HomeMy WebLinkAbout2010-02-25 Planning & Zoning Commission MinutesMINUTES REGULAR MEETING PLANNING AND ZONING COMMISSION RIVERSIDE, MISSOURI Thursday, February 25, 2010 7:00 p.m. The Planning and Zoning Commission for the City of Riverside, Missouri, met in regular session in the Board of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri. Chair Barbara Snyder called the meeting to order at 7:00 p.m. Answering roll call were Al Bowman, Evelyn Poe, Harold Snoderley, Ray Uhl, Steve Kaspar, Art Homer, Barbara Snyder, Cheryl Melton, and Tyson Spire- Sweet. Members absent: Stephen King, Mayor Kathy Rose and Alderman Brad Cope. Also present: Mike Duffy, Director of Community Development, Chris Skinrood, Administrative Sargent and Sarah Wagner, Community Development Approval of Minutes of Commissioner Uhl noted some corrections in the minutes of February February 11, 2010 11, 2010. Commissioner Uhl moved to approve the minutes of February 11, 2010 as corrected. Commissioner Bowman seconded and the motion was approved unanimously. Special Use Permit- City Mike Duffy, Director of Community Development gave a staff report to of Riverside Radio Tower the Commission explaining that the City is the applicant applying for the Special Use Permit to construct a new radio tower to improve service for the Public Safety radio system. He said that the Board of Aldermen approved funding for an upgrade to the City's radio system. A study was conducted and the existing towers are not tall enough to accommodate the needs of a new upgraded system. Administrative Sargent Chris Skinrood addressed the Commission. He explained that the new system would be utilized by more than just Public Safety. The Public Works Department and any other City employees that will need radio contact. In addition, the cities of Galdstone, North Kansas City and Raymore will also be utilizing this tower when they come on the system later. The City of Kansas City is already on this same system but will also be able to utilize this tower. Commissioner Uhl commented that the staff report says that the tower height will be 250 feet and the study done by the consultant says the tower will be 325 feet. Skinrood replied that the 325 feet was the initial report, but it has since been modified to the 250 feet. The FAA is comfortable with towers that are 200 feet or less. Anything over has to be approved by them. Staff has been waiting for the Special Use approval before submitting the tower plans to the FAA, but the tower will not be in the way of any flight paths so staff is not anticipating any problems. Chair Snyder asked what the purpose of the shelter house was. Skinrood replied that it will hold all of the related equipment including computers, receivers and transmitters. Commissioner Poe asked why the tower was positioned on the lot in that particular way. Skinrood replied that they try to put the tower as far away from any useable space on the lot as possible in case the property was to ever be developed. Chair Snyder asked about the existing building on the property. Duffy replied that the City acquired the property in 2004 when the levee was being constructed. The building has been used to store different equipment for the City as well as Argosy. There are no long term plans for this building. Commissioner Spire -Sweet commented that most radio towers go in high locations, why was this one proposed to go in such a low area. Skinrood explained that the location has more to do with the geography of the land and possible interference from the bluffs. This location has the tower positioned perfectly to get reception from other towers nearby. Commissioner Poe asked what the average lifespan of a tower like this would be. Skinrood explained that the average tower life is around 50 years, but the radio systems technology is only about 15 years, however this tower will be able to serve any upgrades to the system over the years. Commissioner Poe asked if there was a limit to the number of towers allowed in Riverside. Duffy explained that there is no set number of towers, however the UDO does specify that companies need to look at locating their equipment on an existing tower first. The UDO does have spacing requirement between towers. Lynn Anderson addressed the Commission. She asked if the City had any intensions of improving the existing building on the property. Duffy replied that the intension is to demo the building PA Anderson asked if there were any plans to make improvements to Tullison Road. Duffy replied that there are not. Anderson asked if the property would be fenced. Duffy replied that there would be a fence around the tower and the equipment facility, but not the entire property. Anderson asked if there would be plumbing to the building. Skinrood replied that the only utility to the building would be electricity and that the building would have a propane back -up generator. Commissioner Spire -Sweet asked if there would be some kind of anti - climbing device on the fence. Skinrood replied that they usually have three layers of barbed -wire. Duffy replied that the UDO does not permit barbed -wire so the City will be working to find an acceptable alternative. Commissioner Poe asked if the tower would be required to have lights on it. Skinrood replied yes. Commissioner Homer moved to recommend approval of the Special Use Permit for construction of a radio communication tower to the Board of Aldermen. Commissioner Snoderley seconded and the motion passed unanimously. General Discussion Duffy informed the Commission that they will be having a meeting on March 11, 2010 for another Special Use Permit to reopen the fuel storage facility on the west edge of town.
