REGULAR MEETING
PLANNING AND ZONING COMMISSION
RIVERSIDE, MISSOURI
Thursday, October 11, 2012
7:00 p.m.
The Planning and Zoning Commission for the City of Riverside, Missouri, met in regular session in the
Board of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri.
Chair Al Bowman called the meeting to order at 7:00 p.m. Answering roll call were Ray Uhl, Harold
Snoderley, Mike Lombardo, Mike Soler, Stephen King, Steven Kaspar, Art Homer and Mayor Kathy
Rose. Members absent: Jim Frakes. Also present: Community Development Director Mike Duffy,
Assistant Fire Marshall Keith Payne, Building Inspector James Fuller and Community Development
Assistant Sarah Wagner.
Approval of Minutes of Commissioner Uhl moved to approve the minutes of October 11, 2012
October 11, 2012 as corrected.
Commissioner Homer seconded and the motion was approved
unanimously.
Easement Vacation- 504 Chair Bowman opened the public hearing at 7:02 p.m.
Pawnee- Public Hearing
Community Development Director Mike Duffy explained that the
applicant is requesting that the City vacate a 10 foot portion of an
existing 30 foot drainage easement at 504 Pawnee so that the new
property owner can build a house. At this time the applicant has been
issued a building permit to begin construction at risk. The only portion
of the home that extends into the easement is a bay window.
Chair Bowman asked for any comments from the public. Hearing none
the public hearing was closed at 7:04 p.m.
The Commission discussed the house design and confirmed that it met
all setback and square foot requirement.
Commissioner Kaspar moved to recommend approval of the easement
vacation to the Board of Aldermen.
Commissioner Snoderley seconded and the motion passed unanimously.
Land Disturbance/Grading Duffy explained that the applicant will be constructing a 193,177 sq.ft.
Permit- 4825 NW 41" spec manufacturing/ warehouse facility that was presented to the
Street, Horizons Spec III Planning Commission on October 1, 2012 and approved by the Board of
Aldermen on October 2, 2012. At this time the applicant has begun to
remove the surcharge on the site under the approved mass grading plan
approved September 22, 2011. In addition to the mass grading permit,
individual grading permits are required for each development project.
Due to the low elevation of the area, a large amount of fill was required
for this project. The fill was taken from the excavation of the distention
pond on property to the east.
Commissioner Uhl moved to approve the Land Disturbance Permit for
4825 NW 41' .
Commissioner Soler seconded and the motion passed unanimously.
Land Disturbance /Grading Duffy explained that the applicant is requesting a Land Disturbance
Permit- Lot 3 Belgian Permit to fill land located south and west of 43 Street and west of
Bottoms Mattox Road. The property in question is an undeveloped piece of
property located within the Riverside Horizons area. The applicant is
anticipating fill for the project for future development which is
undetermined at this time. Generally, the fill to be placed will bring the
property to a similar elevation of the newly constructed 41 a Street and
Mattox Road. At this time the applicant has not submitted a copy of the
Missouri Department of Natural Resources permit, but will be required
to do so before work can begin.
Commissioner Snoderley moved to approve the Land Disturbance
Permit for Lot 3 Belgian Bottoms.
Commissioner King seconded and the motion passed unanimously.
Adjourn Commissioner Homer moved to adjourn.
Commissioner Uhl seconded. The motion passed and the meeting was
adjourned at 7:33 p.m
