HomeMy WebLinkAbout2012-06-28 Planning & Zoning Commission MinutesMINUTES REGULAR MEETING PLANNING AND ZONING COMMISSION RIVERSIDE, MISSOURI Thursday, June 28, 2012 7:00 p.m. The Planning and Zoning Commission for the City of Riverside, Missouri, met in regular session in the Board of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri. Chair Al Bowman called the meeting to order at 7:00 p.m. Answering roll call were Ray Uhl, Harold Snoderley, Mike Lombardo, Steve Kaspar, Jim Frakes. Mike Solar and Stephen King and Art Homer. Members absent: Cheryl Melton and Mayor Kathy Rose. Also present: Mike Duffy Director of Community Development, Sarah Wagner Community Development, and Keith Payne, Assistant Fire Marshall. Approval of Minutes of Commissioner Snoderley moved to approve the minutes of April 26, April 26, 2012 2012. Commissioner King seconded and the motion was approved unanimously. Final Plat - Gatewoods 3rd Mike Duffy, Director of Community Development gave an overview of the final plat for Gatewoods 3` He explaind that ZG Realty, LLC is the current owner of Gatewoods P. The preliminary development plan and preliminary plat for this site were approve in August of 2006 by the Planning Commission and the Board of Aldermen. Prior to completion of the streets, the developer, T.E. Woods, ran into financial difficulty. Ultimately the property was foreclosed on by Kearney Commercial Bank which is the controlling interest of ZG Realty, LLC. All utilities to serve the Gatewoods 3` Plat have now been constructed. The developer is in the process of completing construction plans for the next phase of the development. The plat and proposed use are in conformance with the Comprehensive Master Plan as the plan identities the area as appropriate for single family residential use. The east side of the property has a 20 foot buffer zone for the creek of non - disturbance Staff is requiring that the developer note that on the plat prior to recording. Commissioner Snoderley asked if there was a similar agreement with a buffer zone on the west side of the property near Interstate 635. Duffy replied that there is a utility easement on that side and a majority of the lots will be cul -de -sac that will have large lots. Commissioner Solar asked what the slope on the buffer zone to the creek was and weather it would require stabilization Duffy replied that is was a 2:1 ratio and that because of the buffer zone stabilization would most likely not be required. Commissioner Solar asked if this buffer zoned allowed for sufficient lot sizes. Jim Reynolds with ZG Realty replied that some of the lots may require retaining walls in that area, but that will be on a case by case basis. Commissioner Kaspar asked if the homes would be similar to those in phase 1 and 2. Reynolds replied that they want to keep a similar format and price range. Commissioner Solar asked about a home owners association. Reynolds replied that there will be one but he was not certain when it would take effect. Commissioner Solar asked what the schedule of beginning constructions would be. Reynolds said they would like to start as soon a possible. Commissioner Kaspar asked about the remaining lots in Gatewoods 1 and 2. Reynolds said they are also working on marketing those. Commissioner Kaspar asked about Tract B. Duffy replied that that was part of the drainage. Commissioner Kaspar moved to recommend approval of the final plat for Gatewoods 3` to the Board of Alderman with the condition that the plat reflect the 20 foot buffer zone on the east side of the property. Commissioner Uhl seconded and the motion passed 9 -0. General Discussion- Duffy gave a short power point presentation to the Commission Gateway Redevelopment referencing NW Gateway. Duffy asked the Commission to think about 2 redevelopment of Gateway and how it pertains to the Master Plan and where the Commission would like to see it go and what the steps should be. Adjourn Commissioner Kaspar moved to adjourn. Commissioner Suoderley seconded. The motion passed and the meeting was adjourned at 7:56 p 7 Saralf Wagner Community Development
