MINUTES

The Riverside Park Board held their regulazly scheduled meeting at the Riverside Board of Aldermen Chambers,
Riverside City Ha112950 NW Vivion Road, Riverside Missouri 64150, on Wednesday, Apri12, 2008. Those in
attendance were: Julie Rule, Ron Carlson, Norma Pazrot, Deborah Leader, Lori Bardeen, Cathy Mousel, Mike Fuller,
Mayor Kathy Rose, Mike Duffy, Director of Planning and Community Development, Jeff Rupp, Director of Public
Works and Sarah Wagner, Administrative Clerk. Not in attendance were: Jim Frakes
Approval of minutes from Ron Carlson made a motion to approve the minutes of March 5, 2008.

Julie Rule seconded and the motion passed.
First Baptist Church Ryan Miller from the First Baptist Church of Northern Heights
Northern Heights addressed the Board and explained that he would like to use the
community center to hold a fund raiser to raise money for the Solid
Rock Baptist Camp for children. The money they raise will go to
subsidize the cost of the camp. No child is ever turned away because
they do not have the money to attend. The church would like to use the
Community Center on Friday, June 6a' to hold a dinner and concert.
Lori Razdeen, Program Director at the community center explained that
they do not normally allow rentals on Fridays, but is willing to make an
exception in this case. She also explained that they would need a staff
member on duty during the event and the cost for that is $25 an hour.
Norma Parrot asked what time the community center would be rented.
Miller said that they would like it from 6pm to l Opm. He explained that
it would be a very family friendly atmosphere. The band that will be
performing is made up of members of the church and they play classic
rock, country and gospel music. They plan to Bar-B-Q and bring in
their own food for the dinner.
Alderman Mike Fuller asked what the admission charge would be for
this event.
Miller replied that there would be no chazge for the event. The church
would only be asking for donations for the camp.
Bardeen explained that in the past there have been eight groups that the
fees have been waved for events at the community center and the parks.
The usual fee is $500 for non-resident and $200 for a resident.
However, it has been discussed that in the future the tourism tax will be
used for this type of situation.
Rule said that in the past the Park Board had set the criteria to be that an
event must raise more than $500 and/or provide free entertainment for
the residents to be eligible to have the fees waved. She asked Miller
how much the church was looking to raise.
Miller explained that the overall goal is to raise $5,000 for the whole
camp and that they were half way there at this point. The $5,000 would
be enough to subsidize $50 of each campers cost.
Rule made a motion to recommend to the Boazd of Aldermen that the
First Baptist Church of Northern Heights have the community center to
rent on Friday, June 6, 2008 with all fees waved.
Ron Carlson seconded and the motion passed.
Trails Mike Duffy, Director of Planning and Community Development
explained the trail map from last month's meeting to the Board. He said
that other then the trails that are under construction right now no other
trails have been staked. The trails that aze on the map aze ones that have
been proposed but not designed yet. Their routes aze just tentative at
this point. Duffy outlined possible trail projects that the Park Boazd can
spend the remaining $67,000 from their budget on. They are:
1. Line Creek/Renner Brenner Gap- This is pulling forward a
small segment of the Line Creek Connector between E.H.
Young Pazk and Renner Brenner Pazk in order to complete the
trail within Renner Brenner Park. A section of this trail
beginning at the pazking lot is being constructed as part of
another project and this would pick up where that ends and
continue to the park boundary near the creek.
2. A pedestrian bridge over the railroad connecting E.H. Young to
Renner Brenner Pazk- The Line Creek Trail Connector from
E.H. Young Park to Renner Brenner Park is designed to cross
over the railroad on the new bridge that will be built to Argosy.
To do this a sidewalk trail is being added. Duffy believed that
there is need for funding for a change order that would actually
add the trail to the bridge design. Alderman Fuller and Mayor
Rose thought that the funding was already provided.
3. Argosy Connector- This is the section of the Missouri
Riverfront Trail from the west end of the levee to the beginning
of the sidewalk at the west side of Argosy. The completion of
this section of trail allows the Missouri Riverfront Trail to
continue onward to E.H. Young Pazk and connects it to the Line
Creek Trail Connector which will connect E.H Young Pazk and
Renner Brenner Pazk within Riverside. The County has agreed
to pay for this section to be constructed if the City can provide a
location and design for it. The design needs to be completed in
30-45 days in order for a change order to be made because
construction is already in progress.
4. Line Creek Trail development- This is a section of the trail that
is proposed to go along Line Creek from Gateway northward to
Kansas City, Missouri and connect the Kansas City and
Riverside trail systems
Alderman Fuller commented that the trail out of Renner Brenner will
show the public the future direction of the trial.
Rule outlined the projects in order of priority. They are:
1. Argosy Connector
2. Line Creek/Renner Brenner Gap
3. Line Creek Trail development
4. A pedestrian bridge over the railroad connecting E.H. Young to
Renner Brenner Park
Jeff Rupp, Director of Public Works said that he would work on getting
estimates for these projects and a-mail them to the Board for approval
to proceed because they only have three months to use the rest of the
money in their budget this year.
Park Facilities Assessment Duffy explained that Allen Cooksey from Shafer, Kline and Warren Inc.
Update did a pre tour of the parks and had noted some issues. His comments
should be completed by next week. A list of dates was give to the Park
Board members as to when Cooksey would be available to meet with
the Pazk Board at the parks to go over some of their concerns and ideas.
The Board decided that they would meet on Wednesday, Apri123'° at
6pm at Renner Brenner Pazk.
Renner Brenner Pazks Sarah Wagner, Administrative Clerk explained to the Boazd that she had
Signs been in contact with Tim Mayer form LTD Sings Inc. in regard to the
signs for Renner Brenner Park. They are the same company that does
the signs for the Kansas City Zoo and the Lakeside Nature Sanctuary.
The price is about $485.00 per sign that will include a full color 30x24
graphic that City staff will design.
Cathy Mousel made a motion to approve the cost of the signs.
Alderman Fuller seconded and the motion passed.
Bus Shelters Wagner reported that the cost for a bus shelter is about $15,000 in
addition to the maintenance and up keep on the shelter.
The Boazd asked for a picture of the shelter, what stops in the City are
used the most and what the average cost of maintenance is on each
shelter.
Park Priority List Mayor Rose asked about the pazking access areas in the curbs at E.H.
Young Park.
Rupp said that the cost for that could be taken from the remaining Park
Board budget
The Board agreed and moved it to number two on the priority list for
the remaining budget this yeaz.
The Board decided to wait until after they meet with the consultant
about the parks before they discuss the priorities any fiuther. They
asked staff to begin getting estimates on some of the projects for next
year's budget.
Adjournment The meeting was adjourned by unanimous consent.
