WORKSHOP MEETING
BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Tuesday, January 29, 2013
5:30 p.m.
The Board of Aldermen for the City of Riverside, Missouri, met in special session in the Board
of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday,
January 29, 2013.
Mayor Rose called the meeting to order at 5:30 p.m. Those in attendance were Mayor Kathy
Rose, Aldermen Ron Super, Mike Fuller, Brad Cope, Seth DeRose, Aaron Thatcher, and Art
Homer.
Also present were Interim City Administrator Greg Mills, City Attorney Nancy Thompson, City
Clerk Robin Littrell, Finance Director Donna Resz, Community Development Director Mike
Duffy, City Engineer Travis Hoover, Public Works Director Tom Wooddell, Capital Projects
Coordinator Larissa Anderson, and Police Captain Mike Costanzo.
WORKSHOP @ 5:32 p.m. Finance Director Donna Resz presented a PowerPoint regarding
financial information on the revenues and expenditures for the last
quarter and the changes from the previous quarter. A graph
detailing the gaming revenues that were forecasted compared to
the actuals.
Brent Miles with NorthPoint delivered a Prospect Activity Report
along with a general update on Horizons.
Finance Director Resz held a discussion with the Board regarding
an RFQ for a bond underwriter. Following a lengthy discussion by
Mayor Rose, Interim Administrator Mills, Resz and the Board,
direction was given to put an RFQ together for the Board to further
review and consider.
Resz also shared PowerPoint slides of expenditures for each
fund through December 2012. The discussion for our budget
reserves of 6% or 8% continued from the discussion held during
the Saturday workshop, with no definite determination. Budget
amendments were also defined along with a detailed spreadsheet
regarding Spencer Fane legal fees.
City Engineer Travis Hoover gave an update through a
PowerPoint presentation on Northwood Road Phase 2, Northwood
KCMO right of way, Line Creek Bridge, Horizons Infrastructure
Utilities, Mattox Road Project, Upper Line Creek Trail, Line Creek
Trail, Interurban Bridge Bank Stabilization, and the 2012 -2013
Infrastructure Maintenance project list. Travis also discussed the
public facility improvements and the Capital Improvement
budget.
MOTION TO ADJOURN Alderman Thatcher moved to adjourn the meeting at 7:11 p.m.,
second by Alderman Cope.
