HomeMy WebLinkAbout2007-04-03 Park Board MinutesRIVERSIDE PARK BOARD MEETING MINUTES Apri13, 2007 6:00 p.m. The Riverside Park Board held their regularly scheduled meeting at the City Hall in Riverside, Missouri, on Tuesday, Apri13, 2007. Those in attendance were: Julie Rule, Cathy Mousel, Ron Carlson, Jim Fakes, Lori Rardeen, Brent Miles, Mayor Kathy Rose, Jane Henry and Sarah Thompson. Not in attendance were: Jerry Hackenberg, Linda Jones, and Sara Thatcher. Lori Rardeen addressed the Board about the Easter Egg Hunt to beheld on Apri17, 2007 at E.13. Young Park. She asked for volunteers to help set up and monitor the different age groups. She went over the layout of the park for where the events and activities are to beheld. There will Yee sign-up to participate in the PAL (Police Athletic League) program which will be available dw-ing the Easter Egg Hunt. Rardeen explained how the Healthy Partnership Grant from the Health Department will be used to sponsor events to promote a healthy lifestyle for children and families in Riverside. Events will be held monthly beginning with the Easter Egg Hunt. Jim Fakes asked how the Plays from Fair Based Productions have been going. Rardeen reported that the last play was listed in the Kansas City Star as one of the top ten activities in Kansas City. On Friday night they had 121 in attendance and 125 in attendance on Saturda~~. The next play scheduled is the children's theater in July. Fair Based Productions has also expressed interest in participating in the shoot out for Riverfest. Brent Miles, Planner of Economic Development addressed the Board in regard to a bid for improvements to the baseball field and swimming pool. Julie Rule asked when construction on these two projects would begin Miles said that the contractors would begin as soon a possible. Fakes asked how long the projects would take to complete. Miles explained that it should only take about 90 days to complete the baseball fields and the fool should be ready to open on time for the summer. Miles discussed the progress that is being made with the Missouri Riverfront Trail. The proposal is expected to go to the Levee Board on April 12, 2007. Rule said that she went on a site visit with the Levee Board last week to take a look and to discuss the maintenance segments with them. Miles give an up-date to the Board on the free rentals of the Community Center and Parks. A final spread sheet is being put together for the Board of Aldermen with all the information on the groups that use the Community Center and Parks free of charge. Theses groups will have to enter into an agreement with the City. In order to have the rental fees waved each group will have to state iii there agreement what they do or will do to contribute back to the community. This will all be laid out in the agreement. This will also help the City from a calendar of events open to the public at the Page 1 parks and community center. The goal is to spread the events out so that there is something going on in the parks and community center every month. Miles reported to the Board on the progress being made with contracting out memberships for Riverside Citizens to the YMCA and North Kansas City Community Centers. The City will let individuals choose which community center will work the best for them. Individuals will go sign up for membership at the YMCA, pay their 25% and the City will be billed on a monthly basis for the remaining 75%. At the North Kansas City Community Center individuals will have to pay the full membership price up front and be reimbursed by the City for 75% of it. Rardeen asked if the City would be able to track how often individuals used their memberships. Miles explained that if citizens buy a year membership it will be harder to track, but month to month will be no problem. However, with the YMCA, if a year membership is purchased an~i is not used for 90 days there is a $150 application renewal fee that the individual will be responsible for. The YMCA will, however, offer discounts on classes for Riverside citizens and they will be able to use all the different YMCA locations. Rule asked what the timeline is like for this project. Miles responded that the City has gotten a copy of the Resolution between Platte County and the YMCA and the City is working out some of the questions surrounding the christen aspect of the YMCA. Miles gave the Board information regarding the new Briarcliff development that will be going in across from Red X. It will become a large part of the Riverside trail system and connect to Indian Hills in three locations. Fakes asked if the signage of Indian Hills would match this new development. Miles replied that it would. Part of their design is new signage. The development will be call~:d Briarcliff Hill and will have 273 owner occupied units. Miles announced that the City will be using a portion of the funds from the Park Boards budge:t to help fund the trail system through this new development and connect it to the rest of the trails. $200,000 will be taken out the first year and another $200,000 will be taken out the next year. Essentially the City will be paying '/4 of the cost while the developer will be paying the remaining 3/< of the cost. This is a great investment for the City, it will be getting a lot of trail for less money than it would normally cost for a trail of this size. Mayor Kathy Rose expressed how important trail connections are to the City. She explained that the Jumping Branch trail connection that has been discusses is not out of the picture, but is just being delayed. The Briarcliff development was an opportunity to get Indian Hills connected to the rest of the trail system that would have had to been done at some point later on. Ron Carlson asked who was going to be responsible for the green space in the Briarcliff development. Miles explained that if the City was responsible for the maintenance it would also be responsible for the cost, however, the City would have control and Indian Hills would always have access to the Page 2 trails. In addition this development will be set up with a Neighborhood Improvement District that will have taxes levied by the County and used by the City for this development. Mayor Rose informed the Board that another development will be going in across from Gatew~~ods, called Hidden Acres, and the developer there has agreed to give land for a trail connection to Jumping Branch. Rule said she thought Jumping Branch was a great. candidate for a grant. If some of the budget: could be used to get a design plan together then the City could look into getting a grant for this project. Rule gave an up-date on the Line Creek Trail Connection. The drainage has been approved by the Corps of Engineers, but they are still waiting to hear from the rail road. She expects to present this to the Levee Board sometime in May. Rule suggested to the Board that they reschedule their walk through of the trails to make a maintenance list. It was scheduled for Apri17' 2007 after the Easter Egg Hunt; however, several members will be unable to make it now. It was suggested to try and do it one evening after work. Several members agreed that Wedne:;day, April 11, 2007 at 6:00 pm at Homestead Park would work for best. Rule asked if there was any more information on making the buildings at E.H. Young Park able for use year round. Mayor Rose said that the sewer connection was completed; however, the buildings are not winterized yet. Rardeen also noted that the electricity had been completed. Rule asked if the Board wanted to do anything for Earth Day. Rardeen asked if the County Trail Day was on June 2, 2007. Rule replied that the County Trail Day was on June 2, 2007 at E.H. Young Park. The County would like to introduce the public to the levee, but it still needs to go through the Levee Board. She also asked if anyone knew of any health vendors that would like to take part in this County event. Rardeen suggested Glenda Kinder. Carlson motioned to approve the minutes from March 6, 2007.
