REGULAR MEETING
BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Tuesday, January 8, 2013
6:30 p.m.
The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board
of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday,
January 8, 2013.
Mayor Rose called the meeting to order at 6:30 p.m. Those in attendance were Mayor Kathy
Rose, Aldermen Ron Super, Mike Fuller, Brad Cope, Seth DeRose, Aaron Thatcher, and Art
Homer.
Also present were Interim City Administrator Greg Mills, City Attorney Nancy Thompson,
Deputy City Clerk Sarah Wagner, Community Development Director Mike Duffy, Finance
Director Donna Resz, City Engineer Travis Hoover, Public Works Director Tom Wooddell, and
Administration Director Meredith Hauck.
MOTION TO ENTER INTO Alderman Cope moved that the meeting go into closed
CLOSED @ 6:31 P.M. session pursuant to RSMo 610.021 (1) Legal Action and
litigation, RSMo 610.021 (2) Leasing, Purchase or sale of real
estate, RSMo 610.021(3)Hiring, firing, disciplining or promoting
a particular employee, when personal information about the
employee is discussed, and RSMo 610.021(12) Sealed bids and
related documents, until the bids are opened; and sealed
proposals and related documents or any documents related to a
negotiated contract until a contract is executed, or all proposals
are rejected, second by Alderman Homer.
Yes: Cope, Homer, Fuller, DeRose, Super, and Thatcher.
Motion carried 6 -0.
MOTION TO ADJOURN Alderman Super moved at 6:54 p.m. to adjourn closed session
CLOSED @ 6:54P.M. with action taken, second by Alderman Thatcher.
Yes: Super, Thatcher, DeRose, Cope, Homer, and Fuller.
Motion carried 6 -0.
REGULAR SESSION Mayor Rose called the Regular Session Meeting to order at 7:05
p. M.
Those in attendance were Mayor Kathy Rose, Aldermen Brad Cope, Mike Fuller, Seth DeRose,
Ron Super, Aaron Thatcher, and Art Homer.
Also present were Interim City Administrator Greg Mills, City Attorney Nancy Thompson,
Deputy City Clerk Sarah Wagner, City Engineer Travis Hoover, Public Works Director Tom
Wooddell, Community Development Director Mike Duffy, Finance Director Donna Resz, Fire
Chief Gordy Fowlston, Administration Director Meredith Hauck, and Captain Chris Skinrood.
PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance.
PUBLIC COMMENT None.
CONSENT AGENDA Alderman Thatcher moved to approve the consent agenda with
the Bill Pay Resolution R- 2013 -001 removed for discussion,
second by Alderman Homer.
Yes: Thatcher, Homer, DeRose, Fuller, Cope, and Super.
Motion carried 6 -0.
MINUTES OF 12 -18 -12 Alderman Thatcher moved to approve the minutes of the
December 18, 2012 meeting, second by Alderman Homer.
Yes: Thatcher, Homer, DeRose, Fuller, Cope, and Super.
Motion carried 6 -0.
NOVEMBER 2012 Alderman Thatcher moved to approve the November 2012
Court Report court report, second by Alderman Homer.
Yes: Thatcher, Homer, DeRose, Fuller, Cope, and Super.
Motion carried 6 -0.
DECEMBER 2012 Alderman Thatcher moved to approve the December 2012
Court Report court report second, by Alderman Homer.
Yes: Thatcher, Homer, DeRose, Fuller, Cope, and Super.
Motion carried 6 -0.
RESOLUTION 2012 -002 Alderman Thatcher moved to approve Resolution 2013 -002,
Trail Sign Bid authorizing and awarding the bid for the fabrication and purchase
of historical trail signage to Acme Sign, second by Alderman
Homer.
Yes: Thatcher, Homer, DeRose, Fuller, Cope, and Super.
Motion carried 6 -0.
REGULAR AGENDA
RESOLUTION 2013 -001 Alderman Super inquired about the Cook, Flatt Invoices and
Bill Pay Finance Director Resz responded.
Alderman Thatcher moved to approve Resolution 2013 -001,
authorizing the expenditure of funds for fiscal year 2012 -2013, for
weeks ending December 21 December 28 and January 0 in
the amount of $269,671.96, second by Alderman Cope.
Yes: Thatcher, Cope, DeRose, Fuller, Homer, and Super.
Motion carried 6 -0.
BILL NO. 2013-001 Deputy City Clerk Sarah Wagner gave first reading of Bill No.
Amending Salary Bands 2013 -001. Alderman Thatcher moved to accept first reading and
place Bill No. 2013 -001 on second and final reading, second by
Alderman Cope.
Yes: Thatcher, Cope, Super, DeRose, Fuller, and Homer.

