HomeMy WebLinkAbout2013-04-01 Regular MeetingMINUTES REGULAR MEETING BOARD OF ALDERMEN RIVERSIDE, MISSOURI Monday, April 1, 2013 6:00 p.m. The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Monday, April 1, 2013. Mayor Rose called the meeting to order at 6:00 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Ron Super, Art Homer, Brad Cope, Seth DeRose, Aaron Thatcher, and Mike Fuller. Also present were City Administrator Greg Mills, City Attorney Paul Campo, City Clerk Robin Littrell, Community Development Director Mike Duffy, City Engineer Travis Hoover, Finance Director Donna Resz, Public Works Director Tom Wooddell, and Administration Director Meredith Hauck. MOTION TO ENTER INTO Alderman Cope moved that the meeting go into closed CLOSED @ 6:02 P.M. session pursuant to RSMo 610.021 (1) Legal Action and litigation, RSMo 610.021 (2) Leasing, Purchase or sale of real estate, and RSMo 610.021(12) Sealed bids and related documents, until the bids are opened; and sealed proposals and related documents or any documents related to a negotiated contract until a contract is executed, or all proposals are rejected, second by Alderman Homer. Yes: Cope, Homer, Super, Thatcher, Fuller, and DeRose. Motion carried 6 -0. MOTION TO ADJOURN Alderman Thatcher moved at 6:43 p.m. to adjourn closed session CLOSED @ 6:43 P.M. with action taken, second by Alderman Cope. Yes: Thatcher, Cope, DeRose, Super, Fuller, and Homer. Motion carried 6 -0. WORKSHOP @ 6:44 P.M. Finance Director Donna Resz presented a hand -out showing the last three underwriting fees for bonds issued. Discussion was held regarding the thought of rejecting the bond underwriter RFQs and instead look at a financial advisor RFQ. Campo explained that many larger cities are looking at a financial advisor before an underwriter. Alderman Fuller moved to direct staff to prepare a resolution rejecting underwriter proposals and preparing a financial advisor RFQ, second by Alderman Thatcher. Yes: Fuller, Thatcher, Super, Cope, DeRose, and Homer. Motion carried 6 -0. REGULAR SESSION Mayor Rose called the Regular Session Meeting to order at 7:01 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Brad Cope, Mike Fuller, Seth DeRose, Ron Super, Aaron Thatcher, and Art Homer. Also present were City Administrator Greg Mills, City Attorney Paul Campo, City Clerk Robin Littrell, City Engineer Travis Hoover, Public Works Director Tom Wooddell, Community Development Director Mike Duffy, Administration Director Meredith Hauck, Fire Chief Gordon Fowlston, and Captain Gary McMullin. PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance. PROCLAMATION Mayor Rose read the proclamation recognizing Telecommunications Week April 8 -13, 2013. Dispatchers in attendance receiving the proclamation were Candy Gram, Lisa Shippy, Laura Thomas, and Tina Griffin. DO GOOD RECOGNITION Mayor Kathy Rose announced the continuation of the Riverside Do Good Program and awarded Judson Pierre with a certificate and a bell for his good deed of shoveling snow for resident Bev Allen during the 2013 snow storm. PUBLIC COMMENT None. CONSENT AGENDA Alderman Fuller moved to approve the consent agenda as presented, second by Alderman Thatcher. Yes: Fuller, Thatcher, Cope, Homer, DeRose, and Super. Motion carried 6 -0. MINUTES OF 03 -19 -13 Alderman Fuller moved to approve the minutes of the March 19, 2013 meeting, second by Alderman Thatcher. Yes: Fuller, Thatcher, Cope, Homer, DeRose, and Super. Motion carried 6 -0. MINUTES OF 03 -26 -13 Alderman Fuller moved to approve the minutes of the March 26, 2013 meeting, second by Alderman Thatcher. Yes: Fuller, Thatcher, Cope, Homer, DeRose, and Super. Motion carried 6 -0. RESOLUTION 2013 -021 Alderman Fuller moved to approve Resolution 2013 -021 Bill Pay authorizing the expenditure of funds for fiscal year 2012 -2013, for weeks ending March 22 and March 29 in the amount of $273,031.23, second by Alderman Thatcher. Yes: Fuller, Thatcher, Cope, Homer, DeRose, and Super. Motion carried 6 -0. REGULAR AGENDA CITY ADMINISTRATOR City Administrator Greg Mills explained that the Re- Codification of our City Code book happens about every 10 years. Copies have been provided to the Mayor and Board for a thirty day review period. If there are any questions, let the City Administrator or Attorney Campo know, and they will be addressed. We will then proceed to adopt the codes. City Attorney Paul Campo discussed performance and payment bonds according to our codes and that the $35,000 contract for the Jefferson Taylor Memorial Training Center A/V Equipment Upgrade Project may need to use the option of an irrevocable letter of credit. Campo further explained the advantages for this situation and if that is the wishes of the Board, we need a motion for this direction. Alderman Thatcher moved to approve a letter of credit from a reputable bank for the contract amount regarding the Jefferson Taylor Memorial Training Center A/V Equipment Upgrade Project, second by Alderman Cope. Yes: Thatcher, Cope, Homer, Fuller, DeRose, and Super. Motion carried 6 -0. ADMINISTRATION Nothing to report. COMMUNITY DEVELOPMENT Nothing to report. Nothing to report. FINANCE Nothing to report. PUBLIC SAFETY Nothing to report. PUBLIC WORKS Public Works Director Tom Wooddell gave an update on the waterfall. It should be up and running tomorrow. LEVEE BOARD Alderman Super reported that the next Levee Board meeting is on April 10` All information that the Levee Board provides is now on SharePoint. MAYOR'S DISCUSSION The Easter Egg Hunt was last Saturday at E.H. Young Park with about 200 children participating. I want to thank the City, the Fire Department and FPal for putting it on and doing a wonderful job. Mike Duffy and I met with Commissioners Brown and Roper regarding the Missouri Riverfront Trail and its closure. They are looking for a solution to these issues. Today Travis and I went to Platte County and the City of Riverside received the 2013 Outreach Grant Award in the amount of $39,000 for the Lower Line Creek Trail Project. The Employee Appreciation Dinner will be on Friday evening, April 26 at the HillTop. Tomorrow, April 2 nd is the election. BOARD OF ALDERMEN Alderman Super — It is interesting, looking at the timing of the assessments being sent out from the County. Discussion was held among the Board. It is recommended to use the appeal process if there are concerns. Alderman Thatcher — Great job on the Easter Egg Hunt. Feedback while campaigning has been mostly compliments of the city staff, especially Public Works and a large complain is the sewer bill increases. I also want to remind everyone to vote. Alderman Homer — Nothing to report. Alderman DeRose — Excellent job on the Easter Egg Hunt. Alderman Cope — I want to echo comments of Alderman Thatcher regarding the sewer bills. We need to look into this and try to get more communication to the residents. Alderman Fuller — Possibly we could do some type of cost comparisons for the sewer bills. MOTION TO ADJOURN Alderman Thatcher moved to adjourn the meeting at 7:32 p.m., second by Alderman Cope. Yes: Thatcher, Cope, DeRose, Super, Homer, and Fuller. Motions carried 6 -0.
