REGULAR MEETING
PLANNING AND ZONING COMMISSION
RIVERSIDE, MISSOURI
Thursday, July 26, 2007
7:00 p.m.
The Planning and Zoning Commission for the City of Riverside, Missouri, met in regular session in the Board of
Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri.
Chair Barbara Snyder called the meeting to order at 7:00 p.m. Answering roll call were Harold Snoderley, Ray Uhl,
At Bowman, Barbara Snyder, Raye Sanders, Mark Salyer, Evelyn Poe, Aaron Locke, Stephen King and Mayor
Kathy Rose. Also present: Jeff Rupp, Director of Public Works and Sarah Thompson Administrative Clerk.
Approval of minutes Commissioner Harold Snoderley moved to approve the minutes
from June 28, 2007 from June 14, 2007.
Commissioner Raye Sanders seconded and the motion passed.
Commissioner Stephen King abstained from voting.
Land Disturbance Jeff Rupp, Director of Public Works gave a staff report to the
Permit: Brian Guthrie — Planning Commission. He explained that on July 9 activity was
5015 NW Strathbury reported at 5015 NW Strathbury and no permit had been issued.
Drive The property owner was not aware that one was needed and work
was stopped while the property owner began the application
process and has been following the UDO criteria to get a Land
Disturbance Permit.
The property in question has a very large ravine that runs through
a portion of it that the property owner wishes to fill. The area is
less than ' / of an acre so no permit is needed from the state.
The City Engineers have reviewed the plans and the only
requirement was that the owner properly place sediment and super
sediment fences in specific locations until the project is complete.
Three of the four surrounding property owners have voiced their
support of this project. Now that the property owner is aware of
the procedure for this project he is following it. City staff
recommends approval for this project.
Commissioner Uhl asked if this was something that the developer
should have been responsible for.
Mayor Rose commented that this particular builder has had
several problems in the City and the owner is most likely doing
this project himself because he is tired of dealing with the builder.
Commissioner Uhl commented that the Commission and the City
needs to watch builders better.
Rupp replied that the City has much better checks and controls
now, than when this builder was in Riverside.
Commissioner Poe asked if the sediment fences were going to
have to stay up permanently.
Rupp replied that the fences would only have to stay up until the
project is completed.
Commissioner Salyer asked if the applicant was doing the work or
if a contractor was doing it.
Rupp replied that the applicant was doing the work.
Commissioner Salyer asked if the City would be out to inspect
that it is being done properly.
Rupp replied that the City would have inspectors out there daily.
Commissioner Uhl asked if the applicant was paying for this
project or if the developer was.
Rupp replied that the applicant was paying for everything because
he is tired of maintaining the weeds and would like the area to be
useable.
Commissioner Snoderley moved to approve the Land Disturbance
Permit for Brian Guthrie.
Commissioner King seconded and the motion passed
General Discussion Commissioner Poe asked about the removal of the rip wrap by the
library.
Rupp explained that the rip wrap was not working well in that
area, so the City put scour stop down, which is a new product. It
is like the plastic rings that hold 6 -packs of pop together. They
have large steal posts to hold it in place. Eventually grass will
grow up through it and it will be able to be mowed over.
Commissioner Uhl asked what is going to be done with the
detention pond by Red X.
Mayor Rose explained that it is something that the City is
discussing with the streetscape committee and looking at getting
rid of.
Adjournment Commissioner Bowman moved to adjourn the meeting.
Commissioner Poe seconded and the motion passed.
Meeting was adjourned at 7:27 pm
