REGULAR MEETING
PLANNING AND ZONING COMMISSION
RIVERSIDE, MISSOURI
Thursday, September 22, 2011
7:00 p.m.
The Planning and Zoning Commission for the City of Riverside, Missouri, met in regular session in the
Board of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri,
Chair Barbara Snyder called the meeting to order at 7:00 p.m. Answering roll call were Barbara Snyder,
At Bowman, Harold Snoderley, Ray Uhl, Tyson Spire- Sweet, Steve Kaspar and Mayor Kathy Rose.
Members absent: Cheryl Melton, Art Homer, Stephen King and Alderman Brad Cope. Also present:
Mike Duffy, Community Development Director, Keith Payne, Assistant Fire Marshall, and Sarah Wagner
Community Development.
Approval of Minutes of Commissioner Bowman moved to approve the minutes of May 12,
May 12, 2011 2011.
Commissioner Uhl seconded and the motion was approved
unanimously.
Public Hearing
Chair Snyder opened the Public Hearing at 7:02 PM.
Amending the Approved
PD for the Horizons'
Mike Duffy gave a staff report to the Commission. He explained
Development Area
that in September of 2007 the Planning Commission and Board of
Aldermen approved the rezoning of this area to PD along with a
set of development standards. In general, the revised standards
set forth were more stringent than established by the UDO. Now
that the City has selected Briarcliff Development as the developer
for Horizons it is necessary to amend that approved development
standards to meet the needs of this project. At this time the City
and the developer are still working on the revised PD standards to
be incorporated. Staff requests that this hearing be continued to
the next regular meeting.
Chair Snyder closed the public hearing at 7:03 PM
Commissioner Snoderley moved continue the public hearing to the
October 13, 2011 meeting.
Commissioner Uhl seconded and the motion passed 7 -0.

Preliminary
Plat/preliminary Duffy presented that staff report to the Commission. He explained that
Development Plan for Briarcliff Development Company is currently working on the
Horizons East development of a light industrial and office park. The Riverside
Horizon site consists of approximately 260 acres with 1,500,000 square
feet of office space with an amphitheater on the south half of the site
and 1,800,000 square feet of industrial warehouse to the north half of
the site. The site will also consist of approximately 40 acres of water
surface that consists of two lakes and several canals that connect and
surround the site. Stormwater form this site will be conveyed from
parking lots and drives by storm sewer and route to open channels
throughout the site and will drain into tlhe canals and lakes. The
drainage onsite will help with water quality as all of the swales will act
as infiltration swales. This site has also been designed for additional
stormwater storage in the case of high water events on the Missouri
River. This project will be constructed in several phases. Phase 1 will
consist of at least one spec office and one spec industrial building to be
constructed in 2012 with the potential for other construction based on
market demand. Phase 1 will consist of mass grading excavating and
lining of all of the lakes and canals. The developer will also be
installing all utilities, roads and landscaping for phase 1. The proposed
preliminary plat/preliminary development plan are in accordance with
the approved Master Plan and UDO.
Ryan Dugdale with Olson Associates representing the applicant
answered questions from the Commission.
Chair Snyder closed the public hearing at 7:24 PM.
Commissioner Uhl moved to recommend approval of the preliminary
plat( preliminary development plant of Horizons East to the Board of
Aldermen,
Commissioner Snoderley seconded and the motion passed 7 -0.
Land Disturbance Duffy presented the Commission with the staff report for the land
(Grading) Permit disturbance permit for Horizons East. He explained that considering the
low elevation of the area, a large amount of fill will be required for this
project. Much of the fill for this project will be taken from the
excavation of the lakes and canals. in terms of erosion control, the
following methods will be utilized: silt fence, diversion dikes, existing
sediment traps, rock check dam, and curb inlet protection. The
proposed land disturbance permit are in accordance with the approved
Master Plan and UDO and the applicant has received state approval
from the DNR.
Commission Bowman moved to approve the land disturbance permit for
Horizons East.
Commissioner Kaspar seconded and the motion passed 7 -0.

Commissioner Uhl seconded. The motion passed and the meeting was
adjourned at 7:31 PM
