HomeMy WebLinkAbout2011-10-27 Planning & Zoning Commission MinutesMINUTES REGULAR MEETING PLANNING AND ZONING COMMISSION RIVERSIDE, MISSOURI Thursday, October 27, 2011 7:00 p.m. The Planning and Zoning Commission for the City of Riverside, Missouri, met in regular session in the Board of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri. Chair Barbara Snyder called the meeting to order at 7:00 p.m. Answering roll call were Barbara Snyder, At Bowman, Stephen King, Art Homer, Mike Solar, Harold Snoderley, Ray Uhl and Cheryl Melton. Members absent: Tyson Spire- Sweet, Steve Kaspar, Mayor Kathy Rose and Alderman Brad Cope. Alsc present: Mike Duffy, Community Development Director and Sarah Wagner Community Development. Approval of Minutes of Commissioner Bowman moved to approve the minutes of September September 22, 2011 22, 2011. Commissioner Snoderley seconded and the motion was approved unanimously. Public Hearing Chair Snyder opened the Public Hearing at 7:01 PM. Amending the Approved PD for the Horizons' Mike Duffy gave a staff report to the Commission. He explained Development Area that in September of 2007 the Planning Commission and Board of Aldermen approved the rezoning of this area to PD along with a set of development standards. In general, the revised standards set forth were more stringent than established by the UDO. Now that the City has selected Briarcliff Development as the developer for Horizons it is necessary to amend that approved development standards to meet the needs of this project. Duffy went over the significant differences in the proposed plan with the Commission and answered questions. Chair Snyder closed the public hearing at 7:53 PM Commissioner Melton moved to recommend approval of the amendments to the approved PD for the Horizons Development Area to the Board of Aldermen. Commissioner King seconded and the motion passed 8 -0. Land Disturbance Duffy presented the Commission with the staff report for the land (Grading) Permit disturbance permit for 4030 Van De Populier. He explained that the property in question is an undeveloped piece of property located within the Riverside Horizons area. The applicant is anticipating fill for the project for future development which is undetermined at this time. Generally, the fill to be placed will bring the property to a similar elevation to of the newly constructed 41" Street. On April 12, 2007 the Planning Commission approved a Land Disturbance Permit for the applicant that was never completed. Since then the land has been replatted and construction of 41' Street has taken places. Due to these changes it is necessary for the applicant to apply for a new Land Disturbance Permit. The applicant proposes to conduct grading and fill work on approximately 28.84 acres over the next 2 -3 years. The proposed grading plan was reviewed by the City's consulting engineer (SKW) for conformance with all City requirements. The land disturbance plans are in conformance with the Unified Development Ordinance and the Comprehensive Master Plan. Commission Homer moved to approve the land disturbance permit for 4030 Van De Populier. Commissioner Bowman seconded and the motion passed 7 -0. General Discussion -JCI Duffy explained to the Commission that the City has received a request from Johnson Controls to add a fabric canopy over the truck dock on the Northwest corner of the building. After discussion the Commission agreed that Johnson Controls should look at alternatives to the proposed canopy. Adjournment Commissioner King moved to adjourn. Commissioner Snoderley seconded.
