Boazd of Aldermen of City of Riverside, Missouri
August 5, 2008
A regulaz meeting of the Boazd of Aldermen of the City of Riverside, Missouri, was held in the City Hall,
of Riverside, Missouri, on August 5, 2008 at 7:00 p.m.
Those in attendance were Mayor Kathy Rose, Aldermen Fuller, Dazata, Bruns, Hurt, Salyer and Super.
Also present were David Blackburn, City Administrator, Mike Duffy, Director of Community
Development, Louise Rusick, City Clerk, Jane Henry, Executive Administration Assistant, Captain Gary McMullin,
Public Safety, Jeff Rupp, Public Works Duector, Meredith Hauck, Coordinator of Communications and External
Affairs and John McClelland, City Attorney.
Pledge of Allegiance Mayor Rose started the recital of the Pledge of Allegiance with the audience
joining in. There were no comments from the public.
Minutes of July 15`s Alderman Dazata moved to approve the minutes of July 15, 2008, seconded
Approved by Alderman Fuller, the vote was:
Aye: Aldermen Hurt, Darata, Fuller, Bruns, Super and Salyer.
Motion carries.
Minutes of July 22"d Alderman Salyer moved to approve the minutes of July 22, 2008, seconded
Approved by Alderman Super, the vote was:
Aye: Aldermen Fuller, Salyer, Darata, Hurt, Bruns and Super.
Motion carries.
Liquor License Alderman Fuller moved to approve a Liquor License for Riverfest, September
for Riverfest, Approved 13`" and 14`", seconded by Alderman Darata, the vote was:
Aye: Aldermen Fuller, Super, Dazata, Hurt, Salyer and Bruns.
Motion carries.
City Administrator David gave a brief summary of the report as follows:
Report There was a water rate increase on residents bills due to an error and the City has
been in contact with Kansas City, Mo about the issue.
Between July 5`s and July 25`s, 1,688 people attended 49 events at the Community
Center.
During the month of July, there were 4,334 visitors to the City website. This is a
77% increase over July 2007. Staff is working with the web design fum to do the
annual update of the website.
Twenty four employees participated in the bone density testing on July 29`".
In August, the wellness program will focus on balancing family, work and life.
Mast had a total of 80 calls with most of them being at the 2 nursing homes.

In August, Jeff Rupp and Larry Meyer will attend the APWA Annual Congress training,
Louise Rusick and Sazah Wagner will attend the Western Mo. City Clerks meeting and
Donna Resz and Meredith Hauck will attend The Other Side of Economic Development.
Facilities maintenance occurred by Admhristration, right-of--way mowing, street patching
and repairs, mosquito spraying, street sign repair, street sweeping, special operations,
Parks Maintenance Programs and Building Maintenance.
For Northwood Road Phase I landscaping work, installing waterfall and pool, AT&T
is removing the overhead line and installing underground, conduit for underground power
is being installed by the developer and the roadway project is 99% complete.
At the Rinker site, Damon Pursell Company has crushed the remaining floors of the
buildings and remaining is the removal of the fence and the project is 99% complete.
The amount of mulch needed for the seeding is being reviewed at Horizons Parkway
South. The seeding will be completed as soon as the ditches are dry and the season
permits.
For the Horizons Parkway North project, continued fill and grading for lane additions
to 9 highway, continued installing storm sewer, began tying steel for so. abutment, KCPI,
began the relocation of the distribution lines. KCMG Water Services relocation has beers
approved and materials have been ordered and MGE began the relocation of the gas
main.
For the Line Creek bridges, setting of girders was completed for the Line Creek Bridge,
the decking has begun, poured concrete for the columns and pier caps for the OxBow
Bridge and poured footings.
Mayor Rose said having the piers set is very exciting and asked if they are on tazget.
A lot of positive comments have been received. Mike said the contractor is a little ahead
of schedule.
Continued dirt fill, grading, building structures, installing storm sewer has occurred for
the Briarcliff project.
For the Montebella project, retaining walls aze being set and building houses.
For the North Argosy Parkway project, a new bridge layout will be given to Magellan
for review and Magellan is examining a fill over the south crossing.
Community Dev. As faz as the Welcome Plaza project, Mike Duffy said he spoke with KCPL and all the

the end of the week and information sent to Mega Industries.
Court Report Alderman Darata moved to approve the Court Report for July 2008, seconded by
for July, Approved Alderman Fuller, the vote was:

