SPECIAL MEETING
PLANNING AND ZONING COMMISSION
RIVERSIDE, MISSOURI
Monday, October 27, 2008
7:00 p.m.
The Planning and Zoning Commission for the City of Riverside, Missouri, met in special session in the Board of Aldermen
Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri.
Chair Barbara Snyder called the meeting to order at 7 :00 p.m. Answering roll call were Harold Snoderley, Ray Uhl, Al
Bowman, Evelyn Poe, Cheryl Melton, and Mayor Kathy Rose. Members absent: Aaron Locke, Stephen King, Art Homer and
Mark Salyer. Also present: Mike Duffy, Director of Community Development and Sarah Wagner, Administrative Clerk.
Approval of Minutes from Commissioner Evelyn Poe moved to approve the minutes of October 9,
October 9, 2008 2008.
Commissioner Harold Snoderley seconded and the motion passed.
Special Use Permit- 4400 Chair Barbara Snyder opened the public hearing at 7:00 p.m.
Mattox
Mike Duffy, Director of Community Development gave a staff report to
the Commission for a special use permit for 4400 NW Mattox Rd. He
explained that the applicant, Capital Electric Line Builders, has
applied for a Special Use Permit pursuant to Chapter 400.580 of
the Riverside Municipal Code. This request is for outdoor storage
for the electrical contractor. The outdoor storage will consist of
trucks, bucket trucks, backhoes and other ground equipment,
electrical boxes, poles and other large equipment associated with
the operation of this business.
The procedure for a Special Use Permit is Public Hearings before
the Planning Commission and the Board of Aldermen after
notification has been given in a paper of general circulation at
least 15 days before the hearing date and property owners within
185' of the subject property have been notified of such hearing.
These requirements have been fulfilled on this application.
Staff recommends approval of the Special Use Permit to allow outdoor
storage with the following conditions:
The applicant and the City work with Missouri Department of
Transportation to allow landscaping along the north property
line.
• The applicant submits an approved equipment site plan that
minimizes the visual impact of the outdoor storage.
There were no comments from the public. Chair Barbara Snyder closed
the public hearing at 7:07 p.m.
Commissioner Cheryl Melton move to recommend approval to
the Board of Aldermen the special use permit for 4400 NW
Mattox with the above stated conditions.
Commissioner Evelyn Poe seconded and the motion passed.
Change of Use Permit- Duffy gave a staff report for a change of use permit for 4400 NW
4400 Mattox Mattox Rd. He explained that the applicant, Capital Electric Line
Builders, is requesting a minor change of use permit to allow an office
and storage of vehicles, material and equipment associated with the
business at 4400 NW Mattox Road. There will be approximately 30
people in the office and about 187 full -time field employees. The
applicant has proposed to have both indoor and outdoor storage. The
indoor storage will consist of valuable materials and equipment such a
copper wiring. Outdoor storage (pending approval of a Special Use
Permit) will consist of vehicles, power poles, electrical boxes, and other
large equipment associated with the business. The request is in
accordance with adopted policies and plans and is compatible with
surrounding land uses; therefore, staff recommends approval of the
minor change of use permit in conjunction with approval of the Special
Use Permit.
Commissioner Ray Uhl moved to approve the change of use
permit for 4400 NW Mattox Rd.
Commissioner Harold Snoderley seconded and the motion passed.
Adjournment Commissioner Al Bowman made a motion to adjourn.
