HomeMy WebLinkAbout2007-10-02 Park Board MinutesRIVERSIDE PARK BOARD MEETING MINUTES October 2, 2007 6:00 p.m. The Riverside Park Board held its regularly scheduled meeting at the City Hall in Riverside, Missouri, on Tuesday, October 2, 2007. Those in attendance were: Julie Rule, Ron Carlson, Norma Parrot, Alderman Mike Fuller, Cathy Mousel, Jim Frakes, Brent Miles, Director of Planning and Economic Development, Mayor Kathy Rose, Jeff Rupp, Director of Public Works, Lori Rardeen, and Sarah Wagner, Administrative Clerk. Not in attendance were: Sara Thatcher and Jerry Hackenberg. Julie Rule moved to approve the minutes from September 5, 2007. Ron Carlson seconded and the motion passed. Brent Miles, Director of Planning and Economic Development, began the meeting by asking the Park: Board if there would be a better day to meet than on Tuesdays before the Board of Aldermen meetings. Having meetings on Tuesdays only allows staff about 45 minutes to spend with the Park Board before they have to leave for the Board of Aldermen meetings. Rule commented that when the Park Board meets on a different day than Tuesday, the group seems more focused and more is accomplished because staff can stay longer. Miles said that another possibility could be to meet twice a month on Tuesdays. Mayor Kathy Rose replied that it is hard enough getting people to come to one meeting, so two meetings a month would make things more difficult. Rule replied that Mondays and Wednesdays seemed to work the best for everyone, but asked if Thur:;days were a possibility. Miles replied that staff meets with the Planning Commission the second and fourth Thursdays of the month so it would have to be the first or third Thursday of the month if that was chosen. Mayor Rose said that Tuesdays still work but it is more difficult to get answers when staff is gone. Carlson moved to have the Park Board meetings on the first Wednesday of every month at 6:00 pm. Alderman Mike Fuller seconded and the motion passed. Next, Miles addressed the Board and explained that the baseball field lighting has remained on the a€;enda in order to discuss it with Park Board President Jim Frakes. The feeling of the Board, however, is to put this project on hold. Frakes said that it was discussed in the past that the City has land set aside for a sports complex and would rather see the money spent on lighting that would serve several fields and be protected by the levee than on this one field. Rule commented that she had moved the lighting of the baseball field to the Board's low priority list until it is time to construct the sports complex. She added that she followed up with the Platte County Parks about them Page 1 partnering with the City in the future on a sports complex. If the park tax is renewed in 2010, they will be interested in working with the City. Miles commented that the City has about 30 acres set aside for a sports complex in the future. Frakes asked if there was a plan to have soccer fields as part of the complex. Miles replied that the City can do whatever is needed. The City did do a preliminary estimate and th~~t area can fit about four baseball fields and four soccer fields plus adequate parking. Norma Parrot asked where this piece of property was located. Miles replied that it is located by I-635 and the Levee close to Argosy Casino. Frakes said that one full-size baseball field, two intermediate fields and a few fields for the little ones. would work best because the number of kids that play baseball goes down as they get older and involved in high school sports. Miles explained that the City would conduct a needs assessment to determine what would be best utilized in the complex. Rule commented that Park Hill South High School just redid their sports facilities and has added the new district soccer stadium. Miles suggested that the City's complex could be used for recreation leagues and tournaments and h<<ve the championship games played on Park Hill South's new complex. Frakes asked what the timeline on the City's sports complex would be. Miles explained that it is not in the City's five year Capital Improvement Plan. It will be updated in :December with this project. The roadways and utilities will not be in for this area unti12009. Mayor Rose commented that 2010 is not that far away to partner with Platte County. Next, Miles explained the amended presentation from Water's Edge that was in the Park Board's packet. He said that slides three and four showed some of the options that were discussed last time and the price range for them. Rule asked if the shade on the deck was $6,000 a piece or for both. Miles replied that he will have to confirm the pricing. Rule asked if the seat in the pool was connected to the edge or if it was in the center in the zero entry- area. Miles replied