BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Tuesday, March 19, 2013
6:15 p.m.
The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board
of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday,
March 19, 2013.
Mayor Rose called the meeting to order at 6:15 p.m. Those in attendance were Mayor Kathy
Rose, Aldermen Ron Super, Art Homer, Brad Cope, Seth DeRose, Aaron Thatcher, and Mike
Fuller.
Also present were Interim City Administrator Greg Mills, City Attorney Nancy Thompson, City
Clerk Robin Littrell, Community Development Director Mike Duffy, City Engineer Travis
Hoover, Finance Director Donna Resz, Public Works Director Tom Wooddell, and
Administration Director Meredith Hauck. Michael McKinley with Spencer Fane was also
present.
MOTION TO ENTER INTO Alderman Homer moved that the meeting go into closed
CLOSED @ 6:16 P.M. session pursuant to RSMo 610.021 (1) Legal Action and
litigation, RSMo 610.021 (2) Leasing, Purchase or sale of real
estate, and RSMo 610.021(12) Sealed bids and
related documents, until the bids are opened; and sealed
proposals and related documents or any documents related to a
negotiated contract until a contract is executed, or all proposals
are rejected, second by Alderman Super.
Yes: Homer, Super, Thatcher, Cope, Fuller, and DeRose.
Motion carried 6 -0.
MOTION TO ADJOURN Alderman DeRose moved at 7:10 p.m. to adjourn closed session
CLOSED @ 7:10 P.M. with action taken, second by Alderman Super.
Yes: DeRose, Super, Fuller, Thatcher, Cope, and Homer.
Motion carried 6 -0.
REGULAR SESSION Mayor Rose called the Regular Session Meeting to order at 7:14
p. M.
Those in attendance were Mayor Kathy Rose, Aldermen Brad Cope, Mike Fuller, Seth DeRose,
Ron Super, Aaron Thatcher, and Art Homer.
Also present were Interim City Administrator Greg Mills, City Attorney Nancy Thompson, City
Clerk Robin Littrell, City Engineer Travis Hoover, Public Works Director Tom Wooddell,
Community Development Director Mike Duffy, Finance Director Donna Resz, Community
Development Assistant Sarah Wagner, Administration Director Meredith Hauck, Fire Chief
Gordon Fowlston, City Planner Jackie Carlson, and Captain Chris Skinrood.
PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance.
PUBLIC COMMENT None.
CONSENT AGENDA Alderman Cope moved to approve the consent agenda as
presented, second by Alderman Homer.
Yes: Cope, Homer, Thatcher, DeRose, Fuller, and Super.
Motion carried 6 -0.
MINUTES OF 03 -05 -13 Alderman Cope moved to approve the minutes of the March 5,
2013 meeting, second by Alderman Homer.
Yes: Cope, Homer, Thatcher, DeRose, Fuller, and Super.
Motion carried 6 -0.
MINUTES OF 03 -09 -13 Alderman Cope moved to approve the minutes of the March 9,
2013 meeting, second by Alderman Homer.
Yes: Cope, Homer, Thatcher, DeRose, Fuller, and Super.
Motion carried 6 -0.
FEBRUARY 2013 Alderman Cope moved to approve the February
Court Report 2013 Court Report, second by Alderman Homer.

Motion carried 6 -0.
RESOLUTION 2013 -015 Alderman Cope moved to approve Resolution 2013 -015
Bill Pay authorizing the expenditure of funds for fiscal year 2012 -2013, for
weeks ending March 8th and March 15` in the amount of
$287,321.20, second by Alderman Homer.
Yes: Cope, Homer, Thatcher, DeRose, Fuller, and Super.
Motion carried 6-0.
RESOLUTION 2013 -016 Alderman Cope moved to approve Resolution 2013 -016
MARC Agrmnt for Admin Serv. authorizing the agreement with Mid America Regional Council for
Professional Administrative Services in an amount not to exceed
$18,000 (Project Trim), second by Alderman Homer.

Motion carried 6 -0.
RESOLUTION 2013 -017 Alderman Cope moved to approve Resolution 2013 -017
Bid Award Electronic Cont. awarding the bid for construction improvements to the Jefferson
Taylor Memorial Training Center to Electronic Contracting
Company, second by Alderman Homer.

