REGULAR MEETING
BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Tuesday, March 5, 2013
6:30 p.m.
The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board
of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday,
March 5, 2013.
Mayor Rose called the meeting to order at 6:30 p.m. Those in attendance were Mayor Kathy
Rose, Aldermen Ron Super, Art Homer, Brad Cope, Seth DeRose, Aaron Thatcher, and Mike
Fuller.
Also present were Interim City Administrator Greg Mills, City Attorney Nancy Thompson, City
Clerk Robin Littrell, Community Development Director Mike Duffy, City Engineer Travis
Hoover, Finance Director Donna Resz, Public Works Director Tom Wooddell, Community
Development Assistant Sarah Wagner, City Planner Jackie Carlson, and Administration
Director Meredith Hauck. Michael McKinley with Spencer Fane was also present.
MOTION TO ENTER INTO Alderman Thatcher moved that the meeting go into closed
CLOSED @ 6:31 P.M. session pursuant to RSMo 610.021 (2) Leasing, Purchase or
sale of real estate, RSMo 610.021(3) Hiring, firing, disciplining
or promoting a particular employee, when personal information
about the employee is discussed, second by Alderman Cope.
Yes: Thatcher, Cope, Super, Homer, Fuller, and DeRose.
Motion carried 6 -0.
MOTION TO CONTINUE Alderman Fuller moved at 7:00 p.m. to continue closed session
CLOSED @ 7:00 P.M. following open session, second by Alderman Thatcher.
Yes: Fuller, Thatcher, Cope, Super, DeRose, and Homer.
Motion carried 6 -0.
REGULAR SESSION Mayor Rose called the Regular Session Meeting to order at 7:04
p. M.
Those in attendance were Mayor Kathy Rose, Aldermen Brad Cope, Mike Fuller, Seth DeRose,
Ron Super, Aaron Thatcher, and Art Homer.
Also present were Interim City Administrator Greg Mills, City Attorney Nancy Thompson, City
Clerk Robin Littrell, City Engineer Travis Hoover, Public Works Director Tom Wooddell,
Community Development Director Mike Duffy, Finance Director Donna Resz, Community
Development Assistant Sarah Wagner, Administration Director Meredith Hauck, City Planner
Jackie Carlson, and Captain Chris Skinrood.
PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance.
PUBLIC COMMENT None.
CONSENT AGENDA Alderman Thatcher moved to approve the consent agenda as
presented, second by Alderman Cope.
Yes: Thatcher, Cope, Homer, DeRose, Fuller, and Super.
Motion carried 6 -0.
MINUTES OF 02 -19 -13 Alderman Thatcher moved to approve the minutes of the February
19, 2013 meeting, second by Alderman Cope.
Yes: Thatcher, Cope, Homer, DeRose, Fuller, and Super.
Motion carried 6 -0.
RESOLUTION 2013 -013 Alderman Thatcher moved to approve Resolution 2013 -013
Bill Pay authorizing the expenditure of funds for fiscal year 2012 -2013, for
weeks ending February 22 and March 1 sT in the amount of
$51,366.98, second by Alderman Cope.
Yes: Thatcher, Cope, DeRose, Fuller, Homer, and Super.
Motion carried 6 -0.
RESOLUTION 2013 -014 Alderman Thatcher moved to approve Resolution 2013 -014,
IDA Perm. Utility Ease. KCPL authorizing and directing the IDA to grant a permanent utility
easement to KCPL, second by Alderman Cope.
Yes: Thatcher, Cope, Homer, DeRose, Fuller, and Super.
Motion carried 6 -0.
REGULAR AGENDA
BILL NO. 2013-014 City Clerk Robin Littrell gave first reading of Bill No. 2013 -014.
New Hire Ruth Stewart Alderman Thatcher moved to accept first reading and place Bill
No. 2013 -014 on second and final reading, second by Alderman
Cope.
Yes: Thatcher, Cope, Homer, Fuller, DeRose, and Super.
Motion carried 6 -0.
Alderman Cope moved to approve Bill 2013 -014 and enact
said bill as ordinance, second by Alderman Thatcher.
Yes: Cope, Thatcher, Homer, Super, Fuller, and DeRose.
Motion carried 6 -0.
CITY ADMINISTRATOR Nothing to report.
ADMINISTRATION Administration Director Meredith Hauck pointed out the Tourism
Quarterly Report is in the packet for the Board's review and she
added that there would be no further requests anticipated for this
fiscal year.

COMMUNITY DEVELOPMENT Community Development Director Mike Duffy indicated that a draft
letter was placed at the Aldermen seats for Kevin Ward, Missouri
Division of the Federal Highway Administration that explains
information on the Missouri Riverfront trails during the construction
of the Fairfax Bridge Project.
We also wanted to share that we have a request out for CDBG
funds for the TRIM project. Should those funds be approved and
the project accepted that we would request that we use MARC as
the project administrator for a set fee. We hope to hear about this
project from DED soon.

FINANCE Nothing to report.
PUBLIC SAFETY Nothing to report.
PUBLIC WORKS Public Works Director Tom Wooddell explained to the Board that
the mowing contract was accepted with two years of renewals,
each with a base increase of 2 %. This adds up to a $680
increase from last year's contract of $33,352 for a total of $34,032
for 2013.
LEVEE BOARD Nothing to report.
MAYOR'S DISCUSSION We continue to get great comments from outsiders and residents
regarding our streets during the snows. Everyone loves the job
that your department does, even the Houston Lake Mayor made a
special point to call and thank you and your guys for what you
accomplished. There was a bit of a pushback on the issue with
the sidewalks being cleared, but we are a small town with a small
department that does a great job. We are very proud of what your
department has accomplished.
Mike Duffy and I attended the Northland Days with the NRCC in
Jefferson City on Monday, March 4 h . There was a nice turnout
and a lot of good messages that were well received.
The Mayor's Prayer Breakfast is in the morning at the KC
Convention Center.
BOARD OF ALDERMEN Alderman DeRose — A negative comment to the Public Works
Department from my wife (a school teacher) is that she would like
them to slow down and not clean the streets so quickly and well.
Seriously though, a friend drove three hours to get home the first
day of the snow storm and the second day she detoured through
the Riverside streets and cut her drive in half, which speaks
volumes about our Public Works Department.
Alderman Cope — I second all the comments as well for the Public
Works Department.
Alderman Fuller — That was a great job by Public Works
Alderman Super — Nothing to report.
Alderman Thatcher — I echo the same comments.
Alderman Homer — I also echo the same comments
Mayor Rose commented that our City Attorney Nancy Thompson
will be leaving us in a couple weeks to go to Columbia, Missouri to
be the City Attorney. We have appreciated all your time and
efforts for the City of Riverside and wanted to thank you for what
you have done for us.
Community Development Director Mike Duffy wanted to introduce
Jackie Carlson to the Board, we are so happy to have her here
working with us.
BREAK @ 7:17 P.M. Alderman Thatcher moved to take a break at 7:17 p.m. and
resume closed session after the break, second by Alderman
DeRose.
Yes: Thatcher, DeRose, Cope, Fuller, Homer, and Super.
Motion carried 6 -0.

MOTION TO ADJOURN Alderman Homer moved closed session be adjourned at
CLOSED @ 7:42P.M. 7:42 p.m. with action taken, second by Alderman Fuller.

Motion carried 6 -0.
MOTION TO ADJOURN Alderman Homer moved to adjourn the meeting at 7:44 p.m.,
second by Alderman DeRose.
