MINUTES
November 7, 2007
6:00 p.m.
The Riverside Park Board held its regularly scheduled meeting at the City Hall in Riverside, Missouri, on
Wednesday, November 7, 2007. Those in attendance were: Julie Rule, Ron Carlson, Norma Parrot, .Alderman
Mike Fuller, Cathy Mousel, Mayor Kathy Rose, Jeff Rupp, Director of Public Works and Sarah Wagner,
Administrative Clerk. Not in attendance were: Sara Thatcher, Jerry Hackenberg, Jim Frakes and Lori Rardeen.
The minutes from October were left out of the packet, so they will be considered for approval at the December
meeting along with the November minutes.
Jeff Rupp, Director of Public Works addressed the Board and explained that Brent Miles, Director of Planning
and Economic Development had contacted Brian Nowotny from Platte County Parks in regard to the $25,000
grant the City had received for landscaping around the Line Creek Trail. The City will be returning the money
to the Platte County Parks and be re-applying for another grant in the same amount to solve a stormwater issues
in Renner Brenner Park. Mike Duffy with Shafer, Kline and Warren Engineering has preliminary pl~uis for a
solution to the stonnwater problem. Nowotny conveyed to the City that he would help to push the grant request
through for the stormwater project.
Rupp then explained that the benches for Renner Brenner Park have been ordered. Six have been chs~rged to the
Park Board's budget and two more have been charged to the Capital Improvement Project fund. The $250 has
also been paid to set up the template to have "Riverside" stamped on all the benches.
Rupp also explained that the City is working on replacing the signage at Renner Brenner Park. The City has
been in contact with Acme Signs, a local company that will be able to create signs similar to the Lewis and
Clark signs at E.H. Young Park. Rupp said that he has taken representatives from Acme Signs to Rey mer
Brenner Park and explained what the City is looking for in these signs with new verbiage and pictures. They
will be working on creating a prototype to show the Board in the future.
Mayor Kathy Rose asked if Acme Sign would need any artifacts to incorporate into the signage.
Rupp replied that for right now they were just taking pictures to work on a preliminary design.
Julie Rule asked if the signage would match the benches.
Rupp explained that the signage will have both a modern and historic feel to blend with both aspects of the
park.
Next, Rupp went over the cost and design options that were discussed for improvements to the pool. The cost
for the proposed pool additions are as follows:
Shade in pool- $7,000
Seat in pool- $2,500
Shade on deck- $3,000 each
Toddler Slide- $5,500 to $30,000
Spray feature from pool to shade on deck- Not feasible with current pool construction
Mayor Rose explained that what is proposed is not the spray features that were hoped for because they would
require a separate filtration system that would be over budget. These proposed additions would make; a huge
difference. The one thing most people at the pool requested was some sort of shade feature. Mayor :Etose said

that it appears that a slide may take up a lot of play room in the pool. She also commented that some of the
slide options appear to have water features and wondered how that was possible because all the other water
options require a separate pump or filtrations system. She asked if more information could be gathered on the
slides such as the price breakdown, which ones require water and how that would be done, and the an-ount of
space a slide would take up.
Rupp replied that he would get into contact with Water's Edge and come up with answers to the questions and
request a drawing of the placement and dimensions of all the features proposed. He explained that this project
is running up against a deadline to be completed by the time the pool opens and that no work would be done
over the winter months.
Next, Rupp explained that progress is being made with the Jumping Branch Trail. Their were some problems
with a land owner granting the City access to the property he/she owned for surveying purposes. As si result,
the City will be doing the surveying from digital photos taken of the area from a low flying plane. This process
will be very accurate and allow the City to continue with the design of the trail.
Mayor Rose commented that this trail connection is very important and will be very beautiful when complete.
Next, Rupp explained that Brian Nowotny from Platte County Park has scheduled a final meeting with all the
entities involved with the Missouri Riverfront Trail to get a final consent on everything before they g~~ out for
bids on the project.
Mayor Rose commented that she thought everyone had already given their approval.
Rule replied that after the Corps of Engineers gave approval they still had to meet with Intercon to get their
approval.
Rupp explained that they are just playing it safe. They do not want to go out for bids and have something go
wrong.
Ron Carlson asked about the boat place and the tank farm.
Rule replied that they are not part of this agreement. She explained that the plan is for this trail to ruri form
Kansas City all the way to Weston. They are working on it in sections and right now they are focusing on the
Riverside section, but problems still exist with connecting it to Parkville.
Alderman Mike Fuller asked if any portion of the trial would be on top of the Levee.
Rule replied that about one third of the three mile trail would be on top of the Levee.
Next, Rupp gave an update on the maintenance requests. He explained that the basketball court at Homestead
Park has been sealed and striped.
He went on to explain that the City has come up with a temporary fix for the water that is ponding near the
parking lot at E.H. Young Park.
Next, Rupp showed the Board pictures of bollard options for Renner Brenner Park to keep cars from rolling into
the playground.
Mayor Rose commented that the skateboarders at Renner Brenner are continuously leaving a mess that is taking
Public Works up to two hours to clean up.

Rupp replied that the skateboarders have been using the benches for ramps and they are all scraped ul~. He has
spoken to Public Safety Chief Greg Mills about increasing officer patrol of the area.
Norma Parrot commented that she thinks cameras are needed at the park.
Rupp replied that cameras have been looked into and they are very expensive.
Rule said that she did a test with Chief Mills when the park was first put up to see if the camera on City Hall
could see over there and it did. She said that she would talk to Chief Mills about increasing patrol an~i getting
ready for the summer.
Rupp then asked what the Board thought of the bollard options.
Rule asked if they would be black.
Rupp replied that they would be black.
Alderman Fuller said that he thinks the simpler ones look safer and will be less likely to be climbed on.
Cathy Mousel asked how they were rated for impact.
Rupp replied that they are to stop rolling cars.
The Board agreed on the simple black bollards.
Next, Rule explained to the Board that Platte County is working on updating the Platte County Profile and they
are placing emphasis on parks.
The meeting was adjourned by unanimous consent.
