HomeMy WebLinkAbout2012-08-08 Planning & Zoning Commission MinutesMINUTES REGULAR MEETING PLANNING AND ZONING COMMISSION RIVERSIDE, MISSOURI Thursday, August 8, 2012 7:00 p.m. The Planning and Zoning Commission for the City of Riverside, Missouri, met in regular session in the Board of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri. Chair AI Bowman called the meeting to order at 7:00 p.m. Answering roll call were Ray Uhl, Harold Snoderley, Mike Lombardo, Jim Frakes. Mike Soler, Art Homer and Mayor Kathy Rose. Members absent: Steve Kaspar, and Stephen King. Also present: Community Development Director Mike Duffy, Assistant Fire Marshall Keith Payne, City Attorney Nancy Thompson and Community Development Assistant Sarah Wagner. Approval of Minutes of Commissioner Snoderley moved to approve the minutes of July 12, July 12, 2012 2012. Commissioner Uhl seconded and the motion was approved unanimously. Final Development Plan- Community Development Director Mike Duffy gave an overview of the Riverside Horizons East final development plan for Lot 1 of Riverside Horizons East First Plat - First Plat- Lot 1- 4950 NW 4950 NW 42 " Street. He explained that the applicant, NorthPoint 42 Street Development, has submitted a final development plan for their second spec building in the Horizons Development. The proposed site is undeveloped as well as a majority of the surrounding properties (except Lot 4 which is currently being developed with a similar type building). The property is bound on the north by the BNSF railroad and to the west by Horizons Parkway. The east side of the property is bordered by Linden Street and the south portion of the property will border 42 °d Street. The building will run east - west with the main entrances being located on the south side of the building. Standard car parking is provided on the south, west and east sides of the building. Truck parking and loadinglunloading areas and docks will be located on the north side of the building facing the BNSF railroad. The building will be constructed of insulated precast concrete wall panels. At this time the exact use of the building is still to be determines but will likely remain an industrial type use. The applicant provided color elevations that indicate that the south elevation facing NW 42 °d Street will includes 5 architectural "bump- outs" as well as several windows. The east and west elevations will have the corner "bump- outs" with windows. The north elevation will include the truck docks and will not have any windows. This elevation will front the BNSF railroad tracks and will be screened by landscaping. Staff has reviewed the parking and landscaping plans which conform to the regulations of the approved PD. There was general discussion between members of the Commission and staff regarding the entrances to the property, but the presented changes were determined to be adequate. Commissioner Homer moved to recommend approval of the final development plant for Lot 1 of Horizons East First Plat- 4950 NW 42 ° Street with the proposed revisions to the entrances and landscaping. Commissioner Soler seconded and the motion passed 8 -0. Adjourn Commissioner Snoderley moved to adjourn Commissioner Affil seconded.
