~ MINUTES OF REGULAR MEETING OF
~ BOARD OF ALDERMEN OP THE CITY OF RIVERSIDE, MISSOURI
MAY 5, 1987
A regular meeting of the Board of Aldermen of the City of Riverside,
Missouri was held in the City Hall in Riverside, Missouri on May 5, 1987 at
7:30 p.m. On a roll call, Aldermen Karr, Burch, Peeler, Wedua and Brenner
were present, Best absent; and Mayor Holmes called said meeting to order.
Three Girl Scouts from Troop 438 were present (Amy, Christi and
Jennifer) were present to receive certificates for the good work which was
done during the clean up week time in Riverside. Also Pride and Progress
presented them with a check for doing this work.
An application for Business License was presented by Frank Mayor, 5040
N.W. Woodridge. This would be for booking bands and would be by telephone
only at 4435 N. W. Gateway, PicWestern Plaza. This was approved subject to
the payment of the fee.
Edward Heller, 303 Brush Creek Blvd., Kansas City, Missouri, Attorney
for Art ~rysa, 6908 N.W. 79th Terrace (who also was present) questioned the
Mayor and Board as to why he should need a separate license to run the Car
Wash. After a discussion, the ~etter received from City Attorney Don Witt
was read, wherein it stated Mr. rysa would need a license for the Car Wash
and also the ordinance was read wherein a separate license would be needed
~ for the car wash. This matter would be returned to Mr. Witt.
Jimmy King, 5001 Northwood Road, presented an application for a house
at the said location. This was approved subject to formal approval of the
septic tank and payment of the fee.
Several people from Merrimac Street were present to discuss matters on
said street. There is a cistern which needs repairing and also a manhole.
These matters will be looked into.
A letter from Kansas City, Missouri Water Pollution Department
concerning an increase in the sewer charge after May 1, 1987.
The Minutes of April 28, 1987, were read and approved as corrected.
Peeler brought up the matter that the property between Red-X and the
Riverside Park .Plaza development namely John Filger's property has a
drainage problem and would like this to be checked out.
Brenner said he received one: bid which ;was from Bob Gieseke fors the
spraying of the-weeds around the area-where the Monument for Leslie and
Carolina is to be constructed for $40.00 per- hour, taking approximately 10
hours for total cost of approximately $400.U0. .
Karr moved that we accept Bob Gieseke's bid for the spraying of the
weeds at the location of Carolina and Leslie Renner's monument for the sum

$40.00 per hour, taking about 10 hours or for a total sum of $400.00,
seconded by Wedua, the roll was called and votes were as follows: Karr.
Burch, Peeler, Wedua and Brenner voted aye; Best Absent.
It was brought up that the city should be certain that the monument is
not on State Highway Property.
Brenner said that the seminar he and Ricki ~~~
attended concerning the
spraying of mosquitoes was quite helpful and they learned more about when
and type of spray to use.
The building on South Road which is not completed on the outside was
brought up.
In the absence of Chief Fred McDaniel, Officer Palmer said that they
were inviting the Mayor and Board to a Pot Luck Dinner on Saturday, May 9,
1987 at 6.30 P.M. at 412 Business Park Lane. This is for giving out awards
to the Public Safety people.
Mr. Gary McMichael, 4201 N. W. Merrimac, brought before the Mayor and
Board the trouble he was having parking his trucks at the said location.
That if he parked them in Riverside, the Riverside Police would give him a
ticket for parking in an no parking area and if he parked them across the
street, in Kansas City, Missouri, the Kansas City, Missouri Police would
ticket him. He said he would like to make his driveway wider and that would
solve the problem. It was suggested that he present an application for the
extension of the tubing under his driveway. He said he would do this.
Officer Palmer said that before Chief McDaniel left, he had prepared an
agenda for a couple proposals to be presented to the Mayor and Board. One
being Bullet Proof Vests. These would cost $347.95 each and would need to
purchase ten vests. This matter was discussed and it was the consensus of
the Mayor and Board of Aldermen that they would like to have a policy that
all the men will wear the vests, and that all the men understand this policy
and sign a statement saying they understand this, or something to that
effect.
The other matter Officer Palmer brought up was that there is going to
be a seminar for at Kansas City Evidencing Technician School on May 11 to
learn about crime scenes and investigation of same. Officer Palmer said
that Jim Baaghman was interested in this. The cost would be $200.00. He
said that there would be no overtime paid to the other officers on duty
account of Jim Baughman attending this seminar.
Wedua moved that Jim Baughman attend the Kansas City Evidencing
Technical School on May 11, 1987, at the cost of $200.00, seconded by Karr,
the roll was called and votes were as follows: Karr, Burch, Peeler, Wedua
and Brenner voted aye; Best absent.

Peeler reported on the securing of right of way for the water line down
Highdrive from the water tower. He said that Connie Strunk is willing to
give the right of way, however, she talked about the last time they used the
right of way for the drainage that they did not replace the fence. Peeler
said that the fence along her property would cost approximately $2400.00 and
that Connie Strunk would be willing to accept that amount should she decide
not to have the fence built. Peeler promised to restore the property as it
is now.
There being no further business to come before the Board, upon motion
duly made, seconded and passed, meeting ad3ourned at 12:09 a.m. May 6, 1987.
