ALDERMEN ~F THE CITY 1F RIVERSIDE, MISSOURI
DECEMBER 22. 1987
A regular meeting of the Board of Aldermen of the City of Riverside,
Missouri was held in the City of Riverside, Missouri on December 22, 1987,
at 7:30 p.m. The roll was called and Karr, Burch, Best, Peeler, Wedua and
Shepard were present. Mayor Pro Tem Peeler called said meeting to order.
The minutes of December 15, 1987, were read and approved as corrected.
Burch reported on checking and securing bids on a truck to put the
present bed on. He said on the placed checked, .the place for the bed to be
located would have to be cut down he has gotten comparable bids at Westfall
and Mohle and Peeler said he called Tri State Tank and has received a bid.
The following are bids received:
Westfall GMC - $16,794.17, plus charge to cut the frame and mud and
snow tires..
Mohle - $17,300.00 including the cutting down of the frame and
mud and snow tires and would be ready to pick up in four days.
Tri State Tank Co. - $16,219, includes cutting down of frame
~; and with the mud and snow tires it was thought the price would be
$16,550.00
Northtown Ford - $17,145.00 (was certain this included the cutting down
of the frame and mud and snow tires.
Best moved that we accept the best and lowest bid on the purchasing of
a new truck, including the transfer of the equipment from the old truck to
the new truck called and votes were as follows Karr, Burch, Best, Wedua
and Shepard voted aye.
Best suggested that the salt and sand be removed from the truck.
Wedua wanted to know if the new vehicle could have a red light on top.
The Employment of a Police Court Clerk was discussed. Mayor Pro-Tem
Peeler said that Kathy Rose asked for the job. Kathy Rose is doing the work
at the present time and will try to bring all matters up to date and then
will have guide lines for the position. It was thought that this should be
done and the matter would be discussed further.
It was brought out that Don Witt had received Galles from several
Aldermen concerning the use of the Jail and area in front of the jail. Don
Witt is to check out if there were a closed circuit in the area which could
be viewed by the Communication Department would this make it available to
keep prisoners.

The following four change orders concerning the construction of the
water tower which had been sent in by Gary Durney were read:
1. Change of driveway $1,950.00
2. Change in the Side-well slot 1,040.00
3. Relocation of the fence 375.00
4. Remove power pole 2,200.00
Karr moved that we accept the above four changes in the plans for-the
construction of the water tower, seconded by Best, the roll was called and
votes were as follows: Karr, Best, Wedua and Shepard voted aye, Burch
absent for roll call.
City Clerk Betty Burch said that insurance is on the years basis of
January 1, thru December 31, and it will be necessary to pay the premium
before the next meeting; it appeared that the total sum would be
$30,921.00.
Best moved that Bill No. 87-60 being bill allocating the sum of
~ $30,921.00 for the payment of insurance be placed on its first reading,
seconded by Karr, the roll was .called and votes were as follows: Karr,
Burch, Best, Wedua and Shepard voted-aye.
Karr moved that Bill No. 87-60 be ,placed on its second reading,
seconded by Wedua, the roll was called and votes were as follows: Karr,
Burch, Best, Wedua and Shepard voted aye; said bill was accordingly read.
Wedua moved that Bill No. 87-60 be placed on its third reading and upon
passage of same become Ordinance No. 87-60, seconded by Karr, the roll was
called and votes were as follows: Karr, Burch, Best, Wedua and Shepard
voted aye said bill was accordingly read, attached hereto and made a part
hereof, approved by Mayor Pro Tem Peeler and became Ordinance No. 87-60.
City Clerk Betty Burch said that Jimmy Nelson thought that she was
entitled to some vacation pay.
After a discussion concerning Jimmie NelsBn's vacation, Best moved that
Bill No. 87-61 being bill providing for ~ e week vacation pay to Jimmie
Nelson and that same be placed on its first reading, seconded by Karr
seconded the motion, the roll was called and votes were as follows: Karr,
Burch, Best, Wedua and Shepard voted aye; said bill was accordingly read.
Karr moved that Bill No. 87-61 be placed on its second reading,
seconded by Burch, the roll was called and votes were as follows: Karr,
,_ Burch, Best, Wedua and Shepard voted aye; said bill was accordingly read.

Burch moved that Bill No. 87-61 be placed on its third reading and upon
passage of same become Ordinance No. 87-61, seconded by Karr, the roll was
called and votes were as follows: Karr, Burch, Best, Wedua-and Shepard voted
aye; said bill was accordingly read, attached hereto and made a part hereof,
approved by Mayor Pro-Tem Peeler and became Ordinance No. 87-61.
Burch moved that Jimmy Karr be Mayor Pro-Tem, seconded by Wedua, the
roll was called and votes were as follows: Karr, Burch, Best, Wedua and
Shepard voted aye-.
It was brought out that Gable Construction company should provide the
City with a letter concerning the alterations made in his plans and also

An application for a sign was presented by Peeler Oil Company for a
sign at said Company's location on N.W. Gateway. This was approved subject
to the payment of the fee.
It was decided to set a cut-off time for receiving applications for the
maintenance person. ~1 Ea 3; /T&7~
Imo'' Chief Fred McDaniel said that there was going to be a seminar
concerning public safety employees and their amount of stress.
There being no further business to come before the Board, upon motion
duly made, seconded and passed, meeting adjourned at 9:45 p.m.
