MINUTES
May 7, 2008
6:00 p.m.
The Riverside Park Board held their regularly scheduled meeting at the Riverside Board of Aldermen Chambers,
Riverside City Ha112950 NW Vivion Road, Riverside Missouri 64150, on Wednesday, Apri12, 2008. Those iri
attendance were: Julie Rule, Ron Carlson, Norma Parrot, Deborah Leader, Cathy Mousel, Mike Fuller, Mike Duffy,
Director of Planning and Community Development, Jeff Rupp, Director of Public Works and Sazah Wagner,
Administrative Clerk. Not in attendance were: Lori Rardeen and Mayor Kathy Rose
Approval of minutes from Mike Fuller made a motion to approve the minutes of April 2, 2008.

Julie Rule seconded and the motion passed.
Renner Brenner Park Sign Sarah Wagner, Administrative Clerk presented the proposed park sign
Approval designs for Renner Brenner Park to the board.
Ron Carlson asked if it would be possible to increase the font so the
signs will be easy to read.
Wagner explained that the text on the samples that were distributed to
the Park Board had been shrunk down to fit on one page. The actual
font on the pazk signs will be 30 point font.
Julie Rule asked if some of the wording could be more generic because
it refers to where certain park features are located now, such as the
swings, and they may not always be located there.
One of the signs had a picture of Line Creek in the background with a
title about the Missouri River. The Park Board asked that either the title
or the picture be changed.
Wagner said that she would address all these concerns along with
having the text proofread and some of the pictures lightened.
Jim Frakes asked if these signs would have distance markers on them
for the trail.
Mike Duffy, Director of Planning and Community Development said
that the City will look into putting the distance markers on the trail
because the signs may move in the future.
Frakes made a motion to move forward with ordering the signs with the
recommended changes.
Rules seconded and the motion passed.
Budget Project Discussion Duffy explained that the Park Board has $200,000 for the 2008-2009
budget. Of that $7,000 will be used to fund a change order for
improvements to Renner Brenner Park which will consist of additional
subgrade to raise the trail and to switch to concrete. Fifteen thousand
will be used for curb work for access for workers on the Line Creek
Trail. Putting a portion of Line Creek Trail under survey and design
this fiscal year is possible. It would be the section from the north city
limits to Homestead. From Homestead to Renner Brenner will need to
wait until other construction projects are underway. The cost for design
will be about $45,000 and actual construction will be about $175,000.
However the cost for the Line Creek Trail will be covered from the
capital improvement's budget. The remaining funds for the 2008-2009
budget can be used for improvements to Renner Brenner Park.
Carlson asked if the Board of Aldermen decided not to fund the design
for the Line Creek Trail out of the capital improvement's fund should
the Park Board fund it.
Duffy replied that it would be better for the citizens to actually see the
improvements to Renner Brenner Park. It will take about 4-5 months
for design of the trail and construction will take place in the winter and
would tie into Kansas City, Missouri's portion when it is finished.
Rule asked if there were any other trail phases that the Park Board
should consider for design.
Duffy replied that the rest of the trail designs will be impacted too much
by other projects and the Park Board should just hold off until they are
underway.
Rule asked about the possibility of doing something with the Interurban
Bridge.
Duffy said that the City is looking into land acquisition for that.
Renner Brenner Park Duffy explained to the Park Board that they were to get into two groups
Configuration and work out on the map a configuration for changes to Renner Brenner
Park.
The Park Board decided to move the tot lot farther away from the skate
park. Move the shelter house closer to the parking lot. Demolish the
amphitheater and extend the parking lot. They also want to reroof the
bathrooms, seal the trail and mulch. The estimated cost for these items
are as follows:
Move tot lot-$30,000-$40,000
Extend parking-$20,000
Demo amphitheater-$10,000
New shelter-$100,000
New roof on bathroom-$2,000
Trail sealing- $6,000
Much-$5,000
Alderman Fuller asked if the gazebo needed any attention.
Jeff Rupp said that it could use some paint.
Duffy said that paint would be $3,000 to $4,000 for the gazebo.
Skateboard Demonstration Rule said that the Community Center put on a skateboard competition
and demonstration last weekend. They had about 105 kids attend.
Officer Brent Holland spoke to the kids about the importance of keeping
the park clean. They are also having a meeting next Wednesday with
the kids about the skate park. They will be discussing possible
additions if the kids work to keep it clean.
Park Priority List The Park Board discussed what items on the priority list that have been
completed or were in the process of being competed. Then they
discussed some items to move into the medium and high priority
category.
