SPECIAL MEETING
BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Tuesday, April 30, 2013
5:30 p.m.
The Board of Aldermen for the City of Riverside, Missouri, met in special session in the Board
of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday,
April 30, 2013.
Mayor Rose called the meeting to order at 5:45 p.m. Those in attendance were Mayor Kathy
Rose, Aldermen Brad Cope, Art Homer, Seth DeRose, Ron Super, Aaron Thatcher, and Mike
Fuller.
Also present were City Administrator Greg Mills, City Clerk Robin Littrell, Community
Development Director Mike Duffy, City Engineer Travis Hoover, Public Works Director Tom
Wooddell, Major Chris Skinrood, and Fire Chief Gordy Fowlston. Attorneys Joe Bednar and
Chad Lamar with SFBB, Brent Miles and Brad Pomerenke with NorthPoint, and Aaron
Bresette with HDR were also present.
MOTION TO ENTER INTO Motion to move that the meeting go into closed
CLOSED SESSION session pursuant to RSMo 610.021 (1) Legal Action and
litigation, and RSMo 610.021(12) Sealed bids and
related documents, until the bids are opened; and sealed
proposals and related documents or any documents related to a
negotiated contract until a contract is executed, or all proposals
are rejected, was not made due to the fact that the topic
necessitated discussion to be held at a later date. There was no
closed session held.
LEGISLATIVE SESSION
RESOLUTION 2013 - 016 Alderman Cope moved to approve Resolution 2013 -016
MARC Agrmnt for Admin Serv. authorizing the agreement with Mid America Regional Council for
Professional Administrative Services in an amount not to exceed
$18,000 (Project Trim), second by Alderman Homer.
Yes: Cope, Homer, Thatcher, DeRose, Fuller, and Super.
Motion carried 6 -0.
RESOLUTION 2013 - 032 Alderman Thatcher moved to approve Resolution 2013 -032
Amend RF Fisher Contract amending Resolution 2013 -018 regarding the contract for RF
Fisher Electric Co., LLC, second by Alderman Cope.
Yes: Thatcher, Cope, Homer, DeRose, Fuller, and Super.
Motion carried 6 -0.

BILL NO. 2013 City Clerk Robin Littrell gave first reading of Bill No. 2013 -028.
CO 8, 9, &10 Shaw Const. Alderman Thatcher moved to accept first reading and place Bill
No. 2013 -028 on second and final reading, second by Alderman
Cope.
Yes: Thatcher, Cope, Super, Homer, Fuller, and DeRose.
Motion carried 6 -0.
Alderman Cope moved to approve Bill 2013 -028 and enact
said bill as ordinance, second by Alderman Thatcher.
Yes: Cope, Thatcher, Homer, Fuller, Super, and DeRose.
Motion carried 6 -0.
BILL NO. 2013 City Clerk Robin Littrell gave first reading of Bill No. 2013 -029.
CO 4 VF Anderson — Mattox Rd Alderman Thatcher moved to accept first reading and place Bill
No. 2013 -029 on second and final reading, second by Alderman
Cope.
Yes: Thatcher, Cope, Super, Homer, Fuller, and DeRose.
Motion carried 6 -0.
Alderman Cope moved to approve Bill 2013 -029 and enact
said bill as ordinance, second by Alderman Thatcher.
Yes: Cope, Thatcher, Fuller, DeRose, Super, and Homer.
Motion carried 6 -0.
CITY ADMINISTRATOR City Administrator Greg Mills handed each alderman a copy of the
Bartlett and West Portfolio and discussion was held.
MOTION TO ADJOURN Alderman Cope moved to adjourn the meeting at 5:55 p.m.,
second by Alderman Thatcher.
Yes: Cope, Thatcher, Fuller, DeRose, Super, and Homer.
Motions carried 6 -0.
