MINUTES
March 7, 2006
6:00 p.m.
The Riverside Park Board held their regularly scheduled meeting at the Riverside City
Hall in Riverside, Missouri, on Tuesday, March 7, 2006. Chairman Jim Frakes called the
meeting to order. Those answering roll call were: Jim Frakes, Lori Rardeen, Julie Rule,
Ron Carlson, Alderman Rochelle Legaard and Brent Miles. City Administrator David
Blackburn, Jane Henry, Administration Assistant, Larry Meyer, Public Works, and
Stephen Hardy, BNIM, were also present. Kathy Rose entered the meeting later. Sara
Thatcher and Jerry Hackenberg were absent.
Kathy Rose made a motion to approve the minutes of February 7, 2006, as presented.
Ron Carlson seconded and the motion carved.
Brent Miles gave a report on Riverside Skate Park and its signage. Julie asked for a
picture of the Riverfront trail sign when it is available and Frakes commented that the
Riverside logo should appear on all parks signs. It was agreed by all present that city
signage should be consistent.
Stephen Hardy, BNIM Architects, interviewed the Park Board as stakeholders. There was
discussion about the trails system. Legaard said that progress with the trails has been
phenomenal and that we now need trail connections in Ward III and Indian Hills. Kathy
Rose suggested collaboration between the county and city to build a community center in
the Horizons area. A boat ramp was suggested for E. H. Young Park. The board also
wanted the Missouri Department of Conservation to develop the wet side of the levee.
The business meeting continued with a report from Larry Meyer. Meyer said that he is
working on bids for hooking up the 2 restrooms at E.H. Young Park to the sewer. He
added that Public Works is mulching the plantings at the park.
Lori Rardeen gave her report on community center and parks reservations. She checked
into ball field and shelter rents in the area and said the going rate was $160 for 2 small
shelter houses and $15/hr. for the ball field. Rardeen also reported on upcoming events:
Dinner Theatre at the community center - March 24, 25, 31, and April 1; an Easter egg
hunt -April 15 at Renner Brenner Park; E. H. Young Park -June 10 -Scottish Highland
Games, June 17 -Harley Davidson Hope House Fund Raiser, July 14 & 15 -Children's
Theatre, August 19 - Camaro Car Club. Rardeen also reported that National Trails Day is
June 3 and the Riverside Area Chamber of Commerce and City of Riverside Annual Golf
Tournament is scheduled for July 11.
Rardeen added that her research into spray parks revealed that they can be a maintenance
nightmare. The park would need a pad big enough to hold overspray and it would have
to be checked twice a day from May -October for twigs, etc., that jam the jets and restrict
the water flow.

Julie Rule presented a draft of her progress report to the board of aldermen later this
month. She also commented on the skate board park. She suggested color coding the
signage for difficulty of the ramps and setting up a maintenance plan. It is necessary to
use only recommended substances to clean the ramps.
Next meeting was set for Tuesday, Apri14, 2006, at 6:00 p.m.
Motion to adjourn was made by Ron Carlson and seconded by Julie Rule. Motion carried.
