MINUTES OF REGULAR MEETING OF
BOARD OF ALDERMEN OF CITY OF RIVERSIDE, MISSOURI
APRIL 28, 1987
A regular meeting of the board of Aldermen of the City of
Riverside, Missouri was held in the City Hall in Riverside, on April 28,
1987, at 7:30 p.m. The roll was called and Karr. Burch, Best, Peeler, Wedua
and Brenner were present. Mayor Holmes called said meeting to order.
It was decided to dispense with the reading of the Minutes of
April 21, 1987 for the present time.
City Attorney Don Witt said, concerning the Woodbridge Foam
Company's building, that he understands that there has been a document
delivered to the Mayor's Office, which pertains to the Sewer Connection and
the Lift Station and that it had been signed by most of the parties
involved. He said this covers the maintenance of the sewer as well as the
lift station to be borne by the Platte Valley Industrial Park as well as it
contains a save harmless clause for the City and that it appears to be in
proper form for the Mayor to sign.
Best moved that the City accept the Agreement and Covenant
concerning the sewer and lift station to be used by Woodbridge Foam Company,
~ seconded by Wedua, the roll was called and votes were as follows: Karr,
Burch, Best, Peeler, Wedua and Brenner voted aye.
Dan Peek introduced three representatives of the Woodbridge Foam
Company, namely, Messrs. Mark Scalon, Neve Tamburrlo and John Bowers.
Pro3ect Engineer, New Facility Engineer and Plant Manager, respectively.
Dan Peek updated the Mayor and Board on the construction of the
Woodbridge Foam Building as follows: The water main line will be complete a
day after tomorrow (Thursday), the sprinkler system will be tested the end
of this week; the curbs on the street will be installed Friday, the pavement
will be done by the week end; the parking lot will be in tomorrow
(Wednesday); the carpet will be laid tomorrow. Mr. Peek said after the
sprinkler system is tested; they will be ready for the City Engineer to
inspect the premises. The sewer is in and the pump will arrive Friday, and
he said barring any mayor foul up, he would like to have permission to start
working by the first of next week.
Mr. Camboro of Woodbridge Foam said that they have certain
promises to General Motors for car seats by the first of May and all they
are asking for is to occupy the building on a very minimal scale; there
would be about three people working at the very beginning; that is to take
care of the shipments coming in; such as furniture, materials, etc. They
will have to start making seats by the third week in May. From May 1 to May
20, they are talking probably about operation people, a maximum of 8 to 10
people; and May 1 to June 1, possible 12 to 15 people; and do not plan to
build many seats until August.

Mr. Peek thought that they would have the building completed for
full occupancy by the 20th of May.
After the Woodbridge people explained the nature of their
activity, the Mayor and Board of Aldermen expressed no reservation to their
limited activities to May 19, 1987, and they are to report back to the Board
by May 19 for full occupancy permit.
The Mayor and Board were updated on the John Baldwin matter.
After a discussion, the Mayor and Board authorized City Attorney Don Witt to
write Mr. Baldwin a letter giving him until May 19, 1987 to either have all
necessary papers filed with the City and approved, or remove all the
materials which have been hauled and deposited on the lot between Kellys and
Beverly Lumber.
The matter of easement along Highdrive for the water main to be
installed was discussed. It was decided to see if the construction company
actually needs the additional 20 feet to construct the line, and then talk
to Connie Strunk.
Brenner explained to the Mayor and Board where the Park Department
~ would like to install the monument in honor of Carolina and Lesslie Renner-
after a discussion on the matter, it was decided that all the Board members
and Mayor should look at the site before the next meeting.
Brenner had secured bids on spraying the weeds in the area where
the monument will be; they were verbal and he is waiting for the written
bids. It was understood that it would have to be sprayed twice a year to
keep down the weeds, account of the seeds.
The Boulevard Ordinance was discussed and the Mayor and Board are
to study it further and report at the next meeting.
City Attorney Don Witt presented the following check list for the
Woodbridge Foam company:
1. Completion of the Sewer line (inspection of sewer line); completion
of lift line (inspection of lift line) and Agreement by the 19th
of May.
2. Need the Sewer and Water line plans (as built) filed with the City
by May 15.
3. We need a complete and up dated plat for Platte Valley Industrial
Park, showing its filing and recordation information.
4. The Streets and their inspection by the City Engineer..
5. Do not have a development plan, need by May 15, 1987.
6. Do not have the drainage final agreement between Hydro Conduit and
~ Woodbridge Foam, need by May 15, 1987.
7. Building inspection.

The matter of Don Zelpher's application for business license and
special permit was discussed and City Attorney Don Witt said that he had
written Mr. Zelpher, but possibly he did not receive the letter at this
time.
Annex Auto Sales is to be checked to see if they are doing
business in accordance with the Ordinances.
City Clerk Betty Burch said that she has been subpoenaed as a
witness in the Circuit Court Proceeding concerning the Riverside Election.
City Clerk Betty Burch said that several Girl Scouts worked around
the City Hall and would like to issue Certificates of Appreciation. The
Mayor and Board were in favor of this.
The matter of employees being inured on the fob and the pay they
receive was discussed. It was the consensus of the Mayor and Board of
Aldermen that they receive an accident report whenever any employee is
in3ured and this should be received by them at the Board Meeting following
the injury. It was also brought up that the Mayor and Board should also
have reports of any vehicular accident involving City Employees. City clerk
Betty Burch and Chief Fred McDaniel agreed to this.
Peeler moved that the City has established a~policy of using
Workmen's Compensation Insurance, only in the event of an injury while on
duty, seconded by Karr, the roll was called and votes were as follows: Karr,
Burch, Best, Peeler, Wedua and Brenner voted aye.
There being no further business to come before the Board, upon
motion duly made, seconded and passed, meeting adjourned at 11:35 p.m.