RESOLUTION 2013 -018 Alderman Cope moved to approve Resolution 2013 -018
Bid Award RF Fisher Electric awarding the bid for electrical services to RF Fisher Electric Co.,
LLC for an uninterruptible power supply in the Dept. of Public
Safety, second by Alderman Homer.

Motion carried 6 -0.
RESOLUTION 2013 -019 Alderman Cope moved to approve Resolution 2013 -019
Embassy Landscape - Mowing extending the contract for mowing and grounds keeping with
Embassy Landscape Group for 2013, second by Alderman
Homer.

Motion carried 6-0.

BILL NO. 20113-015 City Clerk Robin Littrell gave first reading of Bill No. 2013 -015.
Appoint City Administrator Alderman Thatcher moved to accept first reading and place Bill
No. 2013 -015 on second and final reading, second by Alderman
Super.
Yes: Thatcher, Super, Cope, Homer, Fuller, and DeRose.
Motion carried 6 -0.
Alderman Cope moved to approve Bill 2013 -015 and enact
said bill as ordinance, second by Alderman Thatcher.

BILL NO. 2013-016 City Clerk Robin Littrell gave first reading of Bill No. 2013 -016.
Create Position of Major Alderman Thatcher moved to accept first reading and place Bill
No. 2013 -016 on second and final reading, second by Alderman
Cope.

Motion carried 6-0.

BILL NO. 2013-017 City Clerk Robin Littrell gave first reading of Bill No. 2013 -017.
McGuire to Full -Time Alderman Thatcher moved to accept first reading and place Bill
No. 2013 -017 on second and final reading, second by Alderman
Cope.
Yes: Thatcher, Cope, Homer, Super, Fuller, and DeRose.
Motion carried 6 -0.
Alderman Cope moved to approve Bill 2013 -017 and enact
said bill as ordinance, second by Alderman Homer.

CITY ADMINISTRATOR City Administrator Greg Mills discussed rescheduling of the April
2 nd BOA meeting due to the election being held that day.
Consensus of the Board was given to move the regularly
scheduled meeting to Monday, April V t .
City Administrator Mills informed the Board that he had talked with
Brian Hall and with Paul Campo regarding legal services for the
interim city counselor following Nancy Thompson's departure.
After a brief discussion, consensus of the Board was to select
Paul Campo with Williams & Campo and bring an ordinance back
at the next meeting.
ADMINISTRATION Nothing to report.
COMMUNITY DEVELOPMENT Community Development Director Mike Duffy shared details of
conference opportunities for his department which includes the
National Planners Conference in Chicago that is budgeted and a
speaking engagement request that City Planner Jackie Carlson
received, that is not budgeted. Alderman Thatcher moved to
approve the trip to Minnesota for the National Association of
Workforce Development Professionals Conference speaking
engagement for Jackie Carlson, along with travel expenses not to
exceed $1,800, second by Alderman Homer.
Yes: Thatcher, Homer, Cope, DeRose, Fuller, and Super.
Motion carried 6 -0.
Duffy also discussed the DC Fly -in on June 26 -28. Alderman
Fuller and Alderman Super showed interest. The Board
commented sending fewer than last year, possibly one board
member and one staff member. Duffy will contact NRCC with
three tentative spots reserved for this event.
ENGINEERING Nothing to report.
FINANCE Finance Director Donna Resz stated that the Board was given a
copy of the three proposals from the three companies that will be
interviewed on March 26 for their review prior to that date.
PUBLIC SAFETY Nothing to report.
PUBLIC WORKS Public Works Director Tom Wooddell gave an update on the
Briarcliff waterfall electrical upgrade. We will get two single phase
motors and get the falls in working condition within a few weeks.
We have made some significant improvements. The other
concern is the rock slide at LinearTrail that happened a couple
weeks ago when the snow was on the ground. Olsson was
contacted and their determination was that the path should be re-
opened; the rock bench is stable and is not any greater risk than
those at a national park, for example. They also suggested
putting up "watch for falling rock" signage.

LEVEE BOARD Nothing to report.
MAYOR'S DISCUSSION Tomorrow is the Northland Regional Chamber Business Expo.
The Capstone Awards Luncheon will be on April 12 with
Horizons I and Premium Waters both receiving awards.
BOARD OF ALDERMEN Alderman Homer— Nothing to report.
Alderman DeRose — Nothing to report.
Alderman Cope — Nothing to report.
Alderman Fuller — Nothing to report.
Alderman Super —The Levee Board meeting is tomorrow.

second by Alderman Cope.
