HomeMy WebLinkAbout2006-06-20Minutes of Regulaz Meeting of Board of Aldermen of City of Riverside, Missouri June 20, 2006 A regulaz meeting of the Board of Aldermen of the City of Riverside, Missouri, was held in the City Hall, of Riverside, Missouri, on June 20, 2006 at 6:30 p.m Super. Those in attendance were Mayor Kathy Rose, Aldermen Jones, Darata, Bruns, Hurt, Beard and Also present were David Blackburn, City Administrator, Louise Rusick, City Clerk, Jane Henry, Administration Assistant, Chief Gregory Mills, Brent Miles, Director of Planning & Economic Development, and John McClelland, City Attorney. Motion for Closed Alderman Darata moved that the meeting go into closed session, pursuant to Session at 6:30 p.m. RSMo 610.021(1) Legal Issues with the City Attomey, seconded by Alderman Jones, and the vote was: Aldermen Beard, Darata, Jones, Super, Bruns and Hurt. Motion carries. Motion for Open Alderman Beazd moved that the meeting go into open session, seconded by Session at 7:30 p.m. Alderman Dazata, the vote was: Aye: Aldermen Dazata, Jones, Beard, Bruns, Hurt and Super. Motion carries. Visitor Comment Jim Dwyer, resident at Gatewoods asked the boazd to have a block party June 24th from 5-8 p.m. The boazd unanimously agreed and Chief Mills said there shouldn't be any problem with the request and said Public Safety could bring the fue truck. Minutes, June 1, 2006 Alderman Super moved that the minutes of June 1, 2006 be approved, Approved seconded by Alderman Hurt, the vote was: Aye: Aldermen Bruns, Darata, Super, Hurt, Beard and Jones. Motion carries. Public Hearing Opened Mayor Rose opened the Public Hearing at 7:35 pm. to consider a request for a Special Use Permit for the Sale of Used Motor Vehicles at 4403 NW Gateway. Public Hearing Alderman Beard moved to continue the Public Hearing until the July 11'~ Continued meeting, seconded by Alderman Jones the vote was: Aye: Aldermen Super, Darata, Bruns, Beazd, Jones and Hurt. Motion carries. Minn. 6-20-06 Building Permit, Alderman Beard moved to approve a Building Permit for Craig Connor, 4408 NW Pawnee, 4408 NW Pawnee to construct a deck 19'x6" x 21', seconded by Alderman Approved Super, the vote was: Aye: Aldermen Jones, Super, Darata, Bruns, Beazd and Hurt. Motion carries. Building Permit, Alderman Bruns moved to approve a Building Permit for Bob Campbell, Tenant Finish at 1835 NW Vivion Road fora 1,400 ft. office tenant finish, upon contingency 1835 NW Vivion Rd, a knox box will be installed, seconded by Alderman Super, the vote was: Approved Aye: Aldermen Dazata, Beazd, Bruns, Jones, Super and Hurt. Motion carries. Building Pernvt, Alderman Beard moved to approve a Building Permit for Rick Turner, 3200 NW Vivion Rd, 3200 NW Vivion Road fora 16' long and 8' high fence to screen outdoor Approved storage, seconded by Alderman Hurt, the vote was: Aye: Aldermen Jones, Super, Darata, Hurt, Beard and Bnuus. Motion carries. River Roll Site Alderman Hurt moved to table issues raised by the owner of River Roll until Issues, Tabled the meeting of July 11th, seconded by Alderman Jones, the vote was: Aye: Aldermen Bruns, Jones, Super, Hurt, Beazd and Darata. Motion carries. City Administrator David said the City is currently holding $100,000 retainage on J.M. Fahey. The Comment controllers at MoDot specified and approved the sod had to be replaced. If the contractor replaces the sod, the cost would be $50,000 and if the City replaces it, the cost would we between $12,000-$15,000.00. David asked the board to reduce the retainage. Retainage reduced Alderman Beazd moved to approve reducing J.M. Fahey's retainage to $65,000, for J.M. Fahey/ and retuning $35,000 to J.M. Fahey regarding the sod, seconded by Alderman $65,000, Approved Bruns, the vote was: Aye: Aldermen Jones, Super, Darata, Hurt, Beazd and Bruns. Motion carries. The retainage is due the contractor when all the punch list items have been completed. Mies. 6/20/06 Cliffview project Jim Gaynes, Project Engineer, Olsson Associates spoke to the board regazding Discussion the high bids for the Cliffvew project. The reasons aze: 1. The increase in petroleum costs, equipment and materials. 