MINUTES OF REGULAR MEETING OF BOARD OF ALDERMEN OF CITY OF RIVERSIDE, MISSOURI r FEBRUARY 3, 1987 A regular meeting of the Board of Aldermen of the City of Riverside, Missouri was held in the City Hall in Riverside, Missouri on February 3, 1987, at 7:30 p.m. On a roll call, aldermen Karr, Gordy, Best, Peeler, Wedua and Brenner were present and Mayor Holmes calling said meeting to order. It was decided to dispense with the reading of the minutes of January 20, 1987 for the present time. Richard Jenson, 9 NE 61st Street, Gladstone, Missouri 64118, presented a business license application for AGROTECH at 402 NW Business Park Lane; also an application for a sign was presented. The business license application was approved subject to the payment of the fee and the application for a sign was approved, subject to the payment of the fee. Jack Stewart, of Troupe, Kehoe, Whitaker & Kent, City Auditors, was present to report on the financial statement for the City for the year ended June 30, 1986. He said if everything appears to be in order that the City should approve 'same. ~[~ An application was presented to the Board changing the ownership of ` Kidderman, Inc, at 4100 Riverside Street. The new owner is Don G. `'"" Robertson, 6025 Windsor Drive, Shawnee, Mission, Kansas 66205. Gary Durney spoke to the Mayor and Board concerning dates that the core testing would be completed and when he could send out for bids on the installation of the water tower. He said they plan to complete the core testing by Friday, Feb. 13, 1987 and that they could go out for bids on Monday, February 16, 1987. The bids could then be opened at a Board meeting on March 10, 1987. These dates appeared to be in order with the Mayor and Board, and he would act accordingly. It was decided at this time that the City's logo would not be on the tank and that the color would be decided upon at a later date. Mr. Durney said that there would be a seven foot chain link fence around the tank with three barb wires on top. The City decided against lighting on the tower itself. Leann Zimmerman wanted to mention the debris on the property off of Woodland Street, she said it appeared this was placed there from the bridge which was removed on NW Gateway and also a large pipe was on the property just east of the Mobile Home Sales. She asked if something could be done about this material now, because when summer comes and the debris is still there, most likely weeds would be growing around it. She also inquired to see if the City could do anything about the abandoned buildings across from the Race Track. She said she spoke to Lucille Edwards and she said that she would remove the buildings, but to date they have not been removed. The City said they would try to see what can be done about the debris and the abandoned buildings. Chief McDaniel said he would approach Mr. Baldwin to see if he would remove the debris. S' Reg. Minutes `--' Page 2, February 3, 1987 A letter from North Kansas City, Missouri was read concerning an invitation to their Snake Saturday Parade to be had in N.K.C. on March 17, 1987. Pride and Progress will decide whether or not they will have a float in the parade. It was announced that February 22, to 28 is Engineers week and requested a proclamation to that effect. Best moved that the City Proclaim the week of February 22 to February 28, 1987 as Engineers week, seconded by Gordy, the roll was called and votes were as follows: Karr, Gordy, Best, Peeler, Wedua and Brenner voted aye. A letter from Gladstone, Missouri was read, this concerned Beautification Week and they said they would like to make it Northland Wide. They will have a meeting on Saturday, February 21, 1987, to discuss the matter and invited anyone from the City of Riverside to attend the meeting. Another letter was read, setting out Friday February 20, 1987, as Government Appreciation night. This would be cocktails and dinner at the Hilton Airport Inn. All are invited. ~ The minutes of January 20, 1987 were read and approved as corrected. ~"~ Charley Hevalow, the spokesman for the Parkville Special Benefit Road District, was present to talk to the Mayor and Board of Aldermen regarding Northwood Road. He said that he would like to see either the City of Riverside take over the road or the Parkville Special Road District have it. Several suggestions were made and ideas brought up. If the City were to take it over, they would have to annex that part of the road in the county. City Attorney Don Witt is to check into this and the Mayor and Board are to think the matter over, taking into consideration the problems of building, entering into an intergovernmental contract and the cost of annexing. These matters will be studied. City Attorney Don Witt said when the City is ready to purchase the site for the water tower, they will have to enter into an agreement with Wallace E. Carroll Estate and the Mayor is authorized to execute said agreement for the purchase of said realty, the purchase price being $30,000.00. City attorney Don Witt said that Macy Elder was going to get a Demolition permit for her building on Northwest Gateway. She is now waiting on the utility companies. The demolishing of the building will be at no cost to the City. Minutes of Reg. Meeting Page 3, Feb. 3, 1987 \..,' Concerning East Slope Cemetery, City Attorney Don Witt said that gotten someone was interested in purchasing the Cemetery. Depositions are set to be taken on February 13. 1987, regarding the Cemetery. It was reported that Complaints were still coming in. Karr moved that the Mayor and Board go into executive session to discuss potential litigation in the Federal Court, seconded by Wedua, the roll was called and votes were as follows: Karr, Gordy, Best, Peeler, Wedua and Brenner voted aye. The meeting reconvened. The roll was called and Karr, Gordy, Best, Peeler, Wedua and Brenner were present and Mayor Holmes presiding over the remainder of the meeting. City Attorney Don Witt said that the Mayor and Counsel has been briefed on litigation relative to the matter pending in the Western District Court of Missouri and there are no motions to be made at this time regarding this matter. Karr brought up the subject that several people have approached him voicing their opinion that they would like to see areas in the City which are zoned for only single family dwellings. The Mayor said that this would be taken up at a later date, since the zoning ordinance should be amended. ~ Brenner brought up the matter that Rev. Bill Harper would like to use the house at 3214 N.W.Vivion for taking care of children under 12 years of age, who do not have been abused. The amount of children would be ten. It was decided to check to see the zone the building was in. City Clerk Betty Burch inquired if it would be in order to give buildings address numbers in the Platte Valley Park. This appeared to be in order. It was announced that they are short on Park Board Members. There being no further business to come before the Board, upon a motion duly made, passed and seconded, the meeting ad3ourned at 10:50 p.m.
