September 16, 2008
A regular meeting of the Board of Aldermen of the Ciry of Riverside, Missouri, was held in the City Hall of
Riverside, Missouri, on September 16, 2008 at 6:30 p.m.
Those in attendance were Mayor Kathy Rose, Aldermen Fuller, Darata, Bruns, Hurt, Salyer and Super.
Also present were Mike Duffy, Director of Community Development, Louise Rusick, City Clerk, Jane
Henry, Executive Administration Assistant, Chief Greg Mills, Public Safety, Meredith Hauck, Coordinator of
Communications and External Affairs and Jolur McClelland, City Attorney.
Motion for Alderman Fuller moved that the meeting go into closed session, pursuant to
Closed Session RSMo 610.021(1) Legal Issues, seconded by Alderman Bruns, the vote was:
6:30 p.m.
Aye: Aldermen Fuller, Super, Darata, Hurt, Salyer and Bruns.
Motion carries.
Motion for Alderman Super moved that the meeting go into open session, seconded by
Open Session Alderman Darata, the vote was:
7:00 p.m.

Pledge of Allegiance Mayor Rose started the recital of the Pledge of Allegiance with the audience joining in.
Mayor Rose asked for any comments from the public and there were none.
Visitor comment Irene Paulhe, 4700 Petxonella Lane said she recently attended the Northland Symphony
concert and there wasn't too many people there. She said they are as good as the Kansas
City Symphony. Mayor Rose said Zona Rosa is having a benefit for the Northland
Symphony.
Comments on Mayor Rose mentioned proposed Resolution No. 2008-02, A Resolution In Support
Resolution #2008-02 of Proposition A The Schools First Initiative. Tom Burke, Argosy Casino and Megan
Jansen who is part of a team conning the campaign in the area for this resolution in the
Kansas City area were present. Mr. Burke said Penn National Gaming supports
Proposition A and this resolution will eliminate the 35001oss limit.
Mr. Burke has been promoted to Senior Vice President of Operations for Penn National
Gaming for the western region, bnt will continue to be responsible for this casino here in
the city until his replacements arrives.

Approved of Proposition A The Schools First Initiative, seconded by Alderman Hurt, the vote was:

Purchase of new copier, Alderman Fuller moved to approve purchasing a new copier, C4540 from Pxo Serv for
Approved City Hall at a cost of $13,092, seconded by Alderman Darata, the vote was:

Finance Officer Donna spoke of the report that Standard and Poor's provided the City and they
comments raised the City's rating from "BBB" to "A" which is more than a one point rating.
This reflects the City's maintenance of very strong reserve levels, despite planned
draw downs for capital projects. Highlights from standard & Poor's Rating Direct are
listed below with other characteristics supporting the rating include the City's:
• Participation in the diverse Kansas City, Mo, metropolitan statistical area (MSA)
economy;
• Adequate income levels;
• Very sfrong £mancial reserves, which are supported by substantial annual
gaming revenues
• Reliance on lese and gaming tax revenues from the Argosy Casino, which is
owned by Penn National Gaming to fund city operations and capital
improvements; and
• Very high debt burden.
"The City's 2007 bonds are secured by the City's pledge to appropriate, on an annual
basis, the necessary funds to make armual debt service payments.
Debt service is being paid from incremental revenues from the city's levee district, and
gaming tax revenues.
The City's financial practices ace considered "good" under Standard & Poor's Financial
Assessment. Management reviews revenues and expenditures, prepares budget reports
for the board of aldermen and provides the board with a comprehensive quarterly budget
update.
Capital spending is budgeted with the help of a 5 year capital improvement plan that is
updated t•vice a year.
The City has its own investment policy, and quarterly investment reports are provided
to the board.
The stable outlook reflects Standard & Poor's Rating Services' expectation that the City
will continue to maintain strong reserve levels as it completes planned infrastructure
improvements of its levee redevelopment area and that gaming revenues will continue to
come in at current or higher levels.
Donna said she felt this is a reflection on the board of aldermen that their willingness to
maintain good financial responsibility and Dmma congratulated the board and the Mayor

City Administrator The report is summarized as follows:
Report
The City's Street Sweeper's rear engine is out of working order, therefore sweeping
activities have been suspended while a maintenance review is being completed by the
Tymco Company.
The mobile mammography unit sponsored by St. Luke's Northland Hospital and
Susan B. Korman Foundation was at the Community Center on September 12'".
Thirty women from the Northland area participated.
More than 200 people attended 12 events August 25'h through August 30'h. The
YMCA Fall Adult Co-ed Volleyball League (Sundays) and Adult Men Basketball
League (Wednesdays) started play on September 7's and will run through November
Riverside Residents received half price league regishation.
Community Center staff and Public Works received training on how to care for
the new flooring. Staff is currently working with the Riverfest committee to
prepare for the upcoming festival.
Staff fraining schedule for September and the ls' part of October is MARCIT
Supervisor Survival Skills, Meredith Hauck and Jane Hemy; International
City/County Managers Association Conference, Meredith Hauck; Immigration
Enforcement Liability, Jane Henry, WACA Annual Meeting, Shayla Jones; Staff
Project Management Training, various attendees.
Hrfrastmcture progress is as follows:
For Northwood Road, continued landscaping, installing waterfall and pool, installing
conduit for underground poFVer and installing the gas line. The roadway is 99%
complete.
For the Rinker project, removal of the fence is remaining and 99% of the project
is complete.
For the Horizons Parkway South project, ditches were graded, sodding and seeding
completed, working on a punch list to fmalize and approximately 99% of the pay
estimate has been completed.
For the Horizons Parkway North project, asphalt was laid for the lane addition to
9 Highway, continued installing the storm sewer, poured concrete for the north
abutment, began installing conduit for the sprinkler system, placed riprap on
abutment slopes, preparing for the 9 higfivay traffic switch and phase 2, KCPL
has completed the relocation of the distribution lines, KCMO Water Services
force mater is being encased and MGE has completed the relocation of the gas
main.