2. Trying to understand the egress and ingress as this is a difficult project. 3. The Engineer's estimate was done on historical data. Brent said the storm sewer is a big component in the project and Jim Gaynes said the storm sewer line is undersized. There aze 17 storm sewer structures and 3-4 curb inlets. The sidewalk will be on the south side of the street. The Cliffview project will take 145-150 days to complete. Alderman Beazd asked about the budgeted amount for this project. Mr. Gaynes said this was originally a "repaving" project and before, the original bid was $400,000. Jim said the contractor may prefer unit pricing to be done, but the board stated this contract will be done with lump sum bid pricing. John Jackson has had 3 meetings with the utility companies. Mr. Gaynes will issue a notice to proceed when everything is ready. It was mentioned to contact the contractor, "Lineaweaver" before the contract and Ordinance is prepared and checking into approving the overage in the budget as well. Attorney's comment John said the $20 million refunded of Levee District Bonds was sold today and $3,548,000 savings in total payments reduces the annual payments, but stretches the payments out for a longer period of time. The bonds aze now worth $1,741,000. Homestead Fence Three bids were received for the Homestead fence project. An 8 foot fence now Discussion exists at Homestead Park. Brent said there is a safety concern as there is a dumping problem at the cul de sac on Homestead Terrace and would like a fence placed at this point. The existing fence at the pazk now sets off the property line by several feet. Alderman Beard suggested a survey be performed to make sure of the property line. Change Order #1 Alderman Beard moved to approve Change Order #lfor Have 5014 NW for Havens Const. Merrimac Storm Repair project for Havens Constrnction for a storm grate inlet 5014 NW Merrimac, & associated work, 4x4' field inlet and manhole lowering at a cost of $1,445.00, Approved seconded by Alderman Bruns, the vote was: Aye: Aldermen Super, Dazata, Bruns, Hurt, Beazd and Jones Motion carries. Court Report for Alderman Beazd moved to approve the Court Report for May, seconded by May, Approved Alderman Hurt, the vote was: Aye: Aldermen Darata, Super, Hurt, Beard, Bnms and Jones. Motion carries. Minn. 6/20/06 Bill No. 2006-75 Alderman Jones moved to place Bill No. 2006-75 on its first reading, said Bill Contract/N2 Mazlcings approving and authorizing the execution of a construction contract with N2 Mazlcings to complete striping of Pazldng Lots & Street in various azeas in the City of Riverside, Missouri at a cost not to exceed $13,967, seconded by Alderman Darata, the vote was: Aye: Aldermen Dazata, Jones, Hurt and Beard. No :Aldermen Super and Bruns. Motion carries. Ordinance No. 2006-75 Alderman Beard moved to place Bill No. 2006-75 on its second reading, Approved and upon passage of same become Ordinance No. 2006-75, seconded by Alderman Jones, the vote was: Aye: Aldermen Jones, Dazata, Beard and Hurt. No: Aldermen Super and Bruns. Motion carries. Bill No. 2006-76 Alderman Beard moved to place Bill No. 2006-76 on its fast reading, said Bill Contract/Anderson approving and authorizing the execution of a construction contract with Backhoe Anderson Baclchoe, Inc. for