SPECIAL MEETING AND WORKSHOP
BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Saturday, March 9, 2013
8:00 a.m.
The Board of Aldermen for the City of Riverside, Missouri, met in special session in the Board
of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Saturday,
March 9, 2013.
Mayor Rose called the meeting to order at 8:00 a.m. Those in attendance were Mayor Kathy
Rose, Aldermen Ron Super, Mike Fuller, Brad Cope, Seth DeRose, Aaron Thatcher, and Art
Homer.
Also present were Interim City Administrator Greg Mills, City Attorney Nancy Thompson, City
Clerk Robin Littrell, Finance Director Donna Resz, Community Development Director Mike
Duffy, City Engineer Travis Hoover, Public Works Director Tom Wooddell, City Planner Jackie
Carlson, and Administration Director Meredith Hauck.
MOTION TO ENTER INTO Alderman Thatcher moved that the meeting go into closed
CLOSED @ 8:01 A.M. session pursuant to RSMo 610.021 (1) Legal Action and
litigation, RSMo 610.021 (2) Leasing, Purchase or sale of real
estate, and RSMo 610.021(12) Sealed bids and
related documents, until the bids are opened; and sealed
proposals and related documents or any documents related to a
negotiated contract until a contract is executed, or all proposals
are rejected, second by Alderman Cope.
Yes: Thatcher, Cope, Homer, Fuller, DeRose, and Super.
Motion carried 6 -0.
MOTION TO CONTINUE Alderman Thatcher moved at 9:14 a.m. to continue closed session
CLOSED @ 9:14 A.M. after open session, second by Alderman Cope.
Yes: Thatcher, Cope, Super, DeRose, Homer, and Fuller.
Motion carried 6 -0.
WORKSHOP @ 9:15 A.M. Community Development Director Mike Duffy reviewed a
PowerPoint presentation with the Board and Mayor that gave
details of economic and community development activity for the
City including strengthening partnerships, retention of businesses,
and residential projects.
BREAK @ 10:00 A.M. Alderman Super moved to take a break at 10:00 a.m. and resume
open session after the break, second by Alderman Thatcher.
Yes: Super, Thatcher, DeRose, Cope, Fuller, and Homer.
Motion carried 6 -0.
BACK FROM BREAK @ 10:08 A.M.
(Alderman DeRose left the meeting.)
Community Development Director Duffy further reviewed the
PowerPoint presentation regarding commercial projects, Horizons
master plan principles, construction management, observation
of projects, and city owned properties.
MOTION TO ENTER BACK Alderman Thatcher moved that the meeting go back into closed
INTO CLOSED @ 11:15 A.M. session, pursuant to RSMo 610.021 (2) Leasing, Purchase or
sale of real estate, RSMo 610.021 (3) Hiring, firing, disciplining
or promoting a particular employee, when personal information
about the employee is discussed, second by Alderman Cope.
Yes: Thatcher, Cope, Super, DeRose, Fuller, and Homer.
Motion carried 6 -0.
MOTION TO ADJOURN Alderman Thatcher moved at 12:04 p.m. to adjourn closed
CLOSED @ 12:04 P.M. session with action taken, second by Alderman Cope.
Yes: Thatcher, Cope, Super, DeRose, Homer, and Fuller.
Motion carried 6 -0.
Interim City Administrator Mills stated that the next Saturday
morning workshop will focus on outside contracts.
MOTION TO ADJOURN Alderman Homer moved to adjourn the meeting at 12:09 p.m.,
second by Alderman Fuller.
Yes: Homer, Fuller, Thatcher, Cope, DeRose, and Super.
