REGULAR MEETING
PLANNING AND ZONING COMMISSION
RIVERSIDE, MISSOURI
Thursday, June 12, 2008
7:00 p.m.
The Planning and Zoning Commission for the City of Riverside, Missouri, met in regular session in the Board of Aldermen
Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri.
Chair Barbara Snyder called the meeting to order at 7:00 p.m. Answering roll call were Harold Snoderley, Ray Uhl, At
Bowman, Mark Salyer, Art Homer, and Mayor Kathy Rose. Members absent: Aaron Locke, Stephen King, Evelyn Poe and
Cheryl Melton. Also present: Jackie Carlson, Shafer, Kline and Warren, Inc. and Sarah Wagner, Administrative Clerk.
Approval of Minutes from Commissioner Ray Uhl moved to approve the minutes of May 22, 2008.

Commissioner Al Bowman seconded and the motion passed.
Minor Change of Use- 75 Jackie Carlson with Shafer, Kline and Warren Inc. gave a staff report
Business Park Lane for a minor change of use permit for Luke Draily Construction at 75
Business Park Lane. The applicant is proposing approximately 4,175
square feet of office space and 4,285 square feet of warehouse space
and indoor storage. They are anticipating approximately 12 employees
at this location. The property is zoned "I- Industrial" which permits this
type of general contractor use. The site has adequate parking and no
outdoor storage is proposed. As of this time no exterior changes are
proposed to the site, however office spaces will be constructed on the
main level of the building. The request is in accordance with the
adopted policies and plans and is compatible with the surrounding land
use; therefore, staff recommends approval of the minor change of use
permit.
Commissioner Uhl asked if there were any plans to paint the outside of
the building.
Darrin Ingram with Luke Draily Construction said that they do have
plans in the future to paint the building and replace the windows and
add some other elements to dress up the exterior of the building.
Commissioner Uhl expressed an interest in keeping the mark on the
building where the flood of 1993 reached.
Ingram said the he didn't see any problem on keeping that.
Commissioner Art Homer moved to approve the minor change of use
permit for Luke Draily Construction at 75 Business Park Lane.
Commissioner Bowman seconded and the motion passed.
Minor Change of Use Commissioner Mark Salyer moved to table the minor change of use
Permits -4141 Riverside permits for Whitley Tree Service and Game Time Athletics, both at
Street 4141 Riverside Street.
Commissioner Harold Snoderley seconded and the motion passed.
General Discussion Carlson explained to the Commission that staff is looking into making
some changes to the Unified Development Ordinance (UDO)
concerning change of use permits. All change of use permits use to go
before the Board of Aldermen. Now the least intense ones are approved
administratively. Ones of moderate intensity are approved by the
Planning Commission and the most intense ones are approved by the
Board of Aldermen. Staff would like to amend the UDO so that any
change of use that was going to a Tier I would be approved
administratively.
Chair Snyder commented that she would like to see things more
streamline.
Commissioner Salyer commented on the change of use applications that
the Commissioner just tabled regarding the businesses at 4141 Riverside
Street. He said that there were a lot of codes violations.
Carlson replied that originally the City's codes enforcement officer had
been working with the businesses at this location. That is why staff
decided to proceed with the change of use. However, at a site visit
today it appeared that they were not in compliance.
Commissioner Salyer asked if the Commission could deny approval if
the site was still not in compliance.
Carlson replied that they could, however the businesses can appeal to
the Board of Aldermen.
Carlson said that there was another amendment to the UDO that staff
would like to do involving political sings. She also said that in the
future there will be an application asking to rezone an area of land in
Horizons from "GP- General Planned" to "PD- Planned Development"
as well as an amendment to the PD to incorporate more land.
Commissioner Snoderley asked if Argosy Parkway was to open soon.
Commissioner Salyer said that Argosy Casino was really pushing to get
it finished.
Commissioner Salyer asked if there was anything in the UDO that
required builders to sod empty lots if no work has been done on them in
6 months or so.
Carlson replied that she would check the UDO and look and possible
amendments.
Commissioner Uhl asked if there were any stipulations on trailers being
parked in yards.
Carlson replied that there regulations on the size of trailers allowed in
residential areas.
Commissioner Uhl asked if the Commission could meet to have a
discussion workshop.
Carlson replied that the Commission could do so as long as an agenda is
posted. Staff has talked about doing some workshops in the future with
the Commission.
Adjournment Commissioner Al Bowman made a motion to adjourn.
Commissioner Uhl seconded and the meeting was adjourned.
