PLANNING AND ZONING COMMISSION
RIVERSIDE. MISSOURI
Thursday, January 26, 2012
7:00 p.m.
The Planning and Zoning Commission for the City of Riverside, Missouri, met in regular session in the
Board of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri.
Mayor Kathy Rose called the meeting to order at 7:00 p.m. Answering roll call were Mayor Kathy Rose,
Al Bowman, Art Homer, Harold Snoderley, Ray Uhl, Stephen King, Mike Soler and Cheryl Melton.
Barbara Snyder entered at 7:11 p.m. Members absent: Steve Kaspar and Alderman Brad Cope. Also
present: Mike Duffy Director of Community Development, Sarah Wagner Community Development and
Keith Payne Fire Marshall.
Approval of Minutes of Commissioner Bowman moved to approve the minutes of January 12,
January 12, 2012 2012.
Commissioner Snoderley seconded and the motion was approved
unanimously.
Preliminary/Final Mike Duffy presented a staff report to the Commission. He explained
Development Plan- 4301 that the applicant, Premium Waters is requesting approval of a
NW Mattox Road- preliminary development plan as well as the final development plant for
Premium Waters construction of a 165,000 sq.ft. manufacturing and warehousing facility.
At this facility they will manufacture plastic water bottles and caps and
then treat the water and fill and distribute the finished product. Duffy
further explained the building design, parking and infrastructure all
meet the requirements of the UDO. He explained that this facility
would have six stainless steel cylinders located on the north side of the
building adjacent to the truck docks that will store raw materials needed
for production. He also discussed that landscaping for the property.
Staff will be working with the applicant to add landscaping in the
northwest and southwest comers of the site to serve as a visual buffer
from the truck courts and trailer parking. In general, staff finds the
application in conformance with the standards set forth in the UDO and
the goals established in the Comprehensive Master Plan and therefore
recommends approval of the application with the condition that the
applicant work with staff on the landscaping plan.
Bernie Zarda with Premium Waters addressed the Commission. He
provided background information on the production at the plant and
answered questions from the Commission.
Commissioner King moved to recommend approval of the Preliminary
Development Plan and the Final Development Plan for 4301 NW
Mattox Road- Premium Waters with the conditions that the applicant
work with staff on the gravel fire road access and the improvements to
the landscaping plan.
Adjournment
Commissioner Bowman seconded and the motion passed 9 -0
Commissioner Bowman moved to adjourn.
Commissioner Snyder seconded. The motion passed and the meeting
was adjourned at 7:41 p.m.
