MINUTES OF REGULAR MEETING OF
BOARD OF ALDERMEN OF
~ CITY OF RIVERSIDE, MISSOURI
May 20, 1986
A regular meeting of the Board of Aldermen of the City of
Riverside, Missouri was held in the City Hall in Riverside, Missouri
on May 20, 1986, at 7:30 p.m. On a roll call, Aldermen Karr, Gordy,
Best, Wedua and Brenner were present, Peeler absent; and said meet-
ing was called to order by Mayor Holmes.
It was decided to dispense with the reading of the minutes
of May 6, 1986.
C. B. Lundy, presented an application for a sign for Dry Ice
of Missouri, Inc. at 442 N.W. Business Park Lane. Said applicatin
was approved subject to the payment of the fee.
Thomas Ely, 5337 W. 100th Street, Overland Park, KS 66207
on behalf of Sign Systems Corp. 2202 N. Rogers Road, Olathe, Kansas
66062 presented an appTcat;ion for a sign South of No. 9 Highway
where Brown and Purcell are filling the area. The Mayor and Board
thought that since no sight development plan had been submitted
for approval, that the application would have to be tabled.
Mr. Abrahms,5212 N.W. Bluff Lane, Parkville, MO presented
a plot plat, showing where he is curbing his parking lot at West
~= Platte Road and requested permission for 29 vehicles to be on the
lot for sale. This matter was discussed and it was the consensus
of the Mayor and Board that they would have to look at the area
before any decision could be made. The matter was tabled until
the next meeting.
Wilbur Martin, 11710 E. 40th Street, Independence, MO 64052
presented an application for a business license for fireworks at
1920 N.W. Platte Road, the size of the area to sell fireworks would
be 64' x 20'. There was qustion concerning the signs and this
would have to be researched by City Attorney Witt - the matter
was tabled until a decision is made.
Scott Rick and Rob Pollak, 4902 N.W. 85th Street, Kansas City,
M0, on behalf of Central Services Co. of Kansas City, Missouri,
presented a business license appliCatioYt for Central Services Co.
of K C, 4254 N.W. Riverside Street; this would be for the sale
and installation of cellular mobile phones and airconditioning
parts; also the sale of "protection packages" (paint for rustproof-
ing). It is understood that no painting is to be done in the build-
ing. 'Phis application was approved subject to the payment of the
fee.
Sherry Robinson, 6313 N Howard, Gladstone, MO 64118, presented
a business license application for Personalized Programs at 2646
West Platte Road, this would be for the writing and teaching of
software programs. This application was approved subject to the
payment of the fee.

Ed Updike (Ed Updike & Sons) 1319 N.-60th Street, Kansas City,
MO inquired whether he could get a permit for grading - making
an entrance to the parking lot for International Association of
Machinists & Aerospace Workers, on N.W. Vivion. After a discussion
was had concerning a new entrance, it appeared the traffic is so
that a new entrance could possible make matters worse, and' felt
that the permit was not in order. However concerning the grading
and repairing of the parking lot, it was brought out that Mr. Updike
would have to appear before the Planning Commission.
It was reported that the Standard Oil Service Station on NW
Gateway has changed to Fina and Dale Ricker should apply for the
change of company on his Business license, as well as apply for
the change of two signs - which would have to go through the Plann-
ing Commission.
Karr moved that we proclaim May 18 to May 24, 1986, as National
Tourism Week, seconded by Gordy, the roll was called and votes were
as follows: Karr, Gordy, Best, Wedua and Brenner voted aye; Peeler
absent.
Karr moved that Bill No. 86-24 being bill providing for a per-
mit to be obtained from the City of Riverside for an Antennae,
and that same be Bill No. 86-1L~ and placed on its first reading,
seconded by Best, the roll was called and votes were as. follows:

Karr moved that bill No. 86 ~~ be placed on its second reading,
seconded by Brenner, the roll was .called and votes were as follows:

Gordy moved that Bill No. 86-2~ being bill Amending Section
10.4, Subsection 3 of the Code of Ordinances of the City of River-
side, Missouri with regard to regulating Air Pollution created by
unpaved parking lots, be placed on its first reading, seconded by
Karr, the roll was called and votes were as follows: Karr, Gordy,
Best, Wedua and Brenner voted aye; Peeler, absent; said bill was
accordingly read.
Karr moved that Bill No. 86-~-b be placed on its second read-
ing, seconded by Wedua, the roll was called and votes were as fol-
lows, Karr, Gordy, Best, Wedua and Brenner voted aye; Peeler absent;
said bill was accordingly read.
Gordy moved that Bi11 No. 86-2~ be placed on its third reading
and upon passage of same become Ordinance No. 86-$-~, seconded by
Karr, the roll was called and votes were as follows': Karr, Gordy,
Best, Wedua and Brenner voted aye; Peeler absent; said bill was
accordingly read, attached hereto and made a part hereof, approveed
by Mayor Holmes and became Ordinance N0. 86-~~.

Karr moved that bill No. 86-26 being bill providing for the
appropriation of money out of the general fund of the City of River-
side, Missouri for the payment of certain indebtedness as listed
therein be placed on its first reading, seconded by Gordy, the roll
was called and votes were as follows: Karr, Gordy, Best, Wedua and
Brenner voted aye; said bill was accordingly read.
Karr moved that Bill No. 86-26 be placed on its second reading,
seconded by Wedua, the roll was called and votes were as follows:
Karr, Gordy, Best, Wedua and Brenner voted aye; Peeler absent; said
bill was accordingly read.
Gordy moved that Bill No. 86-2.6 be placed on its third reading
and upon passage of same become Ordinance No. 86 ~6;, seconded by
Best, the roll was called and votes were as follows: Karr, Gordy,
Best, Wedua and Brenner voted aye; Peeler absent; said bill was
accordingly read, attached hereto and made a part here of, approved
by Mayor Holmes and became Ordinance No. 86-26.
Minutes of May 6, 1986, were read and approved.
Karr brought up the subject that several lots need mowing.
Chief Fred McDaniel brought up the matter that the County De-
~ puty Department has changed over their radios to a new system and
the City's will not be able receive or call on the new system and
in case of emergencies, it would be best that we purchase three
new radios, the approximate cost would be $500.00 each installed.
Karr moved that the City purchase three radios at $500.00 each,
seconded by Best, the roll was called and Karr, Gordy, Best, Wedua
and Brenner voted aye; Peeler absent.
Chief Fred McDaniel brought up the matter that one of the Pub-
lic Safety vehicles has over 100,000 miles and probably should be
replaced and this could possibly could come out of next year's bud-
get. The cost of a new vehicle would be approximately $11,200.
Chief Fred McDaniel brought up the matter that there is going
to be a Fire Training School at Columbia and he would like permis-
sion for four people to attend, namely, Euwer, Derringer, Baughman
and himself; the cost would be approximately $460 for the four and
this would be next week end.
Karr moved that the City approve the attendance of Euwer, Der-
ringer, Baughman and Chief McDaniel to attend the Fire Training
School at Columbia for next week end and at the cost of approximate-
ly $460.00 for the four people, seconded by Gordy, the roll was
called and votes were as follows: Karr, Gordy, Best, Wedua and Bren-
ner voted aye; Peeler absent.

Mayor Holmes announced there would be a meeting on May 27,'1 986.
There being no further business to come before the board, upon
motion duly made and seconded, meeting adjourned at 11:45 p.m.
