`"" MINUTES OF REGULAR MEETING OF
BOARD OF ALDERMEN OF CITY OF RIVERSIDE, MISSOURI
MARCH 3, 1987
A regular meeting of the Board of Aldermen of the City of Riverside,
Missouri was held in the City Hall in Riverside, Missouri on March 3, 1987,
at 7:30 p.m. Those present were Aldermen Karr, Peeler, Wedua and Brenner;
Gordy and Best were absent and Mayor Holmes called said meeting to order.
It was decided to dispense with the reading of the Minutes of February
17, 1987.
Terry Johnson, 3747 N. Grand, Kansas City, MO 64116, presented an
application for business license at 4400 N.W. Gateway, also a special permit
was presented. These applications are for KAR MART ANNEX (selling of used
vehicles). The special permit and business license were approved for 14
vehicles, subject to the payment of the fees.
Robert W. Weidner, 5915 Ridgeway, Kansas City, MO 64133 presented an
application for special use permit for Southwestern Bell Telephone Company
and also a building application for a building at 4714 N.W. Gateway. This
would be a 10' x 20' x 9' building for their equipment. These applications
were approved subject to the payment of the fees.
~ Bill Berry, 520 Barnes, Kansas City, Missouri 64118 presented an
application for a house at 4319 NW 52nd Street; plans and plot plans were
also presented. These were approved subject to the payment of the fee.
Mr. and Mrs. Fred Herzog, 4822 West 78th Place, Prairie Village, KS
were present and Mrs. Herzog inquired of the City's findings concerning
allowing liquor to be sold on Sunday, starting at 11:00 a.m., which would
coincide with the State Law. The Mayor and Board thought that this
ordinance had already been passed, however a search of the records could not
find the ordinance and it was understood that one would be written allowing
the selling of liquor at 11:00 a.m, on Sundays, and the Herzogs would be
informed when this was done.
It was brought out that Solvent Supply has changed its name to R. N.
Eaton & Co., at 4124 N.W. Riverside Street.
An application was presented on behalf of Kathleen L. Rose, 4905 N.
W. Valley for business license for Wastewater Maintenance, Inc. a/k/a WMI
Construction, at 4437 N.W. Gateway. This was approved subject to the
payment of the fee.
It was decided to allow the Campfire Girls to sell Candy in Riverside.
Leann Zimmerman inquired if it would be in order for a "Meet the
Candidates" night to be held at the City Hall in Riverside on April 1, 1987
at 7:30 p.m. The Mayor and Board were in agreement on this program.

The following bids were received on Archaeological report on the
property to be used for the building of a Water Tower:

Karr moved that we accept the lowest and best bid, same appearing to be
that of Environmental Systems Analysis, Inc. for the sum of $1, 629.19,
seconded by Wedua, the roll was called and votes were as follows: Karr,
Peeler, Wedua and Brenner voted aye; Gordy and Best absent.
Brenner moved that Bill No. 87-8 be placed on its first reading, same
being bill making provisions for satellite dishes to be allowed in light
industry areas, seconded by Karr, the roll was called and votes were as
follows: Karr, Peeler, Wedua and Brenner voted aye; Gordy and Best absent;
said bill was accordingly read.
Brenner moved that Bill No. 87-8 be placed on its second reading,
seconded by Karr, the roll was called and votes were as follows: Karr,
Peeler, Wedua and Brenner voted aye; Gordy and Best absent; said bill was
accordingly read.
Brenner moved that Bill No. 87-8 be placed on its third reading and
upon passage of same become Ordinance No. 87-8, seconded by Wedua, the roll
was called and votes were as follows: Karr, Peeler, Wedua and Brenner voted
aye; Gordy and Best absent; said bill was accordingly read, attached hereto
and made apart hereof approved by Mayor Holmes and became Ordinance No. 86-
8.
Karr moved that Bill No.87-9, being Bill repealing Section 6.15 of the
City Code, seconded by Wedua, the roll was called and votes were as follows:
Karr, Peeler, Wedua and Brenner voted aye; Gordy and Best absent; said bill
was accordingly read.
Brenner moved that Bill N0. 87-9 be placed on its second reading,
seconded by Karr, the roll was called and votes were as follows: Karr,
Peeler, Wedua and Brenner voted aye; Gordy and Best absent;
said bill was accordingly read.
Brenner moved that Bill No. 87-9 be placed on its third reading and
upon passage of same become Ordinance No. 87-9, seconded by Wedua, the roll

and made a part hereof, approved by Mayor Holmes and became Ordinance No.
87-9.
Karr moved that Bill No. 87-10 be placed on its first reading, same
being Bill pertaining to the amendment to the Federal Flood Control
Ordinance, seconded by Brenner, the roll was called and votes were as
follows: Karr, Peeler, Wedua and Brenner voted aye; Gordy and Best absent;
said bill was accordingly read.
Karr moved that bill No. 87-10 be placed on its second reading,
seconded by Peeler, the roll was called and votes were as follows: Karr,
Peeler, Wedua and Brenner voted aye; Gordy and Best were absent; said bill
was accordingly read.
Wedua moved that Bill No. 87-10 be placed on its third reading and upon
passage of same become Ordinance No. 87-10, seconded by Brenner, the roll
was called and votes were as follows: Karr, Peeler, Wedua and Brenner voted
aye; Gordy and Best absent; said bill was accordingly read, attached hereto
and made a part hereof; approved by Mayor Holmes and became Ordinance N0.
87-10.
~' A letter from Governor Ashcroft was read, this pertained to accepting a
proclamation that the week of April 20 thru April 26 be Family Week.
Karr moved that the City Proclaim the week of April 20 thru April 26,
1986 to be Family Week, seconded by Wedua, the roll was called and votes
were as follows: Karr, Peeler, Wedua and Brenner voted aye; Gordy and Best
were absent.
City Clerk Betty Burch brought up the matter of Spring Cleaning in the
City Hall.
Chief Fred McDaniel requested the City to hire one Robert William
Edwards as a Public Safety Officer in the Communications Department and
would like to have him start on the 120 hours basis.
Karr moved that Bill No.87-11 being bill employing Robert William
Edwards as a Public Safety Officer in the Communications Department,
beginning March 9, 1987, seconded by Wedua, the roll was called and votes
were as follows: Karr, Peeler, Wedua and Brenner voted aye; Gordy and Best
absent; said bill was accordingly read.
Peeler moved that Bill No. 87-11 be placed on its second reading,
seconded by Wedua, the roll was called and votes were as follows: Karr,
Peeler, Wedua and Brenner voted aye; Gordy and Best absent; said bill was
accordingly read.

Brenner moved that Bill No. 87-11 be placed on its third reading and
upon passage of same become Ordinance No. 87-11, seconded by Wedua, the roll
was called and votes were as follows: Karr, Peeler, Wedua and Brenner voted
aye; Gordy and Best absent; said bill was accordingly read, attached hereto
and made a part hereof, approved by Mayor Holmes and became Ordinance No.
87-11.
City Attorney Don Witt's letter concerning installation of Guard Rails
was discussed and this matter would be continued.
It was decided that on the weed problem (people's property where the
weeds are very tall) the city would mow the weeds and send the people a bill
for the mowing, rather than keep reminding them that their weeds need
mowing.
There being no further business to come before the Board, upon motion
duly made, seconded and passed, meeting adjourned at 10:00 p.m.