that it is next to the wall. Frakes commented that if the City is fixing up the pool, they should fix it up right. Miles replied that these additions are just aband-aid to carry the pool for a few more years until it will be necessary to build a new one. A pool usually has a life span of 15 years and this pool has been around for almost 10 years. Page 2 Aldermen Fuller asked if construction would be done over the winter. Miles replied that it would. Next, Miles explained that there were some pictures of the benches at Renner Brenner Park in the Board Member's packets. He said that the Streetscape Committee approved certain benches and the Park Board has agreed to use the same. The Board has budgeted for four to six benches this year. Rule commented that $4,000 has been budgeted for replacement benches at Renner Brenner and $6,000 has been saved on the baseball field when Game Time Turf donated the redfiled conditioner after the mix: up with the dirt. With the savings from that it would be possible to replace all the benches. Miles said that the Board has about $10,000 to spend on benches for the park. Four of the benches are old wood ones that the original $4,000 was budgeted for. In addition, one of the benches is set into a single slab of concrete and it has a crack in it so it will have to be replaced. He also explained that the benches will have "Riverside" stamped in the sides and molded into the frame of the bench. This will not be very expensive and adds a nice touch to them. Jeff Rupp, Director of Public Works commented that the stamp gives the benches that old time feel. Alderman Fuller commented that you can see in the picture that the skateboarders have been grindin€; on the sides of the metal benches. Miles suggested that the Board replaces these as well and move them out of the playground area so they will be less likely to be misused. Mayor Rose commented that the first four wooden benches are a priority and the rest can eventually be replaced. Miles then showed pictures of the picnic tables at Renner Brenner. He commented that they are still in pretty good shape and that Public Works was going to try and move one of them into the shade more. He also explained that there are two wooden benches over by the skate park that are still in pretty good shape. Mayor Rose commented that the skateboard park is requiring Public Works to do a lot of maintenance to it. Alderman Fuller commented that the park needs cameras in it. Mayor Rose replied that the City is looking to put wi-fi in all the parks and attaching cameras to that. Rupp said that Public Safety has been asked to increase patrols in the parks. Miles said that the City will go ahead and order the benches to replace the four badly worn wood benches and move the picnic tables back into the shade. He also added that the signs at Renner Brenner Park are over 20 years old. They are 8 % by 11 inch paper under a piece of glass. There are a lot of people that come to the City interested in the history. Staff is looking to replace those signs with walking tour signs similar to those used in E.H. Young Park. There are eight signs now and they can probably be condensed to four to six signs with pictures added. Parrot commented that the current signs have too much writing and people do not want to read that much. Page 3 Miles explained that the Park Board had a budget, but this project has to do with tourism and the City could use funds from the tourism tax for this project. Next, Rupp explained that the park maintenance list is about 66% complete. Several of the items remaining need engineering work to be done and others are in the process of being scheduled. Rule commented that a lot has been accomplished. Mayor Rose, Alderman Fuller, Brent Miles and Jeff Rupp had to leave to attend the Board of Aldermen Meeting at 7:00 pm. Frakes asked if anyone knew how many people had attended Riverfest. Lori Rardeen said that the Riverfest Committee had not had their final meeting yet, but there was a good turn out of people. Rule asked about the study for the Jumping Branch trail connection. She recalled there being some problems with a property owner allowing access to his/her property for surveying. Rule said that if the design can not be done for the trail then she would like to consider other options for the funds. Rule also mentioned that the City has a $25,000 grant from the Platte County Parks for landscaping along the Line Creek Trail that keeps being put off. The County has asked that that the City uses the grant in the near future for some sort of landscaping near where the Line Creek Trail will be. Sarah Wagner, Administrative Clerk replied that she will bring those questions and concerns to staff members to be addressed at the next meeting. Cathy Mousel moved to adjourn the meeting.