Motion carried 6 -0.
Alderman Cope moved to approve Bill 2011 -001 and enact
said bill as ordinance, second by Alderman Thatcher.
Yes: Cope, Thatcher, DeRose, Super, Homer, and Fuller.
Motion carried 6 -0.
BILL NO. 2013-002 Deputy City Clerk Sarah Wagner gave first reading of Bill No.
New Hire- McKown 2013 -002 Alderman Thatcher moved to accept first reading and
place Bill No. 2013 -002 on second and final reading, second by
Alderman Cope.
Yes: Thatcher, Cope, Super, DeRose, Fuller, and Homer.
Motion carried 6 -0.
Alderman Cope moved to approve Bill 2013 -002 and enact
said bill as ordinance, second by Alderman Thatcher.
Yes: Cope, Thatcher, DeRose, Super, Homer, and Fuller.

BILL NO. 2013-003 Deputy City Clerk Sarah Wagner gave first reading of Bill No.
New Hire- Sanders 2013 -003 Alderman Thatcher moved to accept first reading and
place Bill No. 2013 -003 on second and final reading, second by
Alderman Cope.
Yes: Thatcher, Cope, DeRose, Super, Homer, and Fuller.
Motion carried 6 -0.

said bill as ordinance, second by Alderman Thatcher.

CITY ADMINISTRATOR Interim City Administrator Mills gave a reminder that the Board will
be meeting this Saturday to begin their strategic planning. That
days topic will be the budget. Staff interviews 3 architect firms of
the 9 applications they received for the City Hall remodel project
and have selected WSKF Architects. Mayor Rose noted that the
deadline for the two new position for the City closes tomorrow and
would like to be sure that the remodel plans for the expansion in
staff.

PUBLIC WORKS Public Works Director Tom Wooddell asked the Board for a 3%
pay increase for an employee who steps up and acts as the Crew
Chief in his absents. He stated that this requires greater
responsibilities and additional duties.
Alderman Thatcher moved to approve this pay increase,
seconded by Alderman Cope.
Yes: Thatcher, Cope, DeRose, Homer, Super, and Fuller.
Motion carried 6 -0.
PARKS & RECREATION Nothing to report.
LEVEE BOARD Alderman Super stated that they are working to try and resolve the
issues with the MRT Trail.
MAYOR'S DISCUSSION Mayor Rose said that with three weeks since the last meeting a lot
has happened. She loved getting out in the community and
hearing about the good work the Board is doing. 2013 will be a
good year. Also, don't forget about the Northland Regional
Chamber banquet on January 19'", as well as the Park Hill Hall of
Fame event on January 28 and the Mayor's Prayer Breakfast on
March 6`
BOARD OF ALDERMEN Alderman Fuller — Thanks to the Fire Department for doing the
blood pressure check at Red X.
Alderman Cope— Happy New Year.
Alderman DeRose — Nothing.
Alderman Homer — Nothing.
Alderman Thatcher— Happy New Year. It was nice seeing the
Gatewoods Community come together over the holiday and
decorate. Also excited about 2013.
Alderman Super — Noted that there was a run near the Levee on
New Year's Day.
MOTION TO ADJOURN Alderman Cope moved to adjourn the meeting at 7:25 p.m.,
second by Alderman Thatcher.
