HomeMy WebLinkAbout2007-03-22 Planning & Zoning Commission MinutesMINUTES REGULAR MEETING PLANNING AND ZONING COMMISSION RIVERSIDE, MISSOURI Thursday, March 22, 2007 7:00 p.m. The Planning and Zoning Commission for the City of Riverside, Missouri, met in regular session in the Board of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri. Chair Barbara Snyder called the meeting to order at 7:00 p.m. Answering roll call were David Hurt, Evelyn Poe, Harold Snoderley, Ray Uhl and Mayor Kathy Rosw. Members absent: Al Bowman, Stephen King, Aaron Locke, Mark Salyer and Raye Sanders. Also present: Brent Miles, Director of Planning and Economic Development and Sarah Thompson Riverside Intern. General Discussion Chair Barbara Snyder opened the meeting with general discussion as the Commission waited on one more member to arrive to make quorum. Brent Miles, Director of Planning and Economic Development addressed the Commission. He explained that the Unified Development Ordinance (UDO) had been codified and members of the Commission had received their copies to reference. He explained that there is a list of about ten items in the UDO that need some revisions and urged the Commission to look over the UDO to see if there are any other revisions they would like to see. Miles added that the City has met with the judge and the judge has a few changes he would like to see in the UDO as far as penalties so that it can be interpreted better. Miles also added that some sections are not consistent with some of the others. Miles said that he hopes to have these changes made and brought before the Commission the second meeting in April. In addition, he told the Commission that the City will be adopting the new 2006 Building Code. That will not go before the Planning and Zoning Commission; however, Miles hopes to present the new Building Codes with the amendments to the UDO to the Board of Aldermen at the same time. Miles told the Commission that there is a new application for a TIF project that will be presented to the Commission soon. It will be from the same developer as Briarcliff West and will be an extension of that development. This will be roughly an $85 million plan that will incorporate around 270 new residential units as well as some commercial units. It will also have some trails, new signage for Indian Hills and an unique water feature. It will be going through TIF in the next few months and is anticipated to come before the Commission in May. Commissioner Stephen King entered the meeting and a quorum was present. Approval of Minutes from Commissioner Evelyn Poe made a motion to approve the minutes of the March 8, 2007 regularly scheduled meeting on March 8, 2007, with a correction to her statement on page 4 from reading "Commissioner Poe expressed some concerns about trees blocking the view in the median after they mature" to "Commissioner Poe expressed some concerns about not having enough room for the trees in the median after they mature, and removing an incorrectly written comment of Commissioner Poe's on Page 5. Commissioner Poe motioned to approve the Minutes from March 22, 2007 Commissioner Ray Uhl seconded and the motion passed. Public Hearing: To Miles asked that the Public Hearing to consider a request for a Consider a Request for a Preliminary Development Plan for the Riverside - Quindaro Bend Levee Preliminary Development District to be tabled until the next regular meeting. The Levee District Plan for the Riverside- was still conducting internal discussions with their board. They are on a Quindaro Bend Levee tight budget and still need to discuss matters. District Commissioner Harold Snoderley moved to table the Public Hearing to consider a request for a Preliminary Plan for the Riverside - Quindaro Bend Levee District until the next regular meeting. Commissioner David Hurt seconded and the motion passed. Land Disturbance Permit: Miles addressed the Commission with the plans for Park Hill South Park Hill South High High School's updates to some of their sports fields. He explained to School the Commission that they had two plan sheets. The first one showed the existing lay out of the sports fields. Currently, Park Hill South has four tennis courts, one baseball field, one softball field, football field and a practice soccer field. In their new design they will be adding four additional tennis courts, reconfiguring and moving the baseball and softball fields and constructing the new district soccer stadium between the tennis courts and the baseball field. The football stadium will stay the same. The new soccer stadium will have bleachers and a press box, as a result, Park Hill South School Officials have been working with the City's Building Inspector on this. The school is still waiting to get a minor permit form the state. They will not release the permit until the City has approver the Land Disturbance Permit and the City usually does not approve a Land Disturbance permit with out the State's approval first. They City has agreed to the Land Disturbance Permit as long as the School does not begin work until after they have received approval from the State. Commissioner Snoderley commented that the plans look nice Mayor Rose commented that all the structures look as if they are in very close proximity to one another and hopes it won't be crowded. Commissioner Hurt asked if there would be any parking problems with conflicting events. Paul Kelley from Park Hill South High School explained that it was a concern for some events but the athletic directors would be working on a schedule that would minimize this. Mayor Rose asked if the soccer field would have real grass or artificial turf. Kelley responded that due to the use and placement of the field it would have artificial turf. Commissioner Stephen King asked if there were any problems or concerns for the runoff of these new structures. Miles explained that Shaffer, Kline and Warren (SKW) the City's engineering firm, had reviewed the plans. Recommendations and changes were made with grading and storm water management so that the runoff would not exceed what is there currently. Mayor Rose expressed some concerns with the new baseball field being moved closer to the residential area. Kelley assured the Mayor that the out field fence is at 350 ft so that the surrounding neighborhood would be protected from stray balls. Miles told the Commission that under the City's new process Land Disturbance Permits no longer go to the Board of Aldermen. Miles explained that the City plans to put a report together for the Board of Aldermen so they are aware of what is going on with projects that do not need their final approval. Chair Snyder asked what the timeline for the Park Hill South High School sports field improvements would be. Kelley replied that they would like to get started as soon as possible and hope to have it all completed in time for sports in the fall. Commissioner King motioned to approve the Land Disturbance Permit for Park Hill South High School with a contingency on final State Approval. Commissioner Sonderley seconded and the motion passed General Discussion Nancy Parrot of 5027 NW Woodside addressed the Commission. She was concerned about the houses being built in the Gatewoods Subdivision. Her house is built with a variance on the set back. The house behind her was also built with a variance on the setback. As a result, the house behind her is very close and sits up much higher and is very imposing. She explained that from the street or the side it does not look that bad, but once you are in the back yard it is very close. Miles explained the process for variance set backs. The developer has the area surveyed and the posts are set for the house, then the area is surveyed again before the foundation is poured. When there is a hearing for a variance notices are sent out to the near by residence. The problem with a new subdivision is that most of the variance and notices are sent out before many people have purchased the houses that would be affected by the variance. He also explained that Gatewoods Subdivision was platted for patio homes and the houses there are much bigger, leaving little room for yards. Miles said that there are approximately three lots left in Phase I and that these considerations would have to be made in Phase III. It is very difficult to deal with this problem after the lots are already platted Commissioner Hurt asked what the distance between Parrot's house and her property line. Miles replied that he thought it was around 25 feet. He offered to go over the plans in more detail with Parrot after the meeting. Additional Discussion Commissioner Uhl requested that whenever possible that the packets and presentations to the Commission include actual pictures of existing areas in question. He finds it very difficult to accurately visualize projects from plans alone. Several other Commissioners agreed. Adjournment Commissioner Hurt motioned to adjourn. Commissioner Uhl seconded and the motion passed.
