HomeMy WebLinkAbout2006-06-22 Planning & Zoning Commission Minutes MINUTES AMENDED REGULAR MEETING PLANNING AND ZONING COMMISSION RIVERSIDE, MISSOURI Thursday, June 22, 2006 7:30 p.m. The Planning and Zoning Commission for the City of Riverside, Missouri, met in regular session in the Board of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri. Chair Barbara Snyder called the meeting to order at 7:30 p.m. Answering roll call were Evelyn Poe, Stephen King, Mark Salyer and Ray Uhl. Members absent: Aaron Locke and Gene Lively. Also present: Brent Miles, Director of Planning and Economic Development and Jane Henry, Executive Administration Assistant. Approval of Minutes from Commissioner Uhl moved that the minutes be approved as June 15, 2006 presented. Commissioner Salyer seconded. The motion passed. Commissioners Snoderley, Hurt and Bowman abstained from the vote. Public Hearing Chair Barbara Snyder opened the Public Hearing to consider a To consider a request for a request for a Special Use Permit for the "Sale of Used Motor "Special Use Permit" for Vehicles" at 4403 NW Gateway. Miles, Director of Planning the "Sale of Used Motor and Economic Development, reviewed special use permits as Vehicles" at 4403 NW defined by the city's P &Z Code. Debbie Freeman, one of the Gateway owners of Auto Trend, located at 4027 Truman Road, Kansas City, Missouri, and at 1400 State, Kansas City, Kansas, outlined their plans for the property. She said the building would be gutted and the exterior would be cleaned up. She presented pictures of the site as it is today and how it will appear after their proposed clean-up. Commissioner Uhl reminded the board that, in the Town Hall Meetings and the citizen survey, the consensus of opinion was for no more used car lots. Commissioner Snoderley echoed Uhl's remarks by citing the citizen survey as well. Commissioner Salyer said it may be the best looking used car lot but, "No." Commissioner Snoderley said there are already 2 used car Tots in that vicinity. Debbie Freeman argued that the property as it is today is very rough and, since it is not visible from the northern approach, its use is limited. Freeman said that their business would not look "gaudy or tacky." Miles said that maybe some pictures of the applicant's other 2 car lots or a site visit would help the commission make a decision. Also, he said the commission could stipulate a "not to exceed" number of vehicles and could specify periodic special use permit reviews. Freeman said she had talked with the property owner, Ruth Robie, many times and she will neither sell nor sign a lease at this time. Chairman Snyder said that they couldn't act at that meeting. Miles said they will need to review the specifics when the plans are completed. Commissioner Snoderley asked Freeman if there were plans for the back of the lot. She responded no but they would clean it up. Commissioner Poe moved to close the public hearing. Uhl seconded and the hearing was closed. General Discussion The applicant left the meeting and the commissioners continued with their discussion. Commissioner Poe cautioned the board about stringing Freeman along if they had no intention of approving the application. Commissioner King said that apparently it is not useful for anything else and, if the commission voted it down, they would keep it in its current condition. Commissioner Uhl held firm to his position of no more car lots. Commissioner Snoderley said it did not meet any of the 6 criteria for a special use permit. Chair Snyder polled the commission members regarding who would be interested in more information and the result was: Yes: Commissioners Snyder, Bowman, Hurt and King. No: Commissioners Poe, Salyer, Snoderley and Uhl. The result was a tie. Miles said we need more details. Poe agreed since it was a tie. The commission agreed to conduct site visits before their next regular meeting on July 13. Adjournment Commissioner Hurt made a motion to adjourn and Commissioner King seconded.