Continued decking occurred for the Line Creek Bridge, girders were set for the
Oxbow Bridge and approximately 47% of the pay estimate has been completed.
Footings were poured for the clock tower at the Welcome Plaza, footings were
poured. For the fountain, setting forms for the fountain Fvall have begun with
approximately 5% of the pay estimate completed.
Installing conduit for the underground power occurred at Montebella, gas
service lines were installed and building houses continues.
Continued grading occurred at Briarcliff, building structures, installing storm
sewer.
Continued installing curb and gutter and the turn lanes on W. Platte Road were
completed.
For the North Argosy Parkway project, a new bridge layout will be given to
Magellan for review.
Bill No. 2008-107 Alderman Super had concerns about a 4 year agreement for $19,000 a year and
discussion believes a review needs to be performed each year before approved. It was
pointed out in the proposed Ordinance this agreement would have to be
terminated and renegotiated if the amount were to change.

Mayor's Discussion There is 3 or 4 areas on the new trail where there are some drainage problems and
this needs to be addressed.
The citizens are excited about the new Welcome Plaza and West Platte Bridge.
Riverfest is this weekend and Mayor Rose showed one of the tee shirts
showing sponsors on the back and will be for sale with all workers wearing
them. Red-X has 10 entries in the parade and there are a total of 50 entries.
Aldermen comments Alderman Bruns said there is one portion of the hail at the E.H. Young Park
trail that flooded and wondered if there was any way to get rid of it to make
sure it's safe and being well maintained.

Alderman Darata and Alderman Fuller attended the hearing for the
Missouri American Water Rate case and all citizens were invited. Forms
with a response fan can be mailed in.
Alderman Salyer asked if we were still on track with replacing trees in the
right-of--way. Mike Duffy said a meeting was held with some of the Briarcliff people
and a joint trip will be taken to the nursery for the W. Platte right-of--ways to look
at fall plants.

Annual Street Main- Mike said there were some concerns last week with some property owners not being

Staff recommends selecting Embassy Landscape Group to provide grounds maintenance
services through 2009 for the Civic Campus.
Mike said the grounds need to be put back to a similar status as to when they were first
installed eight seasons ago. Seasonal colors will be added in the flower beds. The
trees, shrubs and turf will be maintained including seeding, fertilizing and weed control.
Also, the irrigation system will be maintained. There will be 30 mows, 15 manual
weeding, weed control for the parking lot and sidewalk, 4 applications of fertilizer and
broadleaf weed control, aeration, mulching, trimming and sidewalk edges and up High
Drive.

Northpointe Church, `See Through Ministries" is requesting a 40' container for clothing collection on their

The Unified Development Ordinance updates are forthcoming, the 2006 International
Code and 2009 evaluations going on.
The number of permits issued has been down as the market has been slow, but should
pickup soon.
A rental inspection program is behrg worked on and will be brought to the board in
November and there will be ordinance changes to the City Municipal Codes so this added
change can be enforced.
Mike said he may make a future recommendationfor the City not to require a permit
for roofing and siding as we are one of the few cities that require this. Also, being
worked on is plans where the residents don't have to pay for permits.
City Engineer Sabin said J.M. Fahey began work on the Argosy Casino West Improvements the week
Comments of September 8a'. Some issues are being worked through with the Levee District and
Corps of Engineers. A few loose ends are being tied up with MoDot. Some adjustments
were made for the drainage in the area to utilize the I-635 drainage that is on the south
side. The conhactor did provide a schedule and completion date of December 8's.
Shafer, Kline & Warren are the constmction managers for the project. The City doesn't
have the Corps approval as yet.
There are issues to work through with the contractor on tare lift station and the City
has been provided with a construction schedule and this will be verified. There is a
process of ordering costly items for the project, trash racks and the pump station. Shop
drawings were received and will be reviewed. The completion date is May 2009.

Mayor Rose said the playground equipment at the Renner-Brenner Park will be moved to
the upper portion. Mayor Rose said she will meet with someone next week to relocate
the equipment.
Alderman Super wondered how may other people on the board were aware of a
halfway house on Homestead Road. Alderman Hurt was aware of this.
Alderman Hurt said we are experiencing people on the trail when it is closed and
