REGULAR MEETING
PLANNING AND ZONING COMMISSION
RIVERSIDE, MISSOURI
Thursday, July 24, 2008
7:00 p.m.
The Planning and Zoning Commission for the City of Riverside, Missouri, met in regular session in the Board of Aldermen
Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri.
Mayor Kathy Rose called the meeting to order at 7:00 p.m. Answering roll call were Harold Snoderley, Ray Uhl, Al Bowman
Art Homer, Cheryl Melton, Stephen King, Aaron Locke and Evelyn Poe. Members absent: Barbara Snyder and Mark Salyer.
Also present: Mike Duffy, Director of Community Development and Sarah Wagner, Administrative Clerk.
Approval of Minutes from Commissioner Harold Snoderley moved to approve the minutes of June
June 12, 2008 12, 2008.
Commissioner Ray Uhl seconded and the motion passed.
Commissioners Evelyn Poe, Aaron Locke and Stephen King abstained
from voting.
Minor Change of Use- 617 Mike Duffy, Director of Community Development, gave a staff report
Business Park Lane for a minor change of use permit for NTZ Metals at 617 Business Park
Lane. The applicant is requesting a minor change of use permit to allow
the wholesale and purchasing of precious metals at this location. They
will have two employees at this location. The property is zoned "-
Industrial" which permits this type of warehousing use. The site has
adequate parking and no outdoor storage is proposed. As of this time
no exterior changes are proposed to the site. The request is in
accordance with the adopted policies and plans and is compatible with
the surrounding land use; therefore, staff recommends approval of the
minor change of use permit.
Commissioner Harold Snoderley asked what was being referred to as
precious metals.
Long Orr, representing NTZ Metals replied that it would mostly be
silver and gold that has been purchased from pawn shops, coin
collectors and jewelry stores. It is taken and melted down, weighed and
shipped to Dallas, Texas to be refined.
Commissioner Art Homes asked if there would be any type of fumes
produced from the melting process.
Orr replied that there would be nothing significant.
Mayor Rose asked what they planned to do for security.
Orr replied that no metal would be left on the property overnight.
Commissioner Snoderley asked if they purchased metals from
individuals.
Orr replied that they do not.
Commissioner Al Bowman moved to approve the minor change of use
permit for NTZ Metals at 617 Business Park Lane.
Commissioner Aaron Locke seconded and the motion passed.
Major Change of Use Duffy gave a staff report for a major change of use permit for Baker
Permit- 208 NW Plaza Distributing Company at 208 NW Plaza Drive. The applicant is
Drive requesting a major change of use permit to allow warehousing and
storage of heating and air conditioning products as well as the sale and
distributing of these products. They will have seven employees at this
location. The property is zoned "I- Industrial' which permits this type
of warehousing use. The site has adequate parking and no outdoor
storage is proposed. As of this time no exterior changes are proposed to
the site. The request is in accordance with the adopted policies and
plans and is compatible with the surrounding land use; therefore, staff
recommends approval of the major change of use permit.
Commissioner Cheryl Melton commented that the Commission has
been seeing a lot of warehousing change of use permits.
Mayor Rose commented that most of them are for small businesses.
Duffy explained that Riverside is moving away from manufacturing in
many areas because a lot of the businesses are outgrowing the space
available. The Horizons Development will add about 12,000 new jobs
to Riverside over the next four years and allow for larger manufacturing
opportunities. The older facilities are not sized for large businesses and
may be part of a redevelopment plan in the future.
Commissioner Melton asked what will be different with the Horizons
Development that will keep this situation from happening again.
Duffy explained that Horizons will offer many different options. This
development will have 450 square foot spaces with 40 foot clearance.
Commissioner Homer commented the he did not want a change of use
permit to be like a rubber stamp.
Duffy replied that a change of use is unique to Riverside and is intended
to help monitor the businesses in Riverside. Staff will be proposing
some changes to the UDO that will include the change of use permits at
the August 28" meeting.
Commissioner Stephen King moved to recommend approval of the
major change of use permit to the Board of Alderman for Baker
Distributing Company at 208 NW Plaza Drive.
Commissioner Evelyn Poe seconded and the motion passed
General Discussion Duffy updated the Commission on the outstanding change of use
permits for Whitley Wood and Tree and Game Time Athletics. He
explained that he met with the owner of the property, Nick McFee about
applying for a special use permit to allow outdoor storage.
Commissioner Melton asked if the City could shut down businesses that
violate City codes.
Duffy replied that if the Commission denies the special use the business
could no longer operate.
Adjournment Commissioner Harold Snoderley made a motion to adjourn.
Commissioner Ray Uhl seconded and the meeting was adjourned.
