Minutes of Regular Meeting of
Board of Aldermen of City of Riverside, Missouri
July 11, 2006
A regular meeting of the Boazd of Aldermen of the City of Riverside, Missouri, was held in the
City Hall, of Riverside, Missouri, on July 11, 2006 at 7:30 p.m.
Those in attendance were Mayor Kathy Rose, Aldermen Jones, Darata, Bruns, Hurt, Beazd and
Super.
Also present were David Blackburn, City Administrator, Louise Rusick, City Clerk, Captain Gary
McMullin, Brent Miles, Duector of Planning & Economic Development, John Jackson, City Engineer and
John McClelland, City Attorney.
Visitors Comments Mayor Rose introduced the new General Manger for Argosy, Tom Burke. Mr.
Burke stated he has moved back to Platte County. Mr. Burke said this is an
exciting yeaz ahead with the completion of the hotel and this will hopefully,
attract more mid-week business.
Irene Paulhe, 4700 Petronella Lane congratulated the boazd for the Fireworks
operations this year.
Minutes, June 6, 13, 20, Alderman Hurt moved that the minutes of June 6th and June 13th be approved and
and 6/29, 2006 June 20`s and June 29th coaected and approved, seconded by Alderman Dazata,
Approved the vote was:
Aye: Aldermen Hurt, Beard, Bruns, Jones Super and Darata.
Motion carries.
Public Hearing Opened Mayor Rose opened the Public Hearing at 7:40 p.m to consider a request for a
Special Use Permit for the Sale of Used Motor Vehicles at 4403 NW Gateway.
Public Hearing Alderman Jones moved to continue the Public Hearing until the July 18's
Continued meeting, seconded by Alderman Bruns the vote was:
Aye: Aldermen Super, Darata, Bruns, Beazd, Jones and Hurt.
Motion carries.
Cliffview Road Alderman Beazd asked if we could go to unit pricing. Attorney John
Re-construction McClelland said this cannot be done because the job has already been bid.
Alderman Super suggested an addendum and John McClelland said this
would be making a very dramatic change and a change order would have to
be submitted.
Alderman Beazd suggested leaving this as a lump sum bid and in the future
to do everything as unit pricing.
Public Safety Captain McMullin said everything with the Fireworks vendors was fine, all
Comment uneventful, and everyone was happy with the results at the Fireworks meeting
with the reduced number of vendors.

Bill No. 2006-90 Alderman Beard moved to place Bill No. 2006-90 on its first reading,
Payment of said Bill authorizing the payment of certain indebtedness listed therein,
Indebtedness seconded by Alderman Jones, the vote was:
Aye: Aldermen Jones, Super, Darata, Beard, Bruns and Hurt.
Motion carries.
Ordinance No. 2006-90 Alderman Darata moved to place Bill No. 2006-90 on its second reading,
Approved and upon passage of same become Ordinance No. 2006-90, seconded
by Alderman Hurt, the vote was:
Aye: Aldermen Jones, Dazata, Beard, Super, Bruns and Hurt.
Motion carries.
Bill No. 2006-91 Alderman Super moved to place Bill No. 2006-91 on its fast reading, said
Extension of Prof- Bill approving the form of, and authorizing the City to complete and execute
essional Services/ an agreement for extension of Professional Services by and between the
for A.R. Keckler City of Riverside and A.R. Keckler, seconded by Alderman Beazd, the vote
was:
Aye: Aldermen Dazata, Bruns, Hurt, beazd, Jones and Super.
Motion carries.
Ordinance No. 2006-91 Aye: Aldermen Beard moved to place Bill No. 2006-91 on its second reading,
Approved and upon passage of same become Ordinance No. 2006-91, seconded by
Alderman Bruns, the vote was:
Aye: Aldermen Jones, Darata, Beard, Super Hurt and Bruns.
Motion carries.
Bill No. 2006-92 Alderman Beazd moved to place Bill No. 2006-92 on its first reading, said Bill
Agreement with City/ approving the form of, and authorizing the Mayor to complete and execute, an
R.L. Buford & Assoc. agreement for professional services by and between the City of Riverside,
Missouri and C.E.K. & Associates, Inc. (d/b/a R.L. Buford & Associates) for the
provision of surveying services for an amount not to exceed $1,600, seconded
by Alderman Hurt, the vote was:
Aye: Aldermen Super, Darata, Bruns, Beazd, Hurt and Jones.
Motion carries.
Ordinance No. 2006-92 Alderran Jones moved to place Bill No. 2006-92 on its second reading,
Approved and upon passage of same become Ordinance No. 2006-92, seconded
by Alderman Bruns, the vote was:
Aye: Aldermen Beard, Bruns, Darata, Jones, Super and Hurt.

Bill No. 2006-93 Alderman Hurt moved to place Bill No. 2006-93 on its first reading, said Bill
Approv. Amends. Approving the Amendments to the L-385 Levee Redevelopment Plan, as
to the L-385 Levee Amended; Approving Redevelopment Project III and the and the Inclusion of
Redev. Plan, approving the Redevelopment Project Area VIII within the L-385 Levee Redevelopment
Project III & inclusion Redevelopment Plan, as amended; approving the designation of the Redeve-
of Redev. Proj VIII... lopment Project Area I/III; Approving the adoption of Tax Increment Financing
for Redevelopment Project III and the Redevelopment Project Area VIII; for and
Approving other actions related thereto, seconded by Alderman Darata, the vote
was:

Ordinance No. 2006-93 Alderman Beard moved to place Bill No. 2006-93 on its second reading,
Approved and upon passage of same become Ordinance No. 2006-93, seconded
by Alderman Jones, the vote was:
Aye: Aldermen Darata, Super, Jones, Hurt Beazd and Bruns.
Motion carries.
Bill No. 2006-94 Alderman Beard moved to place Bill No. 2006-94 on its first reading, said Bill
Approv. Agreement Approving the Form of, and Authorizing the City to complete and execute, an
with Williams, Spurgeon agreement by and between the City of Riverside, Missouri and Williams,
Kuhl & Freshnock Spurgeon, Kuhl, & Freshnock Architects, Inc. for consulting services for an
Architects, Inc. amount not to exceed $15,000, seconded by Alderman Jones, the vote was;
Aye: Aldermen Dazata, Beard, Bruns, Jones, Super and Hurt.
Motion carries.
Ordinance No. 2006-94 Alderman Jones moved to place Bill No. 2006-94 on its second reading,
Approved and upon passage of same become Ordinance No. 2006-94, seconded
by Alderman Dazata, the vote was:
Aye: Aldermen Bruns, Super, Jones, Dazata, Hurt and Beard...
Motion carries.
Aldermen comments Alderman Darata mentioned there were concerned citizens with the feral cat
trapping. David explained that any cats that aze caught are spade or neutered.
There will be another trapping in the fall.
Alderman Super said the 4`s of July in his neighborhood turned out good and
there weren't any traffic issues since the street construction was finished.
Motion for Closed Alderman Jones moved that the meeting go into closed session, pursuant to
Session at 8:03 p.m RSMo 610.021(1) Legal and RSMo 610.021(3) Personnel Issues with the City
Attorney, seconded by Alderman Darata, and the vote was:
Aldermen Beazd, Darata, Jones, Super, Bruns and Hurt.
