AN ORDINANCE APPROVING THE FINAL PLAT OF MINOR PLAT OF RIVERSIDE
HORIZONS WEST FIRST PLAT, A SUBDIVISION OF THE CITY OF RIVERSIDE, PLATTE
COUNTY, MISSOURI.
WHEREAS, Application No. PC13 -07FP, submitted by North Point Development
requesting approval of the final plat for Riverside Horizons West First Plat, a minor subdivision in
the City of Riverside, Platte County, Missouri, was referred to the Planning Commission; and
WHEREAS, the Planning Commission considered the application on April 11, 2013 and
rendered a report to the Board of Aldermen recommending that the final plat be approved; and
WHEREAS, the City of Riverside has determined that, pursuant to Section 400.790.F of
the Municipal Code of the City of Riverside, it is appropriate to defer the provision of public
improvements required for Lots 1, 2, 4 and 5 until such time as those improvements are needed
for those lots subject to the conditions established in this Ordinance; and
WHEREAS, the City of Riverside and North Point Development have agreed to enter into
the Horizons West Infrastructure Agreement in -lieu of a performance bond to ensure the
completion of the deferred improvements; and
WHEREAS, that it is in the best interests of the City of Riverside, Missouri to approve
the final plat of Riverside Horizons West First Plat as set forth herein;
NOW THEREFORE, BE IT ORDAINED BY THE BOARD OF ALDERMEN OF THE
CITY OF RIVERSIDE, MISSOURI, AS FOLLOWS:
SECTION 1 — APPROVAL OF FINAL PLAT. That the Final Plat of Minor Plat of
Riverside Horizons West First Plat, a subdivision of the City of Riverside, Platte County,
Missouri, a true and correct copy of which is attached hereto and incorporated herein, is
hereby approved, platting the property legally described in Exhibit "A" attached hereto.
SECTION 2 — APPROVAL OF DEDICATION That the City of Riverside approves
dedication of the streets, municipal uses, easement, access, and utilities shown on the plat, not
heretofore dedicated to the public on property owned by the City as shown on the plat.
SECTION 3 - ACCEPTANCE OF DEDICATION That the City of Riverside hereby
further accepts the dedication of on the plat of all streets, municipal uses, easement, access, and
utilities shown on the plat, not heretofore dedicated to the public is hereby accepted for the
purpose as therein set out.
SECTION 4 — ACCEPTANCE OF EASEMENT DEDICATION. That the dedication to the
City Riverside of an easement or license to locate, construct and maintain or to authorize the
location, construction and maintenance and use of conduits for all or any purpose, water, gas,
sewer mains, poles and wires or all or any of them, over under and along the strips of land marked
"UTILITY EASEMENT" or "U/E" is hereby accepted for the purpose as therein set out.
SECTION 6 — REPEAL OF ORDINANCES IN CONFLICT. All ordinances or parts of
ordinances in conflict with this ordinance are herebv repealed.
SECTION 6 — SEVERABILITY CLAUSE. The provisions of this ordinance are severable
and if any provision hereof is declared invalid, unconstitutional or unenforceable, such
determination shall not affect the validity of the remainder of this ordinance.
SECTION 7 — EFFECTIVE DATE. This ordinance shall be in full force and effect from
and after the date of its passage and approval.

The Southeast Quarter of the Southwest Quarter of Section 6, Township 50 North, Range 33 West, Riverside,
Platte County, Missouri.
TRACT IT
A tract of ground 25 feet in width described as follows: Commencing at the Northwest corner of the Northeast
Quarter of Section 7, Township 50 North, Range 33 West, Riverside, Platte County, Missouri, thence South along
the centerline of said Section 7, a distance of 25 feet; thence East along a line parallel to the North line of said
Section 7 to the West right of way line of Mattox Road; thence North along the West right of way line of Mattox
Road to the North line of Section 7; thence West along the North line of said Section 7 to the Point of Beginning.
TRACT III:
A tract of ground 25 feet in width described as follows: Commencing at the Southwest comer of the Southeast
Quarter of Section 6, Township 50 North, Range 33 West, Riverside, Platte County, Missouri, thence East along
the South line of Lots 1 and 2 of Partition Plat of the George Roberts Estate (located in the East % of Section 6,
Township 50 North, Range 33 West) to the Southeast corner of Lot 2 of said Partition Plat of George Roberts
Estate, said point being the right of way of Mattox Road; thence North along the East line of said Lot 2 of the
Partition Plat of the George Roberts Estate, 25 feet; thence West along a line parallel to the South lines of said
Lots I and 2 of the Partition Plat of the George Roberts Estate (which said South line runs along the South line of
Section 6) to the West line of Lot 1 of said Partition Plat of the George Roberts Estate (which said West line runs
along the North -South centerline of Section 6) thence South along the West line of said Lot 1 of the Partition Plat

East in a line parallel to the South line of said Section 6, 1024.4 feet to the East line of said Lot 2; thence South

Horizons West First Plat
General Information
Applicant: NorthPoint Development
Location: Property west of NW Mattox Road and south of NW 43 Street
Application: Final Plat (Major Subdivision)
Zoning: PD- Planned Development
Existing Land Use: Undeveloped
Proposed Land Use: Light Industrial
Site Area: Approximately 67 Acres
Number of Proposed Lots: 5 Lots and 2 Tracts. The tracts will be utilized for stormwater
detention and will be held by public ownership.
Procedure: This application is a major subdivision within the UDO. The final plat will be reviewed by
the Planning Commission and final action will be taken by the Board of Aldermen.
Overview
The applicant, NorthPoint Development, is proposing a new light industrial development on the west side
of Horizons Parkway.
Site Layout & Improvements: The land included in the plat is undeveloped. The City will partner with
the developer to install infrastructure to and within the site. This plat proposes the extension of NW 41s'
Street (east and west), the construction of NW Helena Road (north and south), and NW 40 Street that
will run east and west at the southern boundary of the plat. The City has been awarded Community
Development Block Grant (CDBG) funds to assist with the construction of 41s Street, a portion of
Helena Road and sanitary sewer extensions. These improvements are estimated at $1.75 million. The
remaining infrastructure will be completed by the developer as articulated in the Developer's Agreement.
With the completion of the infrastructure improvements, all proposed lots will have direct access to the
transportation network and public services.
Conformance to City Regulations & Preliminary Plat: The plat and proposed use are in conformance
with the Comprehensive Master Plan as the plan identifies the area as innovation & industrial. The final
plat is also in compliance with the approved preliminary plat.
Recommendation
Staff finds the application in conformance with the Comprehensive Master Plan, UDO and adopted
policies and procedures, and therefore, recommends approval of the Final Plat.
