September 18, 2006
E.H. Young Park
6:00 pm
Attending: Kathy Rose, Lori Rardeen, Cathy Mousel, Brent Miles, Julie Rule
The objective of the meeting was to evaluate the potential trail routes from Riverside to Kansas City,
MO that would enable a connection of the Missouri Riverfront Trail.
Background
In the August trail coordination meeting between Kansas City, MO, Platte County and Riverside, a
couple of routes were discussed to enable a connection between Riverside and Kansas City. The
Riverside Park Board met to evaluate the routes and to determine if there was a preferred route to the
north or the south of the water treatment plant.
Section 1 -From the Line Creek Connector Trail across Line Creek and the Railroad Tracks
along Tullison Road to Argosy Parkway
Although this section was not initially thought to be a point of discussion, the group felt that the
Tullison Bridge across Line Creek was not wide enough to accommodate a trail without
expansion of the bridge which was expected to be costly. Alternative crossings were on
Argosy Parkway (bridge already exists and is being used as part of the Line Creek Connector
Trail) and across Jumping Branch Creek at Renner Brenner Park onto the side walk :system on
Gateway Avenue and then down 69 Hwy or Briarcliff Parkway to the Kansas City connection.
Further study will be needed to determine the most cost effective route.
2. Section 2A -Along Tullison Road north of the water treatment plant
The northern route was preferred since it was thought to be overall easier to create a trail next
to the road. In a couple of areas, there were ditches along the side of the road which would
need to be worked around and right of way issues would need to be worked with the
businesses along the road. The drawback would be if the road was widened after the; trail was
put in, however, our understanding during the meeting was that it was a state road. 1'he city
would be responsible for widening it and it was low priority for the city to widen.
3. Section 2B -Along the railroad track south of the water treatment plant
The southern route was more scenic through the trees, however, the group felt it would be
difficult to establish the trail there due to the steep grade that would most likely require a lot of
retaining wall and would require extensive work with the railroad on right of way. In addition,
the smell of sewage distracted from the experience. There was limited width for the trail in
many places and there is approximately a 12 ft drop off at the transition between the water
treatment plant and the business park and another -20 ft drop off from the business park to the
field since the business property was raised due to flood requirements.
Next Steps
• Obtain additional information to help the Park Board decide the best route for section 1.
• Recommend to the trail coordination group to use the northern route to connect into F<ansas
City.
