AN ORDINANCE APPROVING CREATION OF THE POSITION OF MAJOR IN THE PUBLIC
SAFETY DEPARTMENT AND AMENDING THE CITY OF RIVERSIDE CLASSIFICATION AND
PAY PLAN TO PROVIDE FOR SUCH POSITION
WHEREAS, the Classification and Pay Plan adopted by the City provides for the
amendment of pay grade within the Salary Structure from time to time as deemed necessary to
accommodate all job classes and positions within the organization; and
WHEREAS, the Board of Aldermen find it is in the best interest of the City to amend the
Classification and Pay Plan to create the position of Major in the Public Safety Department and
assign such position in the Classification and Pay Plan as set forth in Exhibit "A" attached hereto;
NOW THEREFORE, BE IT ORDAINED BY THE BOARD OF ALDERMEN OF THE CITY
OF RIVERSIDE, MISSOURI, AS FOLLOWS:
SECTION 1 - APPROVAL OF NEW POSITION. The position of Major is hereby created in
the Public Safety Department to perform the duties and functions set forth in the Position
Description attached hereto as Exhibit "A ". Such Position Description may be amended from time
to time according to the procedures set forth in the Classification and Pay Plan.
SECTION 2 - PAY RANGES. The pay grades set forth in Exhibit "B" attached hereto and
incorporated herein by reference are hereby ratified, approved and adopted as a part of the
Classification and Pay Plan of the City of Riverside and the positions identified therein are hereby
classified into such pay grades.
SECTION 3 - REPEAL OF ORDINANCES IN CONFLICT. All ordinances or parts of
ordinances in conflict with this ordinance are hereby repealed.
SECTION 4 - SEVERABILITY CLAUSE. The provisions of this ordinance are severable and
if any provision hereof is declared invalid, unconstitutional or unenforceable, such determination shall
not affect the validity of the remainder of this ordinance.
SECTION 5 - EFFECTIVE DATE. This ordinance shall be in full force and effect as of the
date of adoption.

approved by a majority of thq Board of Aldermen and APPROVED by the Mayor of the City of

GENERAL PURPOSE
Serves as Commander for the Police Division and oversees the day -to -day operation of the
Division; serves as a member of the management team in formulating departmental policy,
as well as planning, organizing and directing the Police Division.
SUPERVISION RECEIVED
Under general supervision of the Director of Public Safety.
SUPERVISION EXERCISED
Supervises assigned sworn officers and civilian personnel.
ESSENTIAL DUTIES AND RESPONSIBILITIES
The following tasks are typical for positions in this classification. Any single position may not
perform all of these tasks and/or may perform similar related tasks not listed here:
(A) Manages the day -to -day operation of the Police Division and serves as the
principle assistant to the Director of Public Safety regarding operation and
administration of police activities. Responsible for keeping the Director of Public
Safety informed of important matters within the department, specifically activity
that occurs within the division that has potential to im pact the rest of the
department or general activity.
(B) Coordinates police services and activities with other City departments as well as
other local and area law enforcement agencies, and fosters a cooperative working
relationship.
(C) Supervises and participates in the development and implementation of short
and /or long range planning including reviewing and evaluating work products,
methods, and procedures, as well as conducting needs assessments and
forecasting needed staff, equipment, materials and supplies.
(D) Serves as Director of Public Safety in his /her absence with full authority in
managing the Division.
(E) Supervises Division members in their assigned duties as directed; conducts
required performance evaluations; coordinate and supervises training,
assignment, and development of subordinate Division members.

(F) Maintains normal availability by radio or telephone for consultation on major
emergencies or incidents.
PERIPHERAL DUTIES:
(A) Performs all other related duties, as assigned.
(B) May serve as a member of various employee committees, as assigned.
DESIRED MINIMUM QUALIFICATIONS:
Education and Experience:
(A) Must be 21 years or older at the time of employment.
(B) High school diploma or equivalent, supplemented by a two -year community
college degree or vocational school training in police sciences, law enforcement,
criminal justice administration, public administration, or a closely related field.
Bachelor's degree preferred.
(C) Minimum of seven years work experience as a fully commissioned police officer,
three or which shall have been in a supervisor position.
(D) Completion of the Police Basic Training Academy (or equivalent).
(E) Any equivalent combination of education and experience.
Necessary Knowledge. Skills. and Abilities:
(A) Thorough knowledge of modern law enforcement principles, procedures,
techniques and equipment; Considerable knowledge of applicable laws,
ordinances, and Department rules and regulations; Extensive knowledge of City's
geography.
(B) Skill in the operation of public safety tools and equipment such as those noted
below
(C) Ability to train and supervise subordinate personnel; Ability to perform work
requiring good physical condition; Ability to communicate effectively orally and in
writing; Ability to establish and maintain effective working relationships with
subordinates, peers and supervisors; Ability to exercise sound judgment in
evaluating situations and in making decisions; Ability to follow and give verbal and
written instructions; Ability to meet the special requirements listed below.
SPECIAL REQUIREMENTS
(A) Must possess, or be able to obtain by time of hire, a valid State Driver's License
without record of suspension or revocation in any state;
(B) Must be able to meet Department's physical standards;
(C) Basic Law Enforcement Training certification
(D) No felony convictions or disqualifying criminal histories
(E) Ability to read and write the English language.

TOOLS AND EQUIPMENT USED
Equipment may include, but is not limited to, the following: car, radio, radar units, handcuffs,
taser, pistol, rifle, shotgun, riot helmet, riot shield, riot baton, O.C. spray, cell phone,
breathalyzer, personal computer, phone.

While performing the duties of this job, the employee frequently works in outside weather

heat, and vibration.
Work is performed primarily in office, vehicle and outdoor settings, in all weather conditions,