Survey by ETC, Institute Karen Falk, ETC Institute gave a presentation on the results of the survey sent to
presentation businesses and residents. Some of the highlights of the survey were as follows:

A map that showed where most of the surveys came from, major fmdings that residents
were generally satisfied with the overall quality of services provided by the City and
there were significant increases in satisfaction in the areas of storm water management,
communication with the public, community planning and development, the maintenance
of streets buildings, and the overall flow of traffic.
Services that residents thought were most important for the City to provide were (1)
the maintenance of City streets, buildings, and facilities, (2) the effectiveness of
community development, and (3) the enforcement of codes and ordinances.
Public Safety services percentages from the 2006 survey to this one were up
in all azeas and City maintenance snow removal was the highest percentage
and all other categories of City maintenance percentages were up.
Pazks and Recreation services percentages were up in several areas of maintenance
of City pazks. Water, sewer and trash utilities percentages were up. Code Enforcement
was slightly down in percentages. Residents were asked "always' or "sometimes" and
for shopping for goods and services in Riverside. The purchase of gasoline percentage
was down slightly, groceries, the same percentage in 2006, and gardening supplies, the
percentage was up.
Residents said they liked the proximity of Riverside to Kansas City and surrounding
azea, the sense of community and small town friendliness of the residents and the feeling
of safety they feel in their neighborhoods.
Residents said the things they liked least were the poor quality of some businesses,
the poor appeazance of businesses and residences and the lack of many goods and
services.
Businesses said they were generally satisfied with City services.
Mayor Rose congratulated everyone involved with the survey and said it was very
exciting to see the percentage increases since the 2006 survey.
Community Dev. Mike Duffy gave a presentation of the trip he and Sabin Yanez took to Washington in
Presentation June with the Northland Regional Chamber and there were 22 attendees. Very intense
meetings were attended with a variety of elected officials, staff members and committee:..
' KCP&L, City of Kansas City, North Kansas City, Liberty Area Partnership representing
the City of Liberty, Clay/Platte EDC's, KC Aviation Department and Carry Investments.
Two of the primary benefits of the trip were (1)To meet with elected officials and their
staff members to help promote some of the issues that aze important to Riverside (2) An
opportunity to meet with some of the Northland leaders to be able to have conversations
about what other cities aze doing and what we need to do to work together on various
projects. Transportation, levee repairs and issues related to the environment and
storm water issues with what's going on in Kansas City issues to talk about to the
staff and elected officials.
They learned about the history of the capitol and house activities. There were committee
briefings on transportation business. They met with the U.S. Chamber of Commerce and
learned how the issues related to the political environment and how we can be more
effective. Another meeting was held with the American Public Transit Association. They
were able to give ideas on how to proceed and plan for the next 10-15 yeazs of transit.
Sabin said the meeting went very well and the staff was prepared for our issues. Sabin
said the City being involved in the process is very critical Mike and Sabin met with stall'
Mins. 8/5/08 members not related to the Missouri delegation, but staff members that have worked for
the key committees that aze involved in transportation funding and small business.
To development and influence policy to benefit Riverside, it is important to meet with
these people. Riverside has a very good relationship with Senator Bond. They had lunch
with Senator Graves and some people had an opportunity to talk issues with him and
interacting with ourselves such as the issues with Kansas City Power & Light Co.
Campus Planning Mike said $200,000 was budgeted for facilities improvements on the different buildings
Discussion the City owns. A campus planning committee from several different departments will
been formed to look at different things, some equipment purchases and improvements.to
the offices to make them more functional, parking lot lighting and improving energy
efficiency and gather the information for the boazd and recommendations made so the
board can make a decision.
Major Change of Use Alderman Bruns moved to approve a Change of Use Permit for Baker Distribution Co.
Permit, Approved 208 NW Plaza Drive, a warehousing, wholesale distribution center with no outdoor
storage, seconded by Alderman Super, the vote was:
Aye: Aldermen Super, Bruns, Darata, Hurt, Salyer and Fuller.
Motion carries.
Northwood Road Alderman Fuller moved to approve a change order for McAnich for $24,450 for a
Change Order, Approved significant base material and 4" of asphalt, seconded by Alderman Dazata, the vote was:
Aye: Aldermen Darata, Fuller, Salyer, Bruns, Hurt and Super.
Motion carries.
Northwood Rd. Phase Sabin said he is asking the board to approve a task order to the City Engineering Contract
II, Discussion with Shafer, Kline and Warren for design of Northwood Road Phase II and the plan is to
complete the construction in 2 phases to extend the 37 foot cross section north to
Merrimac and then transition to a 24 foot cross section. The project will reduce hills,
improve sight distance, extend the walking trail and a sidewalk to 52°d Street. There
will be issues with right-of--way because properties will be affected. Construction
would be expected to be completed in early 2009.
Sabin said he and Mike plan to meet with the developer about the initial engineering
work that has already been done and some of the surveying data. Alderman Salyer asked
if it would make more sense to have a meeting with the developer before any action is
taken by the boazd on this matter. Sabin said he thought it was not necessary because
the road is going to have to be designed anyhow. Alderman Salyer said he must have
missed something because this was not a budget process and rapidly moving forward
and no partnership involved.
Alderman Dazata said she is in favor of improving the road, but believes there is more
dialogue, more questions to be answered and discussion.
Alderman Fuller said he thinks we just need to fix the road and get it usable for the
school season. There are a lot of projects going on here now and he would like to focus
on them.
Alderman Super said one of our first priorities should be annexation.
David Blackburn said there is elevation issues if we're going to talk about annexation.
Minn. 8/5/08 The developer needs to know where we think we want the road and the developer has less
butting-up road than the city does.
Mike Duffy said the capital budget has $2.5 million in it for total work and that would
from the existing improvements all the way to 52°d Street, so there would be some
portion leR in that per each phase.
Mayor Rose said more information needs to be obtained from more of the people to be
involved. Mike Duffy-will meet with David Barth and talk about obtaining a contribution
from the road district and obtain a figure. Also, figures are to be obtained forright-of-
way acquisitions. Mike Duffy said they will talk-about getting some kind of
commitment about annexafion.
Lifeguazd Crosswalk Mike Duffy said the lifeguard crosswalk system has been received for Argosy and
System Discussion we have a contract with Capital Electric to handle the city's traffic signalization work
over the next year. We have asked for a proposal from Capital Electric to install this. We
do not have all the numbers yet to do this work and as soon as it is obtained, this will be
brought back to the board for their consideration. Argosy has been informed and is
anxiously waiting for this.