Homestead Road Drainage Improvements in the City of Riverside, Missouri for an amount not to exceed $19,534, seconded by Alderman Bruns, the vote was: Aye: Aldermen Super, Dazata, Jones, Hurt, Beard and Bruns. Motion carries. Ordinance No. 2006-76 Alderman Jones moved to place Bill No. 2006-76 on its second reading, Approved and upon passage of same become Ordinance No. 2006-76, seconded by Alderman Hurt, the vote was: Aye: Aldermen Jones, Hurt, Dazata, Beard, Super and Bruns. Bill No. 2006-82 Payment of Indebtedness Ordinance No. 2006-82 Approved Motion carries. Alderman Beard moved to place Bill No. 2006-82 on its first reading, said Bill authorizing the payment of certain indebtedness listed therein, seconded by Alderman Bruns, the vote was: Aye: Aldermen Darata, Jones, Super, Bruns, Beazd and Hurt. Motion carries. Alderman Dazata moved to place Bill No. 2006-82 on its second reading, and upon passage of same become Ordinance No. 2006-82, seconded by Alderman Jones, the vote was: Aye: Aldermen Jones, Dazata, Beard, Super, Bruns and Hurt. Motion carries. Mins. 6/20/06 Bill No. 2006-83 Alderman Super moved to table Bill No. 2006-83 for a construction contract Homestead Pazk & for the Homestead Pazk and NW Homestead Terrace Fencing project, seconded Homestead Terrace by Alderman Jones, the vote was: Fencing Project, Tabled Aye: Aldermen Dazata, Bruns, Hurt, Beard, Jones and Super. Motion carries. Bill No. 2006-84 Alderman Beazd moved to place Bill No. 2006-84 on its first reading, said Bill Contract/Patti Banks approving the form of, and authorizing the City to complete and execute, a supplemental agreement by and between the City of Riverside, Missouri and Patti Banks Associates for additional design services for Line Creek Trail Project for an amount not to exceed $4,500, seconded by Alderman Dazata, the vote was: Aye: Aldermen Jones, Super, Darata, Hurt, Beard and Bruns. Motion carries. Ordinance No. 2006-84 Alderman Bruns moved to place Bill No. 2006-84 on its second reading, Approved and upon passage of same become Ordinance No. 2006-84, seconded by Alderman Jones, the vote was: Aye: Aldermen Beazd, Bruns, Darata, Jones, Super and Hurt. Motion carries. Mayor's comments Mayor Rose said she attended the "Newly Elected Officials" conference in Jefferson City and it was very informative. Mayor Rose said she received a "Thank You" letter from Synergy Services for the use of the Community Center. Chief s comments Chief Mills distributed information to the boazd for the new "Web Mail Program" concerning a-mail. On behalf of Public Safety, Chief Mills received an awazd for the"Child Safe Project". Aldermen comments Alderman Hurt asked when the officers are patrolling in Ward III and see residents out, would he stop and become acquainted. Chief Mills said this will be mentioned to the Officers. Alderman Jones asked when Public Works would be spraying for mosquitoes. David said he would check with Larry. Alderman Bruns asked for time limits on discussions. Recess A brief recess was called at 8:40 p.m. Reconvened All Aldermen and the Mayor responded to roll call and the meeting reconvened at 8:50 p.m All the City staff left at 9:45 p.m except for the City Administrator and the Chief. Motion for Closed Alderman Jones moved that the meeting go into closed session, pursuant to Session at 9:25 p.m. RSMo 610.021(1) Legal and 610.021(3) Personnel Issues with the City Attorney, seconded by Alderman Bruns, and the vote was: Aldermen Beazd, Darata, Jones, Super, Bruns and Hurt. Motion carries. Motion for Open Alderman Beazd moved that the meeting go into open session, seconded by Session at 10:05 p.m. Alderman Darata, the vote was: Aye: Aldermen Darata, Jones, Beazd, Bruns, Hurt and Super.
