MINUTES
June 4, 2008
6:00 p.m.
The Riverside Park Board held their regularly scheduled meeting at the Riverside Board of Aldermen Chambers,
Riverside City Ha112950 NW Vivion Road, Riverside Missouri 64150, on Wednesday, June 4, 2008. Those in
attendance were: Julie Rule, Ron Carlson, Norma Parrot, Deborah Leader, Jim Frakes, Mike Fuller, Mayor ]Cathy
Rose, Jeff Rupp, Director of Public Works and Sarah Wagner, Administrative Clerk. Not in attendance were: Lori
Rardeen and Cathy Mousel.
Approval of Deborah Leader made a motion to approve the minutes of May 7, 2008.

May 7, 2008 Jim Frakes seconded and the motion passed.
Budget Jeff Rupp, Director of Public Works went over the proposed projects for the 2008-2009 :Park's
budget. The first topic was the Upper Line Creek Trail. The trail connection will go from
Homestead Park to the North City Limits and be combined with Kansas City, Missouri's,
project. There is tentatively $600,000 budgeted for the project.
Julie Rule asked how the $600,000 for the Riverside portion was going to be funded.
Rupp said that it will be a Capital Improvement Project.
For the 2008-2009 Park Board budget $200,000 is for the Briarcliff Trails and the other
$200,000 is proposed for changes to Renner Brenner Park. Replacement of the shelter house
is $100,000; demolition of the amphitheater is $5,000; relocation of the tot lot is $35,000 and
extension of the parking lot is $20,000.
Frakes asked how the parking lot was going to be extended.
Rupp replied that by moving the tot lot they will extend the parking lot back adding about 25
new spaces.
Rule asked about the extension of the skate park in the future.
Rupp replied that there is space for that as well.
Norma Parrot asked about adding any new equipment to the tot lot.
Mayor Rose said that the tires would have to go.
Rupp replied that he will look into finding something to go in their place.
Frakes asked if the tot lot could be moved by volunteers to reduce the cost.
Mayor Rose said that is what she would like to do. The extra money could be used to add new
equipment.
Rupp showed the Park Board a summary of park projects over the next 5 years.

Rupp said that the bids on the flooring for the Community Center came in high, so the C ity is
rebidding. The City has decided to include a volleyball system which is making the prim a
little more.
Fuller asked how many companies do this type of flooring.
Rupp replied that he knows of three companies and thinks that the City may get 3 to 4 bids this
time for the flooring.
Rule asked about the Horizons Sports Complex.
Mayor Rose explained that it is just a place holder until the City can acquire the land.
Renner Rupp explained the bid process for the new roof on the restrooms at Renner Brenner Parlc. He
Brenner showed the Board a bid he received from a local contractor, JR &Co, for $1874. He explained
Restroom that this is something that the City Administrator can sign off on and does not need to be
Roof approved by the Board of Aldermen. There are several other companies that are interested in
bidding on the project.
Mayor Rose asked if there was money in the budget to do this.
Rupp replied that there was still money in this year's budget to get the roof put on.
Parrot asked if there was anything that could be done to spruce up the bathroom.
Rupp replied that he will have Public Works come paint and clean up and will eventuall}~
replace the toilets.
Rupp said that Public Safety has asked if they could removed the Evergreen Tree on the
southeast corner of the restroom because there have been reports of people hiding in it acid the
tree blocks some of the view of the park for officers.
Mike Fuller commented that there needs to be more police presence in the park.
Frakes said that he can see cutting down a dead tree, but not one of the live ones.
Mayor Rose said that there is money in next year's budget for cameras in the parks.
Fuller commented that some of the trails that are going in are secluded and they will need
police presence.
Mayor Rose said that she is putting together a park ranger program to have citizens police the
trails.
Skate Park Rule updated the Park Board about the meeting that was held at Renner Brenner Skate P<irk on
Meeting May 14, 2008. Details from that meeting are attached.
General Rule asked about the holiday decorations for the Welcome Plaza

Mayor Rose said that the decorations are not in next year's budget.