Mayor's comments Mayor Rose said `National Night Out' was a great success, a good crowd and she heazd
wonderful comments and appreciates all the hazd work that goes into this.
The Missouri Municipal League Conference reservations are due tomorrow.
Monday evening there will be a town hall meeting here at City Hall from 7:00 p.m. to
8:30 p.m. (citizen input) regazding the Smart Moves Regional Transit Proposal.
Aldermen comments Alderman Fuller said `Thank you' to Public Safety for catching the criminals that were
recently in his neighborhood.
Alderman Bruns asked if the GED program (education) could be offered here in the
Mins. 8/5/08 City. Mayor-Rose said we would work with Dennis Fisher at the high school regarding
this suggestion.
Alderman Darata complimented Public Safety for `looking in' and taking caze of the
Riverside seniors during the heat wave this summer.
Alderman Hurt is requesting an updated report on city projects to be placed in the
newsletter to keep the citizens informed. Meredith said she is looking into enlazging
the newsletter (adding another full page) and checking with printers because printing
a lazger newsletter in house is a problem
Alderman Super says prioritizing needs to occur on the many projects going on here in
the City and not to ask for decisions without being in the proper perspective. Maybe
members of the board need to get together and give their ideas.
Recess A brief recess was called at 8:35 p.m
Reconvened The Mayor and all Aldermen responded to roll call and the meeting reconvened
at 8:48 p.m

Closed Session RSMo 610.021(2) Real Estate Issues, seconded by Alderman Hurt, the vote was:
