HomeMy WebLinkAbout2012-10-25 Planning & Zoning Commission MinutesMINUTES REGULAR MEETING PLANNING AND ZONING COMMISSION RIVERSIDE, MISSOURI Thursday, October 25, 2012 7:00 P.M. The Planning and Zoning Commission for the City of Riverside, Missouri, met in regular session in the Board of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri. Chair Al Bowman called the meeting to order at 7:00 p.m. Answering roll call were Ray Uhl, Harold Snoderley, Mike Lombardo, Mike Soler, Steven Kaspar, and Art Homer. Members absent: Jim Frakes, Stephen King and Mayor Kathy Rose. Also present: Community Development Director Mike Duffy, Assistant Fire Marshall Keith Payne, Building Inspector James Fuller and Community Development Assistant Sarah Wagner. Approval of Minutes of Commissioner Snoderley moved to approve the minutes of October 11, October 11, 2012 2012. Commissioner Uhl seconded and the motion was approved unanimously. Replat- Lots 1 -2 Briarcliff Community Development Director Mike Duffy explained that the Hills Second Plat applicant, Briarcliff Development, is developing 11 lots in the Briarcliff Hills Subdivision located northeast of the intersection of West Platte Road and Valley Lane. Of the I1 lots 4 have been developed. The applicant is requesting a replat of Lots 1 -3 to move the rear lot line of Lots 2 and 3 forward to create Tract A and to take approximately 2,496 sq.ft. of Lot 1 to create Tract B. Tract A will be owned by the City of Riverside for maintenance of the waterfall. Tract B will be owned and maintained by the Briarcliff Hills Homeowner's Association as a landscape easement for the monument entrance sign. Commissioner Kaspar asked if a fence would be required for either Lol 2or3. Duffy replied that at this time there is no plan for any fencing Commissioner Kaspar asked if there were any safety concerns. Duffy replies that this is similar to the water features at Montebella and that the City has posed no climbing signs. Commissioner Bowman asked what the depth of Lot 3 will be. Duffy replied that it is approximately 110 feet. City code requires a 25 foot front setback and a 30 foot rear set back so that will still leave approximately 55 feet of depth for a hose, Commissioner Soler asked about erosion control. Duffy replied that they have done some grading and seeding on the property, but erosion has not been a problem. Commissioner Uhl moved to recommend approved of the replat of Lots 1 -3 of Briarcliff Hills Second Plat. Commissioner Kaspar seconded and the motion passed 7 -0/ Adjourn Commissioner Snoderley moved to adjourn. Commissioner Uhl seconded.
