b~;
made payable to: Platte County Convention & Visitors Bureau.
3. The PCCVB shall provide the following SERVICES as outlined in the attached presentati~~n:
grant writing & presentation, grant administration, grant accounting & reimbursement servicea
that fund the media components and services of this contract, media planning & buying, all
production services, all generated leads supplied to partners and outcome measurement services
and reports.
4. COMPONENT PARTS OF THIS AGREEMENT. This Agreement consists of the following
component parts, all of which are as fully a part of this Agreement as if herein set out verbatir.~

RE: Platte County Area Marketing Partnership
BACKGROUND:
The Area Marketing Partnership Program is a way for communities in Platte County to
leverage resources to help promote tourism in the County. Riverside would be one of the four
core partners, along with Weston, Parkville and Zona Rosa, and would appear in each of the
program’s 35 advertisements and 66 email blasts.
A motion at the July 15, 2008 Board of Aldermen meeting approved the Tourism Board’s
funding requests, including the one for the Platte County Area Marketing Partnership.
FINANCE OFFICE AND BUDGET BACKGROUND:
This 23-month partnership costs $19,382. The Tourism Commission recommends that half
of the amount of the program come out of the Tourism Fund’s Long-Term Project Budget and
the other half be paid for out of the City Advertising Budget. Since the program is split
between multiple years, below is the breakdown for how much will be paid out of each fiscal
year:
