SPECIAL MEETING AND WORKSHOP
BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Tuesday, March 26, 2013
5:30 p.m.
The Board of Aldermen for the City of Riverside, Missouri, met in special session in the Board
of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday,
March 26, 2013.
Mayor Rose called the meeting to order at 5:31 p.m. Those in attendance were Mayor Kathy
Rose, Aldermen Ron Super, Mike Fuller, Brad Cope, Seth DeRose, Aaron Thatcher, and Art
Homer.
Also present were City Administrator Greg Mills, City Attorney Nancy Thompson, City Clerk
Robin Littrell, Finance Director Donna Resz, Community Development Director Mike Duffy,
City Engineer Travis Hoover, Fire Chief Gordon Fowlston, City Planner Jackie Carlson,
Captain Mike Costanzo, and Capital Projects Coordinator Larissa Anderson. Also present
were Attorney Paul Campo with Williams and Campo, Chad Lamer with Spencer Fane, Brent
Miles and Mark Pomerenke from NorthPoint.
WORKSHOP @ 5:32 P.M. Brent Miles with NorthPoint introduced Mark Pomerenke whom is
working for NorthPoint now and is transitioning as Project
Manager for all the Riverside Horizons projects. This is the first
budget presentation since October 2012. It was explained to the
Board that the project is over budget if completed to plan, so
solutions will be offered for design changes this evening, to bring
this project closer to budget. Explanation of change orders and
processes that were not followed correctly along with solutions for
issues will be explained as well. NorthPoint guided the Board
through a PowerPoint presentation outlining the three areas of
concern and individual line items for this project. It was discussed
to get the change orders for work that has already been
completed, prepared for approval by the Board at the next
meeting.
LEGISLATIVE SESSION
RESOLUTION 2013 -020 Alderman Thatcher moved to approve Resolution 2013 -020
Intent to Seek Funding CDBG authorizing the Mayor to pursue activities in an attempt to secure
CDBG funding for Project Trim, second by Alderman Cope.
Yes: Thatcher, Cope, Homer, DeRose, Fuller, and Super.
Motion carried 6 -0.
BILL NO. 2013-018 City Clerk Robin Littrell gave first reading of Bill No. 2013 -018.
Appoint Campo - City Attorney Alderman Thatcher moved to accept first reading and place Bill
No. 2013 -018 on second and final reading, second by Alderman
Cope.
Yes: Thatcher, Cope, Super, Homer, Fuller, and DeRose.
Motion carried 6 -0.
Alderman Cope moved to approve Bill 2013 -018 and enact
said bill as ordinance, second by Alderman Thatcher.
Yes: Cope, Thatcher, Homer, Fuller, Super, and DeRose.
Motion carried 6 -0.
Attorney Paul Campo was introduced to the Board.
BOND UNDERWRITER INTERVIEWS
Finance Director Donna Resz introduced Stern Brothers at 6:20
p.m., Oppenheimer at 7:03 p.m., and Stifel Nicolaus & DA
Davidson at 7:40 p.m. respectively.
Each firm presented their information and answered questions of
the Board and Mayor.
Following the interviews, staff, Mayor, and Board of Aldermen
evaluated each firm. Determination was to review information
individually and further discussion will be held at the next meeting.
MOTION TO ADJOURN Alderman DeRose moved to adjourn the meeting at 9:19 p.m.,
second by Alderman Cope.
Yes: DeRose, Cope, Homer, Fuller, Thatcher, and Super.
