MINUTES OF REGULAR MEETING OF
BOARD OF ALDERMEN OF CITY OF RIVERSIDE, MISSOURI
April 8, 1986
A regular meeting of the Board of Aldermen of the City of
Riverside, Missouri was held in the City Hall in Riverside, Missouri
on April 8, 1986, at 7:30 p.m. On a roll call, Aldermen Karr, Best,
Peeler, 'and Wedua were present, Gordy and Brenner absent. Mayor
Holmes called said meeting to order.
The Minutes of March. 18, 1986, were read and approved as
corrected.

It was decided to notify O'lde Kearns that they would have
to have a Certificate from the County Health Department and a bus-
iness license in order to sell food at the place of business.
City Clerk Betty Burch read the returns of the General Elec-
tion held on April 1, 1986, which were as follows:
Mike Holmes, Mayor Received 79 votes
.alderman - Winston Peeler, Ward I Received 38 votes
" Floyd Best, Ward II Received 8 votes

Richard Majors, Municipal Judge Received 77 votes

Karr moved that Bill No. 86-i'S, being bill Canvassing the
returns of the General Election held April 1, 1986 as follows:
Mike Holmes, Mayor Received 79 votes
Winston Peeler, Alderman - Ward I Received 38 votes
Floyd Best, Alderman - Ward II Received 8 votes
Jim Karr, Alderman - Ward III Received 34 votes
Richard Majord, Municipal Judge Received 77 votes
and that on the face of the votes received, Mike Holmes is the Mayor;
Winston Peeler, Alderman, Ward I; Floyd Best, Alderman, Ward II;
Jim Karr, Alderman, Ward III; and Richard Majors, Municipal Judge
of the City of Riverside, Missouri, and that same be placed on its
first reading, seconded by Best, the roll was called and votes were
as follows: Karr, Best, Peeler and Wedua voted aye; Gordy and Bren-
ner absent; said bill was accordingly read.

Karr moved that Bill No. 86-~1~ be placed on its second read-
ing, seconded by Wedua, the roll .was called and votes were as fol-
lows: Karr, Best, Peeler, and Wedua voted aye; Gordy and Brenner
absent; said bill was accordingly read.

Wedua moved that Bill No. 86- M be placed on its third read-
ing and upon passage of same become Ordinance No. 86-16, seconded
by Peeler, the roll was called and votes were as follows: Karr,
Best, Peeler, and Wedua voted aye; Gordy and Brenner absent; said

approved by Mayor Holmes and became Ordinance NO. 86-16.
City Clerk Betty Burch swore in the Mayor, one Alderman from
each of the three Wards and the Municipal Judge.
Richard Majors requested permission to go to the seminar
of the Missouri Municipal and Circuit Judge Association which will
be coming up shortly.
The Mayor and Aldermen authorized his attending the Seminar
and the City would pay the expenses.
Richard Majors requested permission for Jimmy Nelson to at-
tend the seminar for Missouri Municipal .and Associate Clerks As-
sociation.
The Mayor and Board authorized Jimmy Nelson to attend the
said Seminar and the City would pay the expenses.
The Mayor and Board were in agreement that City Attorney Don
Witt should write a letter to the State Highway Department stat-
ing that the City will allow the traffic to go over our steets
and we will mai~mtain our streets and the Highway Department will
accept the liability.
~" The Mayor said he had talked to the Knapco people and ex-
plained to them about the street.
Public Safety Chief Fred McDaniel said he and the City At-
torney had made a tour of the City and Don Witt is to write letter
to the businesses which seemed to be in violation of the City's
Ordinances. The Mayor and Board requested that the letters to
the-businesses should be reviewed by the Mayor and Board before
being mailed.
It was discussed that the City should have a "No Dump" or-
dinance.
Best suggested that the City check into the hiring of Col-
lege students. The Mayor and Board thought that before hiring
anyone, that a list should be made covering all the work to be
done. .
The Burlington Northern Railroad is to be contacted con-
cerning their repairing the crossing of its tracks with VanDePop-
ulier Street.
It was decided to put some gravel on VanDePopulier, and
perhaps repair the holes in rlattox.
City Clerk Betty riurch said that they wo~~]d '_ike to get
help to install the entry sign near Sky Line.

The Mayor and Board agreed to have the new file placed in
the booking area.
Chief Fred McDaniel requested permission to purchase trou-
sers for the public safety people.
It was announced that there should be a Public Safety Meet-
ing in the near future.
It was brought out that the Little League has the control
over who can use the ball park, since they are the ones who has
the liability insurance.
It was brought out that "Delivery and Air Freight Service"
should be in the Light Industry Zone and the Ordinance should be
amended.
Karr moved that the Finance Committee secure bids on
$1,300,000.00 and that same be Bill No. 86-]lI-4and placed on its
first reading, seconded by Best, the roll was called and votes
were as follows: Karr, Best, Peeler and Wedua voted aye, Gordy
and Brenner absent, said bill was accordingly read.
Karr moved that Bill No. 86-YI~46be placed on its second
reading, seconded by Best, the roll was called and votes were as
follows: Karr, Best, Peeler and Wedua voted aye; Gordy and Brenner
absent; said bill was accordingly read.
Karr moved that Bill No. 86-Y/~be placed on its third read-
ing and upon passage of same become Ordinance N0. 86-17, seconded
by BEst, the roll was called and votes were as follows: Karr, Best
Peeler and Wedua voted aye; Gordy and Brenner absent;
said bill was accordingly read, attached hereto and made a part
hereof, approved by Mayor Holmes and became Ordinance No. 86-17.
