HomeMy WebLinkAbout1204 Approving Specifications 41st Street West and Helena Road ProjectBILL NO. 2013-027 ORDINANCE NO. 1aQq AN ORDINANCE AUTHORIZING AND APPROVING THE SPECIFICATIONS FOR THE CONSTRUCTION OF CERTAIN PUBLIC INFRASTRUCTURE KNOWN AS THE 41 STREET WEST AND HELENA ROAD PROJECT WHEREAS, there is an opportunity for a new manufacturing facility to be located in the area known as Riverside Horizons; and WHEREAS, the opportunity involves the construction of a facility that is over 250,000 square feet, with an anticipated total capital investment of over $40 million within the next two years and the creation of over 250 full -time permanent jobs; and WHEREAS, certain infrastructure will have to be constructed to serve this project, as well as other future projects, to be located adjacent to the proposed site of the current opportunity; and WHEREAS, the initial infrastructure project specifications that require Board approval for what will be known as the 41 Street West and Helena Road Project is attached hereto and incorporated herein as Attachment A; and WHEREAS, the construction of this additional public infrastructure by the City fulfills a public purpose and will further the growth of the City, facilitate the development of the entire Horizons site, improve the environment of the City, foster increased economic activity within the City, increase employment opportunities within the City, and otherwise be in the best interests of the City by furthering the health, safety and welfare of its residents and taxpayers; and WHEREAS, it is in the best interest of the City, in order to further the objectives of the industrial and economic development of the City, for the Board to approve the attached specifications for public infrastructure construction for the 41 Street West and Helena Road Project, and authorize the City Administrator to seek competitive bids pursuant to the City Code, including, but not limited to, Chapter 135. NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF ALDERMEN OF THE CITY OF RIVERSIDE, MISSOURI AS FOLLOWS: SECTION 1. BEST INTEREST OF THE CITY. It is in the best interest of the City, in order to further the objectives of industrial and economic development of the City, to approve the attached specifications as amended for public infrastructure construction for the 41 Street West and Helena Road Project, attached hereto as Exhibit A and incorporated herein, and further authorize the City Administrator to seek competitive bids pursuant to the City Code, including but not limited to Chapter 135. The Mayor, City Administrator, Special Counsel to the City - Spencer Fane Britt & Browne LLP, and other appropriate officials and employees of the City are hereby authorized and directed to take such further action related thereto as is otherwise necessary or desirable to carry out and comply with the intent of this Ordinance. SECTION 3. EFFECTIVE DATE. This Ordinance shall be in full force and effect from and after its passage and approval. An addendum will be issued upon resolution of the pending issues. April 16, 2013 Michael Duffy, Director of Community Development City of Riverside, Missouri 2950 NW Vivion Road Riverside, MO 64150 Re: 41 Street— Mattox Road to Helena Road Helena Road — 43 Street to 41 Street Dear Mr. Duffy, HDR staff has reviewed the provided Specifications and revised Construction Plans prepared by Renaissance Infrastructure Consulting dated April 15, 2013 for the referenced project. Below are our revised comments. Division 1 General Requirements 2130 EARTHWORK Paragraph l.a. references topsoil stripping to be incidental to the bid item "Common Excavation ". There is no such bid item listed. Are you referencing "Unclassified Excavation "? 02400 SEEDING, SODDING Paragraph l.a. Reference is made to APWA Section 2400 Mix #1. APWA has a Type A and a Type B seeding mix. Are you referring to Type A? Sheet 2 of 21 The pipe design table for Line "H" refers to a 72" diameter outlet pipe. The plans have been revised to dual 36" pipes on Sheet 13. The rating curve for a single 72" outlet pipe from the detention basin is not equivalent to a rating curve for the dual 36" pipes. Please submit detention basin calculations for review. Sheet 13 of 21 �+ Original Comment: 2. "Open Top Structure" H2, what does this mean? Will there be an 8'x 5' box, 6' deep with no lid or grate? This is not a standard APWA structure; detail will be needed within the plan set. RIC Response: Per our conversations with the City, this is the solution agreed upon. A detail has been added to the plans. Additional comment: Check box size, 8'x5' does not appear to be big enough. Regardless, per KCAPWA Detail JB -1, structures larger than 7' in width require special structural detail. Original Comment: 3. Line H will be problematic. It will sit full of water in normal conditions and continually fill with debris and sediment plugging the "down stream" outlet. This will create a maintenance problem. Consider other alternatives including open channel above the existing gas line. RIC response: Per our conversations with the City, this is the solution agreed upon. Additional comment: What occurs when the pipe and /or structure clogs? Are there any structures upstream that will be susceptible to flooding? What are the minimum building opening elevations in relationship to the overflow path? Provide an emergency spillway to convey the 100 year storm in the event the system is clogged. For ease of future maintenance provide a level working platform adjacent to the structure and an access path to the structure suitable for a rubber tire backhoe. Revise the hand rail /trash rack detail to be removable for ease of maintenance. Per the detail, is the wall thickness of 6" and steel placement adequate to accommodate the proposed 2" galvanized steel pipe? If these comments are addressed HDR would support City approval of the design plans. These revisions could be made either pre- advertisement or by addendum.
